Integrity Chain Briefing Gathers 51 Organizations to Push for Transparency in Public Infrastructure

Makati, September 24, 2025— With public trust in government weakening and citizens demanding solutions, 51 organizations came together for the Founders’ Briefing of Integrity Chain, a secured, shared platform that aims to track every peso spent on public infrastructure.

Opening the program, Sir Donald Patrick Lim posed the central challenge: “Now, how do we make public infrastructure projects transparent, tamper-proof, and trusted by everyone?” His answer: Integrity Chain, a collaborative system where businesses, civil society groups, and organizations work together to verify every step of government projects

Integrity Chain uses blockchain-inspired principles, functioning like a tamper-proof ledger where transactions are permanently recorded. “Blockchain is like an accounting ledger where transactions are recorded,” Lim explained, recalling Bam Aquino’s earlier proposal to place the national budget on blockchain. He further noted that blockchain is already widely used in supply chains, financial transactions, and more, proving its practical value in governance.

Paul Soliman outlined how this will apply in practice: DPWH files will be uploaded on the blockchain, ensuring accessibility and immutability. “Even if an incorrect data file is uploaded, the evidence remains on the public blockchain forever—holding people accountable,” he said.

How Integrity Chain Works
Integrity Chain is built on a multi-layered framework that combines technology, transparency, and citizen participation. Each layer strengthens accountability and ensures that every peso spent on public infrastructure can be traced, verified, and trusted:

Ledger Layer – Provides an immutable log of projects where records cannot be tampered with or deleted. Includes accountability markers, geo-tagged data, public IDs, and hashed contracts to link physical projects with verifiable digital records.

Data Layer – Offers searchable portals where stakeholders can access validated project data in a user-friendly format.

Security Layer – Equips auditors and validators with unique blockchain IDs to authenticate their actions, ensuring only verified actors can participate in validation.

Citizen Participation Layer – Enables citizens to share feedback, reports, or observations directly into the system, giving communities a direct role in monitoring government projects.

Together, these layers ensure that data is tamper-proof, secure, transparent, and participatory, transforming public infrastructure governance into a system citizens can trust.

Three Ways to Participate
Integrity Chain is designed as an open and inclusive platform, with three distinct ways for stakeholders to engage:

Validator – Independent validators confirm the accuracy of government project records. Validation may be done digitally through the DBM’s blockchain site, Project DIME, or through physical site visits and audits.
Observer – Participants may serve as observers, monitoring the process and gaining visibility into how public funds are being tracked and validated.
Supporter – Individuals and organizations may contribute as supporters, providing resources or advocacy to strengthen the reach and sustainability of Integrity Chain.

Governance & Safeguards
To guarantee independence, accountability, and fairness, Integrity Chain is backed by clear governance structures:

Nonprofit Foundation Charter – Managed by a nonprofit organization to ensure transparency and accountability.
Blind Trust Funding – Operations are funded by anonymous contributions, shielding the platform from political or corporate influence.

Democratic Voting – Every participating organization is granted one vote, ensuring equal say regardless of size or resources.
Code of Conduct – Members are bound by ethical standards to maintain integrity in validation and participation.
Data Policy – Strong safeguards protect sensitive information while keeping project records open and accessible to the public.

The briefing drew strong government participation, with Usec. Anton of the Department of Trade and Industry (DTI), DTI Secretary Fred Pascual, and Usec. Raffy of the Department of Public Works and Highways (DPWH) present, affirming the importance of cross-sector collaboration in protecting public resources.

Call to Action
The Founders’ Briefing marks the first step in shaping Integrity Chain into a multi-sector movement to institutionalize accountability in public infrastructure spending. Moving forward, Integrity Chain calls on:

Trade organizations, NGOs, universities, and newsrooms — to step up as founding validators or observers.
Companies and philanthropies — to help fund independence through the blind trust model.
Citizens — to actively use the data, provide feedback, and hold projects accountable.

Through shared responsibility, Integrity Chain aims to make governance in the Philippines more transparent, participatory, and trusted.

About Integrity Chain
Integrity Chain is a secured, shared platform where government, business, civil society, and organizations collaborate to verify every step of public infrastructure projects. Built on blockchain-inspired technology, sustained by a blind trust model, and supported through validator, observer, and supporter participation, it ensures that every peso spent is transparently tracked, permanently recorded, and safeguarded from tampering. Governance is secured through a nonprofit foundation, democratic voting, and strict codes of conduct and data policy.

DTI-Design Center powers IDC 2025: A Global Platform for Design-led Transformation

The Design Center of the Philippines, an attached agency of the Department of Trade and Industry, proudly announces the 9th edition of the International Design Conference (IDC), taking place on 26 September 2025 at Samsung Hall, SM Aura Premier, Taguig City. As the flagship event of Design Consciousness Week and a co-branded highlight of Philippine Creative Industries Month, IDC 2025 reasserts its role as the region’s premier thought leadership platform for design-driven innovation and strategic foresight.

With the theme “Holding the Whole: Designing for Collective Flourishing,” IDC 2025 invites designers, entrepreneurs, policymakers, and business leaders to explore how design can reframe systems, restore relationships, and unlock shared agency across sectors. This year’s program challenges participants to move beyond aesthetics and functionality - embracing design as a life-centered, regenerative force for transformation.

The conference will also underscore the urgency of systems change, recognizing that climate change, economic inequality, and social crises are deeply interconnected and cannot be addressed in isolation. Addressing these challenges requires redesigning how systems operate and evolve, so communities and the planet can thrive together. Design, in this context, becomes a strategic tool for reimagining outcomes at scale.

Now in its ninth year, IDC has become a cornerstone of ASEAN’s design ecosystem, convening global and local voices to interrogate the intersections of design, technology, business, and governance. In 2023, IDC was honored with the Silver Anvil Award in the Arts, Culture, Heritage, and Tourism category - recognizing its impact in shaping national conversations and catalyzing creative industries toward inclusive growth, cultural resilience, and design-led policy innovation.

“Design is not a luxury. It is central to how we build economies, shape policy, and imagine futures. IDC 2025 is our call to action: to design with courage, with care, and with consequence. The Design Center is proud to convene this platform for collective flourishing, where ideas move beyond inspiration and into individual, societal, and economic transformation,” said Rhea Matute, Executive Director of the Design Center of the Philippines.

IDC 2025 features two powerhouse keynote speakers whose work has redefined the boundaries of design and innovation. B. Joseph Pine II, co-author of The Experience Economy, is a globally renowned business theorist whose frameworks have transformed how companies create value. His concept of the Transformation Economy - where businesses stage experiences that guide personal and societal change - has influenced Fortune 500 strategies, national policy dialogues, and academic institutions worldwide. Pine’s work has been published in over 15 languages and cited as one of the most important contributions to modern business thinking.

Joining him is Professor Eisuke Tachikawa, founder and CEO of NOSIGNER, a design strategist whose work spans disaster resilience, climate adaptation, and social innovation. A recipient of over 150 international design awards, Tachikawa pioneered Evolutional Creativity, a methodology inspired by biological evolution that empowers changemakers across industries. He currently serves on the Board of the World Design Organization and led the Japan Pavilion concept for Expo 2025 Osaka-Kansai.

Alongside these global voices, IDC 2025 will also feature leading Filipino designers, strategists, and institutional leaders whose work reflects the country’s evolving design landscape. Among them are Jen Horn, facilitator, writer, and creator of Pagbubuo & Ugnayan Cards;  Sarah Queblatin, founding executive director of Green Releaf Initiative; Carl Cervantes, author of Sikodiwa; Bella Tanjutco, co-founder of Kids for Kids Philippines;  Erwan Heussaff, founder of The Fat Kid Inside Inc.;  Maisie Littaua,  country manager of Canva Philippines;  Marga Valdes, head of sales & marketing at BEAVALDES;  Raf Dionisio, co-founder of Making a Difference Travel; and  Dr. Nikki Carsi Cruz, department chair at Ateneo de Manila University.

Their contributions will deepen the dialogue around design’s role in shaping inclusive economies, resilient communities, and culturally grounded innovation.

Through immersive sessions - Break, Make, and Become - IDC 2025 will surface emerging practices, provoke critical reflection, and build shared understanding across disciplines. These sessions are designed not just to inform, but to activate; enabling participants to dismantle outdated paradigms, prototype new possibilities, and commit to design as a tool for systemic change.

The IDC 2025 is free and open to professionals across design, policy, enterprise, and education.

 • Siya mismo ang nagsabing ininsulto ng government staff;
 • Siya ang nakiusap na samahan siya ni Tolentino sa audition bilang proteksyon;

 • Perjury (Art. 183, Revised Penal Code, as amended by R.A. 11594) – dahil sa umano’y pagsisinungaling sa ilalim ng panunumpa;
 • Falsification of Public Document (Art. 172, RPC) – dahil sa pagpapasok ng maling detalye sa opisyal na dokumento;
 • Unjust Vexation (Art. 287, RPC) – dahil sa moral at emosyonal na pinsalang idinulot;
 • Slander of Deeds at Oral Defamation – dahil sa paninirang-puri; at

Tolentino.

DTI Accelerates Kalinga's Economic glGrowth with P1M “Handog ng Pangulo” Support

The Department of Trade and Industry (DTI), in partnership with the ‘Handog ng Pangulo: Serbisyong Sapat para sa Lahat’ program, has injected P1 million in financial support to selected Small Business Corporation (SB Corp) loan beneficiaries at Tabuk City, Kalinga.

The initiative is a direct effort to bolster business operations and foster new opportunities for local entrepreneurs, thereby boosting economic growth in the region.

To further reinforce the province's key sectors, the DTI also facilitated two memoranda of agreement with QRS Farm’s Kape-Aralan and CTC Kapi’s Coffee Shop to strengthen the local coffee industry by forging a sustainable value chain and securing market access for its producers.

DTI Regional Operations Group Undersecretary Blesila Lantayona, speaking on behalf of President Ferdinand R. Marcos Jr., stressed that the program is aligned with the administration's core agenda of fostering inclusive economic growth through robust micro, small, medium enterprise (MSME) development.

“Madalas pong ipaalala ng ating Pangulo na ang pamahalaan ay dapat nararamdaman sa bawat barangay, bawat komunidad, at bawat pamilya. Lagi rin niyang sinasabi: ang maglingkod ay isang pribilehiyo. Ito ang inspirasyon naming mga lingkod-bayan upang patuloy na magsumikap para sa kapakanan ng bawat Pilipino,” Usec. Lantayona said.

The event also included DTI Diskwento Caravan, which offered affordable goods to the public and featured a strong multi-agency collaboration that brought together various government services, from employment generation and medical missions to education and housing assistance.

“Ang lahat pong ito ay patunay na ang pamahalaan, sa pangunguna ng ating mahal na Pangulo, ay nakikinig, nagsisilbi, at tumutugon. Sa kabila ng mga hamon, patuloy kaming naririto upang mas pagandahin ang sistema at mas pagbutihin pa ang serbisyo sa inyo,” Usec. Lantayona added.

The program brought together several top government officials, including Governor James Edduba, Congresswoman Caroline Agyao represented by Mr. Reggie Wacas, Brig. Gen. Renante Salvador, and DILG ARD Ruperto Maribbay, to deliver essential government services directly to the residents.

Philippine Trade Commissioner in New York, Alma Argayoso, led the presentation of these brands, noting the event's role in positioning Filipino talent on the world stage while opening new opportunities for growth and collaboration.

The event, hosted by the Accessories Council, served as a platform for the brands to generate holiday buzz, secure media coverage, and forge industry connections. The brands will also be featured in the Accessories Council’s 2025 Holiday Gift Guide in October.

SSS Launches EMV-Equipped, Dual-Function MySSS Card

QUEZON CITY – In response to the 8 September 2025 directive issued by Department of Finance Secretary and Social Security Commission ex-officio Chair Ralph G. Recto to roll out faster services to pensioners and members, the Social Security System (SSS) has officially launched the MySSS Card – designed to transform the way Filipino workers, pensioners, and their beneficiaries access their social security benefits and financial services.

SSS President and Chief Executive Officer Robert Joseph Montes De Claro stated that the MySSS Card fulfills two purposes. It acts as an official ID, replacing the long-standing Unified Multi-Purpose Identification (UMID) card. It also operates as a fully functional debit card linked to a savings account.

De Claro noted that the card is equipped with an EMV chip. It is integrated with the Philippine Identification System (PhilSys) eVerify and biometric authentication. This provides a safe and convenient way for members to access SSS benefits and loans, as well as manage their daily financial transactions.

It merges social security benefits with digital banking, offering members a comprehensive way to access benefits, loans, and pensions quickly and conveniently. The card can also be used for shopping, public transport fares, and online purchases, De Claro explained.

The card will be issued exclusively through SSS partner banks. Issuance will start with Rizal Commercial Banking Corporation (RCBC) and will later include other banks such as Asia United Bank (AUB), China Bank, and Union Bank of the Philippines.

De Claro said the MySSS Card will automatically serve as the main disbursement account for SSS members. "Once members apply for the MySSS Card, we will link their partner bank savings accounts to SSS for benefits, loans, and other proceeds. They no longer need to enroll the MySSS Card in the Disbursement Account Enrollment Module (DAEM)."

He stated that starting today, 1 October 2025, SSS will accept applications for the MySSS Card. RCBC, through its digital arm DiskarTech, will be the card’s first implementer.

"The SSS and RCBC partnership marks a significant milestone in the digital transformation of government services," he continued. "The MySSS Card’s rollout will expand as more partner banks join the program. This will provide more options for card issuance and banking features."

How to Apply for the MySSS Card

The MySSS Card is available to all SSS members, pensioners, individual claimants, beneficiaries, and representative payees who meet the following requirements:

Possess a permanent SS number;

Have an active account on the My.SSS Portal with updated personal details, including local address, mobile number, and email; and

Be registered with the Philippine Statistics Authority (PSA) under the National ID system, previously known as the Philippine Identification System (PhilSys).

Members with old SSS, UMID, or previous ID cards may apply for the MySSS Card to replace lost or existing cards.

De Claro said the MySSS Card application is simple and can be completed via My.SSS. "Members choose their partner bank—initially RCBC—and consent to data sharing between SSS, the National ID system, and the bank."

After online verification and identity confirmation, members open a bank account either using their online app or by visiting a branch. For RCBC, members use the DiskarTech app to open the account.

The partner bank will produce and distribute the cards. Metro Manila residents will receive their cards within 15 working days, while those outside Metro Manila will receive theirs within 20 working days.

He concluded that launching the MySSS Card is part of a larger government push. This initiative is led by Finance Secretary and Social Security Commission ex-officio Chair Recto, who has championed reforms within the SSS to enhance its service delivery. #

DTI Commits PH to 'Digital-First Future' at Tech Summit

The Department of Trade and Industry (DTI) affirmed the Philippines' commitment to a digital-first future detailing key strategic initiatives to strengthen the nation’s role in the evolving global digital landscape.

Addressing a gathering of industry leaders and innovators at the Manila Tech Summit 2025, on Wednesday, August 27 Trade Secretary Cristina A. Roque said that DTI is at the forefront of boosting the competitiveness of Philippine industries, in line with President Ferdinand R. Marcos Jr.'s directive to embrace digital transformation as a vital tool for nation-building.

"We at DTI are striving to make this happen by ensuring that every Filipino, from the small sari-sari store owner to the next tech startup founder, can thrive in a digital economy," Secretary Roque said in her keynote message.

Roque outlined several initiatives aimed at empowering businesses and attracting strategic investments, including the continued implementation of the 5-Point MSME Strategy, which helps small businesses go digital, diversify their products, and gain access to financing.

The trade chief also emphasized that through reforms like the CREATE MORE Act and Green Lanes for Strategic Investments, the DTI is opening doors for projects in high-growth sectors to empower local communities and create jobs.
To build a secure and trustworthy online environment, the Secretary also highlighted the launch of the E-Commerce Philippine Trustmark, a voluntary certification for online businesses that meet government standards for transparency and security.
Roque stressed that technology is a key driver for an inclusive economy, with a direct impact on the nation as a whole.
“Inclusivity should not be an afterthought—it is the heart of what we do. We recognize that technology can be our game-changer. That is why we see every fintech innovation, every e-commerce breakthrough, as a chance to uplift more Filipinos—especially women, youth, and small entrepreneurs,” she affirmed.
The Manila Tech Summit 2025, organized by Fintech Alliance PH, brought together top industry leaders, innovators, and cross-sector organizations to explore actionable solutions and forward-thinking strategies to thrive in a complex and rapidly changing digital environment.

DTI, DOT offer ‘Turismo Asenso Loans’ to drive tourism-related job growth

The Department of Trade and Industry (DTI), in collaboration with the Department of Tourism (DOT), launched the Turismo Asenso Loan Program (TALP), a financing initiative that will help tourism micro, small, and medium enterprises (MSMEs) to expand their operations and generate more jobs across tourism-linked industries nationwide.
President Ferdinand R. Marcos Jr. led the ceremonial awarding of loans on Monday, September 1, where P3.38 million in financing was awarded to nine tourism-related MSMEs.

The first batch of beneficiaries, approved by the DTI’s financing arm Small Business Corporation, includes wellness spas, resorts, and travel and tour agencies from Rizal, Cavite, Laguna, and Metro Manila, with loan packages ranging from P150,000 to P1 million.
Jointly developed by DTI and DOT under a memorandum of agreement signed in April 2025, TALP provides MSMEs with low-interest loans of up to P20 million, with repayment terms of up to five years and an interest rate of one percent per month on a diminishing balance.
Trade Secretary Cristina A. Roque said the partnership with DOT reflects the whole-of-government approach to supporting one of the country’s most labor-intensive industries.
“Tourism supports millions of jobs across hotels, transport, food, and local services. By helping our tourism MSMEs, we are not only sustaining businesses but also securing livelihoods for countless Filipinos whose income depends on this sector,” she said.
Roque added that DTI is working closely with DOT to ensure that trade and enterprise development efforts directly translate into more jobs and opportunities for Filipinos.
In 2024, total expenditure from international and domestic visitors reached P3.86 trillion, equivalent to 8.9 percent of the country’s Gross Domestic Product. The sector directly employed 6.75 million Filipinos and indirectly supported nearly 10 million more.
The ceremonial awarding also marked the start of a nationwide campaign encouraging more MSMEs to avail of TALP, intended as a lifeline for enterprises ready to recover, innovate, and expand. Tourism entrepreneurs are also urged to take advantage of this opportunity and apply now through the DTI-SBCorp Money Mobile App (https://app.sbcorp.ph)
