ARTA strengthens EODB Law; brings ease of doing business in Barangay level


29 March 2025 - The Anti-Red Tape Authority (ARTA) held a series of Ease of Doing Business (EODB) orientations for priority barangay local government units (BLGUs) in the National Capital Region (NCR) from 17 to 20 March 2025 at ARTA's Transformation Hub, UP Technohub Office. The series of orientations covered an overview of Republic Act 11032, or the Ease of Doing Business Law, client satisfaction measurement (CSM), and the Citizen's Charter.

A total of 84 barangays, with 210 participants, attended the four-day orientation series. The first batch of the orientation, held on 17 March 2025, was attended by Marikina City, which included its 16 barangays, and Pateros City, with 6 barangays. The second batch of the orientation, held on 18 March 2025, included Taguig City, with its 4 barangays, and San Juan City, with its 19 barangays. The third batch, held on 19 March 2025, included 21 barangays from Manila City. Finally, the fourth batch, held on 20 March 2025, included Makati City, which sent representatives from 22 barangays.

Gracing the event, ARTA Secretary Ernesto V. Perez emphasized the importance of implementing ease of doing business at the barangay level, stating, "by embracing the principles of ease of doing business, you are contributing directly to the realization of President Marcos Jr.'s vision for a more prosperous and efficient Bagong Pilipinas. Parte kayo ng Bagong Pilipinas."

"Our goal is to empower every barangay to enhance its service delivery through streamlined processes and transparent operations. Gusto namin mas mapadali ang serbisyo niyo," he added.

By empowering them to comply with Republic Act (RA) No. 11032, or the Ease of Doing Business Law, ARTA strongly believes that the BLGUs will serve as fundamental political units that will improve the planning and implementation of government projects and programs.
 
In a Bagong Pilipinas, ARTA aims to conduct the EODB orientations for BLGUs nationwide as part of President Ferdinand R. Marcos Jr.'s directive to combat red tape and improve bureaucratic processes in all levels of the government.

CMS COP15 will Take Place in Campo Grande, Capital of the State of Mato Grosso do Sul and Home to the Unique Pantanal Ecosystem


Bonn, 26 March 2025 – The Federal Republic of Brazil and the Secretariat of the Convention on the Conservation of Migratory Species of Wild Animals (CMS) announced today that the country will host the Convention’s 15th Meeting of the Conference of the Parties (COP15) in Campo Grande, Mato Grosso do Sul, from Monday 23 to Sunday 29 March 2026.
               
This landmark UN wildlife conservation meeting will bring together governments, scientists, conservationists, indigenous peoples and local communities, environmental leaders, and civil society from around the world to tackle the urgent conservation challenges faced by the thousands of species of wild animals that cross international borders.  
 
“Hosting COP15 of the Convention on Migratory Species in Campo Grande reinforces Brazil’s commitment to biodiversity protection through the conservation of migratory wildlife. The Pantanal, one of the richest and most vibrant biomes in the world, will be the ideal setting for this international dialogue on conservation and sustainable development. It is a great honour to host this conference, and we are determined to advance effective policies to ensure that future generations can enjoy the beauty and immense diversity of this fascinating part of nature. In this context of great instability in multilateralism, I reaffirm Brazil’s strong intent to build a sustainable, just, and inclusive future, and I call on everyone to make COP15 in the Pantanal a successful event,” said Ms. Marina Silva, Minister of the Environment and Climate Change of Brazil.
 
Brazil, a Party to CMS since 2015, is the most biodiverse country in the world. Countless species of migratory animals rely on habitats in Brazil for their survival, whether for breeding, feeding or as stopover sites on their journeys. Its natural treasures, including the Amazon rainforest, Atlantic Forest, Cerrado savanna, Pampa grasslands, and the Pantanal, support extraordinary biodiversity, including migratory animals such as the Jaguar, the Mexican Free-Tailed Bat, and the Peregrine Falcon. Furthermore, Brazil is home to a remarkable diversity of migratory species, including sharks, rays, migratory freshwater fish, turtles, numerous families of bird species, bats, as well as small cetaceans, whales and other marine mammals.
 
Aware of its responsibilities as owner of such a natural heritage, Brazil has made notable strides in safeguarding its exceptional migratory biodiversity through collaboration with international conservation agreements and rigorous domestic policies. CMS Appendix I species, of which Brazil is a range state, benefit from Brazil's extensive conservation network and proactive regional cooperation under the CMS framework.
 
“Migratory animals connect the planet, crossing continents, oceans, and skies in incredible journeys each year, but they are facing unprecedented pressures. CMS COP15 in Campo Grande is an opportunity to strengthen international cooperation and adopt transformative measures that will secure the future of migratory species and their vital ecosystems,” said Amy Fraenkel, CMS Executive Secretary.
 
From antelopes to fish, from whales to elephants, from bats to birds and even butterflies, migratory species traverse vast distances across ecosystems, playing a crucial role in maintaining biodiversity and ecological balance. Apart from their intrinsic value, these species are indicators of environmental health and are essential for the functioning of habitats. They provide ecosystem services such as carbon sequestration, pollination, seed dispersal, pest and disease control, and nutrient cycling, which support overall ecosystem resilience and productivity. Likewise, migratory species also provide economic benefits to indigenous peoples and local communities through ecotourism and food availability, balancing their crucial contribution to the preservation of these animals and their habitats.
 
But according to the State of the World's Migratory Species report launched last year at CMS COP14, extinction risk is growing for migratory species globally due to human activity, highlighting the urgency of enhanced global conservation efforts. The report found that the two greatest threats to migratory species are overexploitation and habitat loss. Compounding the crisis, climate change, pollution, and invasive species continue to erode vital habitats, and 399 at-risk migratory species are not yet listed under CMS, leaving them without coordinated conservation measures.

Driving the Samarkand Strategic Plan (2024–2032) Forward – Evaluating progress and setting the course for the next decade of action.
Scaling Up Species-Specific Conservation – Expanding key initiatives, including the CMS Jaguar Initiative, to protect iconic and at-risk species.
Addressing Global Challenges Impacting Migratory Species – Tackling climate change, habitat loss, wildlife health threats, and the impacts of pollution and renewable energy infrastructure.
Fostering Global Collaboration – Strengthening synergies with other multilateral environmental agreements such as CITES, CBD, Ramsar and integrating conservation with sustainable livelihoods.

About the Conference of the Parties (COP)

The Conference of the Parties (COP) is the principal decision-making body of the Convention as set out in Article VII of the CMS text. It meets once every three years and sets the budget and priorities of the following three years (the triennium). It also decides on the amendment of the Appendices and considers reports submitted by the Parties, the Scientific Council and the Agreements established under the Convention. The latest Conference of the Parties, COP14, was held in Samarkand, Uzbekistan in February 2024. 

About CMS Appendices
Appendix I comprises migratory species that have been assessed as being in danger of extinction throughout all or a significant portion of their range. The Conference of the Parties has further interpreted the term “endangered” as meaning “facing a very high risk of extinction in the wild in the near future” (Res. 11.33 paragraph 1). Parties that are a Range State to a migratory species listed in Appendix I shall endeavour to strictly protect them by: prohibiting the taking of such species, with very restricted scope for exceptions; conserving and where appropriate restoring their habitats; preventing, removing or mitigating obstacles to their migration and controlling other factors that might endanger them. Appendix II lists migratory species which have an unfavourable conservation status and which require international agreements for their conservation and management. It also includes species whose conservation status would significantly benefit from the international cooperation that could be achieved by an international agreement. THE FEATURED DESIGNERS
SCI PH was founded by Filipino-Canadians Limuel Vilela, President and CEO, executiveproducer/designer /director and former model, and COO/chief creative director Alvin Masangkay Francia, an aviation expert and educator. 

“We truly believe that dreams are meant to come true. They aren’t just far-off ideas, they’re the seeds of what’s possible when we have vision, take action, and never give up. For us, dreaming big isn’t just about imagining, it’s about creating a life where those dreams become our reality,” Vilela said. 

Today, the duo not only produce CIFAW but also Calgary Kids Fashion Week, Edmonton Kids Fashion Week, Winnipeg Kids Fashion Week. In 2023, their brand SCI PH (New York and Paris) participated in the “Fashion Forte” series of producer/ designer Nardie Presa at the Crowne Plaza Manila Galleria.

JOHN ABLAZA is a graduate of a horticulture degree at De La Salle Araneta University. He transitioned to interior decoration in 1982 when he landed a job in Taipei, Taiwan as a florist and decorator for Asia-world Plaza Hotel, owned by Filipino Tycoon Tan Yu.
In 1987, the ever-artistic John flew back to the Philippines and launched his career in fashion designing. From the 1980’s to the 1990’s he presented shows in the Philippines and overseas. His creations have been featured in fashion publications such as Mod, Women’s, Woman’s Home Journal, Women Today, Miscellaneous Magazine and countless glossy international magazines.

In 1994, he once again worked out of the country as an in-house designer of Ahla Al Wasayef, a couture shop patronized by the royal families of Bahrain. In 2004, John started designing bags and accessories which he exported to France, Spain, Greece, Maldives, Aruba, Bahamas, Bermuda, and the United States.

He returned to the Philippines in 2010 after a five-year residency in Canada and United States. He authored Ramp Diva: Filipina, a 300-page coffee table book chronicling the lives of top Filipina models over a period of five decades.
He recently launched his collection of miniature couture gowns all handmade and mounted in a 23-inch mannequin and called them Le Petite Couture. It was displayed in a curated exhibit at the Amar Estate in New York in May 2017 during his 30th Anniversary celebration in the fashion industry.

ODELON SIMPAO
Mentored by the internationally awarded designers Frederick Peralta and Jojie Lloren early in his career, Odelon Simpao has since carved a name for himself in the cutthroat world of local fashion, all the while winning championships as an accomplished crossfit athlete.
His inspirations come from a rich tapestry of experiences—travels, emotions, and surroundings all fueling his creativity. Having dressed celebrities such as Marian Rivera, Dennis Trillo, Tom Rodriguez, Jed Madela, and Mark Bautista, he is leaving his mark in the fashion industry. 

KENNY LADAGA
A thriving fashion designer who has gained significant recognition and success in the fashion industry, Kenny Ladaga is known for his innovative designs, unique style, and ability to set trends. He is skilled in both creativity and business, understanding market demands while pushing boundaries with bold and artistic concepts.
He was the Moda Mindanao Grand 2012 grand winner and a Philippine Fashion Circle 2022 awardee. Kenny was a featured designer at Miss Universe 2016 Mindanao Tapestry show in Davao, Habi Mindanao fashion show in New York in 2017, Canadian Asian Fashion Week 2019 and CIFAW 2022.

AUREA VINLUAN
A dedicated woman in all aspects of life -business, love, family, and friendship, Aurea is determined to turn her dreams into reality through hard work and passion. In fashion, she strives to expand her knowledge by meeting new people, as she believes connections create opportunities. A fast learner with a growth mindset, she is committed to continuously developing her skills in the fashion industry every day.
Aurea has a Bachelor of Arts in Fashion Design and Marketing from the SOFA Design Institute, and was a dean’s lister and consistent honors student. 
As the founder of Aurea Vinluan Designs, she has a passion for creating diverse clothing styles, including ready-to-wear, gowns, and suits. She is enthusiastic about connecting with people, sharing industry knowledge, and engaging in business discussions to foster growth and innovation.
MALIYAH ABENIR
Maliyah is a Filipino-Canadian fashion designer. She was born in the Philippines and migrated to Calgary, Alberta, Canada with her family when she was 10 years old. In 11th grade, Maliyah entered Ann Howell's art class at Bishop McNally. Ann Howell became instrumental in laying out a path for Maliyah's creativity, through seamstress lessons, donation of materials and even the culmination of her first runway show at school.
Her flagship brand, Averynthe, was first showcased at the Western Canada Fashion Week in 2013. It was featured in Italian and UK Vogue for the first time in 2016. Despite the success of her brand's first three years, Maliyah felt it was imperative to her brand to increase her knowledge base with additional education. She enrolled at George Brown in 2017-2019. Her first fashion show after graduation was Fashion Art Toronto. Followed by a true homecoming at the Western Canada Fashion Week. 
Maliyah has decided to return to her original brand with a new clearer vision. 2025 will see the rebirth of Averynthe as a high-end streetwear design with Southeast Asian influence. Following her passion for creating structural garments made from denim and conscientious awareness of fashion’s implications on the environment as she moves her brand forward: “Designed by Filipino, Made in Canada.”
JAKI PENALOSA 
A fashion designer for more than 25 years. An advocate of Philippine hand-woven fabrics. A supporter of local arts and crafts. The current president of the Designers Guild of Iloilo, a non-profit organization composed of fashion designers all over the city that aims to promote Iloilo as the center of Fashion and the Arts for Western Visayas. In March 2025 she headlined the roster of featured fashion designers at Marry Me at Marriott Iloilo City held at the Iloilo Grand Ballroom of Courtyard by Marriott Iloilo. In 2026 she will be featured at the 10th Calgary International Fashion and Arts Week that will be held in Canada.
The Iloilo-based designer of modern Filipiniana fashion and advocate of the use of Philippine indigenous fibers and fabrics continues to showcase her intricate Filipiniana designs all over the world. She is always exploring the possibility of holding fashion events that will promote Philippine craftsmanship and fashion artistry.

First Filipina president of global organization of image consultants to host first Asian confab in Manila this April


For the first time in its 35-year-old history, the Association of Image Consultants International (AICI), a US-based global organization of image management experts has elected an Asian president.

Olen Juarez-Lim, founder and president of the OJL Consulting Group and a recognized image management professional and industry icon in the Philippines has been elected the 22nd president of the prestigious group, the first Filipina to ever be elected to the position.

She will head the four-day global conference at the Makati Shangri La Manila Hotel from April 24 to 27. Themed “Weaving the Future: Global Collaborations for Breakthrough Innovations," it is the first time the organization is bringing its conference to Asia. Delegates from North America, South America, Europe, Australia and other parts of Asia will attend the conference.

Noted Go Negosyo mentor Paolo Tibig will talk about how to manage business as a keynote speaker. Online business authority from Australia, Amber Renae will discuss digital influence, while special guest speaker Kara Finney from Dexterity Canada will talk about relational skills in the workplace. Vogue Philippines editor in chief Bea Valdes will talk fashion to introduce the fashion show of Philippine weaves that iconic fashion designer Rajo Laurel will unveil at the event.

Forty-four different sessions on a wide variety of topics for creating and maintaining a positive, impactful and relatable image will provide the definitive guide to image consulting at the conference. MIAS 2025: Driven by Connections for 20 Years

Manila, Philippines—Twenty years ago, WORLDBEX Services International (WSI) held its first Manila International Auto Show (MIAS), showcasing the very best of the Philippine automotive industry. Today, MIAS continues to set high expectations for car enthusiasts who enjoy high-powered and innovative cars and connect with like-minded people who love living in the fast lane.

The automotive industry has changed in 20 years, with the Philippines contributing to the industry through its vehicle assembly and manufacturing of vehicle components for other big car companies and manufacturers. MIAS started from a humble beginning in 2005 when motoring writers Jason K. Ang, Ulysses K. Ang, and Alvin Uy approached the founding chairman of WSI, Mr. Joseph Ang, and talked about the intention to create an international-grade and industry-based auto show that would highlight the local industry’s passion and drive for innovation in the automotive industry.

Jason Ang, now one of the co-organizers of MIAS, has said “We (the writers) took inspiration from attending international auto shows and we aimed as co-organizers to bring an equivalent world-class experience for the Philippine auto buyers and enthusiasts”. Mr. Joseph Ang grabbed the opportunity and used his experience and expertise to hold highly successful events and eventually held the first-ever Manila Motor Show in April 2005.

Joseph Ang wanted to create this event to serve as a tribute to his late father, who was a car dealer and was heavily involved in the automotive industry before his passing.

Ever since its inception, MIAS has garnered widespread recognition from different international brands. It has become the annual go-to event for car brands to launch their new models. MIAS has also gained support from various motoring organizations, such as the Automobile Association of the Philippines (AAP), the Tuason Racing School (TRS), and the Car Awards Group Inc. (CAGI). This year’s MIAS will be the biggest automotive event in the country in celebration of this momentous milestone. Bridging research to market: DOST Zonal Conference accelerates innovation in Mindanao

ILIGAN CITY, Philippines – Researchers, scientists, innovators, entrepreneurs, and academic leaders gathered at the DOST Zonal Conference held at Mindanao State University-Iligan Institute of Technology (MSU-IIT) on March 14, 2025. As the fourth in a series of five nationwide roadshows, the conference spotlighted three key DOST initiatives: Program PROPEL, Science, Technology, and Innovation for SDGs (STI4SDG), and the Pagtanaw 2050 STI Foresight Training Series—all designed to accelerate technology transfer, commercialization, and the growth of a robust science and technology ecosystem for national development. Following successful legs in Baguio, Batangas, and Cebu, this event marked the first Mindanao session, with a second leg tentatively scheduled for April 2025.

In his opening remarks, DOST Secretary Dr. Renato U. Solidum, Jr. emphasized the transformative potential of STI4SDG and Pagtanaw 2050 in addressing national challenges: “Science and technology are indispensable in tackling the country’s most pressing concerns—from poverty alleviation and food security to clean energy and climate resilience. Through Pagtanaw 2050, we are equipping leaders, policymakers, researchers, and industry stakeholders with foresight tools to anticipate, navigate, and shape the future of STI.”

Dr. Solidum likewise introduced Program PROPEL, a strategic shift that goes beyond research funding to actively connect innovations with end-users, markets, and global opportunities: “Program PROPEL reimagines DOST’s role—not just as a funder of R&D, but as a dynamic partner in transforming ideas into impact. By understanding customer, industry, and market needs, fostering collaboration, and strengthening the STI ecosystem, we ensure that Filipino innovations create real-world value.”

The event featured key DOST and university officials, including Dr. Napoleon K. Juanillo, Jr., DOST Assistant Secretary for Technology Transfer, Communications, and Commercialization, Dr. Romela N. Ratilla, Regional Director of DOST X, and Atty. Alizedney M. Ditucalan, Chancellor of MSU-IIT.

On Program PROPEL, Dr. Juanillo detailed its integrated support system for innovators, covering technology triaging, business development and mentorship, technology validation, IP management, legal guidance, and access to venture capital partners.

The conference also hosted expert discussions led by Mr. Glenn Quiro of the Apl.de.ap Foundation and Dr. John Anthony Jose of De La Salle University, tackling semiconductors, electric vehicles (EVs), integrated circuits, and artificial intelligence (AI). These sessions provided practical insights on industry trends, supply and value chain gaps and opportunities, and pathways for translating research into market-ready innovations.  With over 150 participants from Regions IX and X, the event showcased the increasing momentum behind the Philippines’ science, technology, and innovation agenda—driving economic progress and positioning Mindanao as a key player in the nation’s innovation ecosystem.

Asia Gaming Awards returns, celebrating industry leaders for 2025!


Manila – The Asia Gaming Awards returned in opalescent form on Tuesday, March 18th at Shangri-La The Fort in Manila, bringing together hundreds of the top movers and shakers of the industry to celebrate their contributions to the gaming sphere.

One of the highlights of the evening was the awarding of the Regulatory Landmark Award, a new classification, which highlights compliance and oversight – inaugurally awarded to Philippine Amusement and Gaming Corporation (PAGCOR) Chairman and CEO Alejandro H. Tengco.

The evening encompassed a barrage of awards across categories which highlighted land-based, online, compliance, slots, sports betting, ETGs, and overall nearly two-dozen total categories.

It also spotlighted industry leadership and responsible gaming, sustainability and compliance, encompassing the diaspora of what makes the gaming industry not only fun, but responsible.

Speaking of the venerations, Luis Pereira, Managing Director of Asia Gaming Brief – the organizer of the Asia Gaming Awards – highlighted how much the industry continues to evolve amongst an onslaught of challenges, and how it can continue to thrive going forward.
