DOST-FNRI survey reveals Pregnant, young children most affected by pandemic

Impact of the COVID-19 pandemic on food insecurity was highest in 7 in 10 or 74.7% of households with children and 8 in 10 or 80.8% of households with pregnant members than in households without such members.

The Rapid Nutrition Assessment Survey (RNAS) of the Department of Science and Technology’s Food and Nutrition Research Institute (DOST-FNRI) revealed this in a virtual presser on “Food Security, Coping Mechanisms and Nutrition Services during the COVID-19 Pandemic” on December 29, 2020.

“Employment, food security, food accessibility, access to health and nutrition programs for children, including pregnant women, are priority concerns during pandemics and disasters in areas covered by RNAS”, DOST Secretary Fortunato dela Peña stated.

Secretary dela Peña added that “these priority concerns may increase the percentages of nutrient deficiencies and undernutrition, leading to frequent illness that weaken the immune system, that increases susceptibility to COVID–19 and other viral infections resulting to tremendous medical cost, lost opportunities, and economic drain”.

“The DOST’s call to action in terms of policy implication based on these results is that donations, government services and benefits must be decentralized from the Highly-Urbanized Cities (HUCs) and extended equitably to provinces with less resources and with minimal or no benefactors”, dela Peña emphasized.

“The Rapid Nutrition Assessment Survey (RNAS) provides a snapshot of the nutrition and food security situation of the country during the COVID-19 pandemic”, according to Dr. Imelda Angeles-Agdeppa, DOST-FNRI Chief Science Research Specialist, Scientist II and RNAS Project Leader. 

Dr. Agdeppa further stated that “findings of the RNAS can aid policymakers in understanding the impact of the COVID-19 pandemic on food and nutrition security of Filipinos and guide reprogramming and enhancing of appropriate programs”.

According to the DOST-FNRI study, about 2 in 10 or 16.7% of household heads lost jobs, and this was highest at 18.1% in COVID-19 high-risk areas.

However, about 17% had job opportunities, and this was highest in COVID-19 medium-risk areas at 18.6%, mostly service-  and agriculture–related, the study revealed.

The survey further revealed that 6 out of 10 or 62.1% of households experienced moderate or severe food insecurity.

Food insecurity was higher in low- and moderate-risk than in the high-risk areas because high-risk areas are in Highly-Urbanized Cities (HUCs), where food availability and accessibility might be easier due to local government unit (LGU), national government, or private assistance.

According to the survey, the top coping strategies to avail of foods adapted by food-insecure families included purchasing food on credit (71.8%), borrowing food from relatives and neighbors (66.3%), barter or exchanging goods (30.2%) and, adults limiting amount of food intake in favor of children (21.1%).

Problems encountered by more than half or 56.3% of households in accessing food during community quarantine involved no money to buy food (22.1%), no public transportation and can’t go out (20.9%), and loss of job (19.5%).

The following were the intervention programs availed of by RNAS respondents during the pandemic:

•96.6% received food assistance or “ayuda” from LGUs and other private and/or non-government organizations (NGOs), of which 48.9% received it 2-3 times. 

•Increased frequency of “ayuda” was noted in high-risk areas, of which 51.7% of surveyed households received it 4-7 times, 

•Only 2-3 times of “ayuda” were received by 57.6% of respondents in low-risk areas and 51.2% by medium-risk areas.

•62.9% of households received cash assistance from either the national or local government units, of which more than half (58.7%) received it once. 

•About 56.4% of respondents in the high-risk areas received cash assistance 2 times. 

•In low-risk areas, 78.2% of surveyed households received cash assistance only once.

Basic nutrition and health services were also affected by COVID-19, as indicated by the significant reduction in the Operation Timbang (OPT Plus), vitamin A supplementation, supplementary feeding and deworming program participation as follows:

•OPT plus- 51.1%  

•Vitamin A supplementation- 54.9%

•Deworming-  35.3% 

•Supplementary feeding- 11.9%.

Gaps in accessing health facilities for maternal health services during pregnancy was likewise evident as: 

•15.5% of pregnant women had no prenatal check-up because: 

-39.1% expressed fear going to any health facility,

-34.8% had no available transportation,

-13.0 % were not aware of current pregnancy, 

-13.0% had no money to go to nearest health facility and 

-13% were busy, had no time, or were not interested.

In addition, the Barangay Health Center was reported by 69.6% to be the most accessible health facility for maternal health services, followed by private clinics (23.2%). 

The survey also noted that 14.2% of pregnant women did not take vitamins and minerals supplements.

Fortunately, the pandemic did not affect drastically breastfeeding practices because:

•59.7% of children 0-23 months were currently breastfed during COVID-19 pandemic.

•60.8% of children 0-5.9 months were reported to be exclusively breastfed.

However, among mothers and caregivers who had access to breastfeeding and complementary feeding information:

  • Only 20.1% of mothers an caregivers had access to breastfeeding and complementary feeding messages.

The RNAS also revealed the mothers’ perception and knowledge on child stunting as follows:

•19.7% of mothers from the food-insecure families perceived their children to be stunted or short.

•80% of mothers reported their children are not getting taller (“hindi tumatangkad”).

•23.4% reported their children had lost weight. 

•66.7% said their children are stunted due to inadequate food intake.

•39.4 % said hereditary or genetic influence was the cause of stunting.

The DOST reiterated that donations, government services and benefits must be decentralized from the Highly-Urbanized Cities (HUCs) and extended equitably to provinces with less resources and minimal or no benefactors.

Programs and projects are also being rolled out nationwide by the DOST to help cushion the impact and help Filipinos cope with the challenges of the pandemic and disasters.

The provincial and regional offices of the DOST are the public’s access to these services, DOST Secretary dela Peña said.

DOST's MATDEV Lab Inaguration on Dec 22, 2020

The Industrial Technology Development Institute (DOST-ITDI) will be inaugurating the 
MATDEV Laboratory, a project under the Science Department’s Advanced Additive 
Manufacturing R&D Program or AMCEN, on December 22, 2020 via the Zoom Meeting 
platform.

MATDEV Laboratory is one of two facilities housed under AMCEN. A DOST-GIA funded 
project, MATDEV Laboratory employs additive manufacturing or AM and undertakes 
research and development on materials for use in additive manufacturing abled or AMabled products. Their aim is to reduce cost of raw materials by using local resources 
and increase effective use of AMabled products.

AMCEN is a shared facility between ITDI and the Metals Industry Research and 
Development Center (DOST-MIRDC). The second facility inside AMCEN is MIRDC's 
RAPPID-ADMATEC (Research on Advanced Prototyping for Product Innovation and 
Development using Additive Manufacturing Technologies).

Remote production drives growth at Intinor

DOST- ITDI Taps Global Markets, 2020 Techno Offering Showcases Improved Products


The Industrial Technology Development Institute (DOST-ITDI) will end the year 2020 with a techno offering of eight commercially viable food products for the food industry. Some eight improved products and processes will be presented on December 11, 2020, during the “2020 ITDI Techno Offering” in a bid to drive forward food industry thrusts.

At the crest of global demand is increased consumer awareness and the need for food products with improved functionalities such as sports nutrition, functional beverages, and dietary supplement. 

A previous decrease in the functional beverages market from $128.66 billion in 2019 to $125.39 billion in 2020 is expected to recover post the COVID-19 crisis. Economic projections point to a growth rate of 8.07% from 2021 thus allowing the 
market to reach $158.28 billion in 2023.

ITDI will thus be presenting isotonic coco drink and mungbean coconut milk drink under this category. The former is a coconut water-based beverage, which is naturally rich in potassium and considerable amounts of sodium, magnesium, and chloride. It can thus help in hydration and maintenance of the body’s balance of electrolytes, supplying energy during or after heavy physical or sports activities.

Official Statement of DOST-SEI on Scholars' Stipends

The Department of Science and Technology - Science Education Institute (DOST-SEI) DOST-SEI would like to assure the public and all stakeholders of its continuing commitment to ensuring the safety and welfare of all our scholars amid the ongoing COVID-19 pandemic. They recently consulted with the various universities under the National Science Consortium (NSC) towards revisiting their existing policies and revising these where possible so as to help the scholars better cope with these trying times.

In particular, they are looking at ways to help scholars receive funding in a more timely manner given the adjustments and concessions that universities have had to undertake in the wake of the pandemic. They are also revisiting policies on the disbursement of funds so as to better provide for their needs above and beyond the demands of the classroom—an urgent concern, given how many of them have been thrust into the thick of research early in their programs.

They recognize that the unusual circumstances of the ongoing pandemic have necessitated major changes and adjustments across all sectors of society, and it behooves them to join hands with their scholars and stakeholders in working through this temporary period of upheaval and uncertainty.

The stipends for current undergraduate and graduate scholars were already released in full in the latter half of this year. Meanwhile, they are working for the prompt release of stipends for new scholars within the coming months. As they make these adjustments, they are looking forward to improving their services through constant dialogue with the NSC, scholars, and stakeholders.

DOST-SEI remains committed to working towards a COVID-free society, with science in full service of the Filipino people.

National Export Congress 2020 doubles down on Digitalization

The Department of Trade and Industry-Export Marketing Bureau (DTI-EMB), in partnership with the Export Development Council (EDC) and the Confederation of Philippine Exporters (PHILEXPORT), is set to conduct the first-ever virtual edition of the National Export Congress 2020 (NEC 2020) on 03 December. 
 
The first virtual edition since its inception in 2001, NEC 2020 anchors on the theme: “Digitalization Boost: Invigorating Exports in the New Normal.” 
 
The event is free and open to existing and aspiring exporters. Attendees can register at bit.ly/attendNEC2020 or watch live on the Department of Trade and Industry-Export Marketing Bureau’s (DTI-EMB) Facebook page.  
 
This year’s event builds on the 2019 Congress, themed “Driving Exports Through Digital Transformation” and seeks to encourage exporters to digitally transform different aspects of their business in the light of the disruption brought about by the Covid-19 pandemic. 
 
“Now more than ever, exporters need to be equipped with digital tools to help them adapt to a more socially-distant future. Thus, we have invited experts from different fields to share best practices,” said DTI Undersecretary Abdulgani Macatoman.

Philippines Dominates ASEAN Business Awards 2020; Bags 13 out of 53 Awards

Under the leadership of ASEAN BAC Philippines Chair Joey Concepcion, Philippine companies clinched 13 out of 53 awards in the 2020 ASEAN Business Awards to account for the largest number of awardees from a single country.  

After taking the helm of the ASEAN Business Advisory Council in 2017, Concepcion ensured that the Philippines is well-represented in ABAC’s regional events and activities.  

Of the 98 verified submissions from the Philippines, 12 finalists made it to the shortlist. Together with one nominated winner from ACCMSME, the 13 winners from the Philippines all received recognition at the ASEAN level. 

“I am pleasantly surprised by the turnout indicating the strong interest of the business community to participate in the awards. ABA is an excellent platform to bring local companies up to a regional standard, increase their competitiveness, and strengthen cross-border collaboration,” said Concepcion.  

Potato Corner led by Jose Magsaysay Jr. took home the SME Excellence - Growth award. Motorline Trading, Inc. led by Gerald Tactay, 3D Container & Packaging Philippines Corporation led by Jaie Flores Ador, and Titan Barong of Lumban led by Lumban John Titan won SME Excellence - Employment. 

Stylist in Pocket Technologies, Inc. led by Sheree Roxas Chua-Gotuaco bagged the SME Excellence - Innovation award, while Foodsphere, Inc. led by Jerome Ong clinched the Family Business Award. This year, the ABA judging panel launched a new award category, Combating Covid-19, to honor outstanding ASEAN businesses and enterprises that have contributed to the prevention of the pandemic. Three companies from the Philippines were among the ten awardees: Multisys Technologies Corporation led by David Almirol Jr., PayMaya Philippines led by Orlando Vea, and the Baguio-Benguet Community Credit Cooperative led by Oscar Adversalo. 

Launched in 2007 by the ASEAN Business Advisory Council, the annual ASEAN Business Awards seeks to honor the most outstanding and successful ASEAN companies and entrepreneurs that have made significant contributions to the regional economy. 

The Philippines has a consistently strong showing in ABA. From 2017-2019, there were 30 winners, 13 finalists, and over a hundred entries that showed Filipino ingenuity and talent on the regional stage. 

The judging panel was led by Mdme. Nguyen Thi Nga, Chairwoman of the BRG Group and the ABA 2020. Dr. Samie Lim, chairman emeritus of the Philippine Retailers Association and former chair of the Asian Retailers Conference & Expo was the Philippine judge. 

The awards ceremony was held on November 13 from 7:30PM -9:45PM (Manila time) at the Hanoi Daewoo Hotel in Vietnam, adjacent to the 2020 ASEAN Business & Investment Summit. The event was live streamed online at the official ABA social media channels.

Butuan, Agusan del Norte products showcased in DTI’s virtual Christmas fair

BUTUAN CITY – Christmas season started early here as the Department of Trade and Industry launched on November 18 a month-long Christmas bazaar trade fair showcasing locally-made products by micro, small and medium entrepreneurs (MSMEs) of this city and Agusan del Norte.  
 
Dubbed as Produkto Ipasigarbo sa Tabuan sa Agusan-Butuan (PISTA), this initiative by DTI Agusan del Norte is the new normal version of conducting trade fairs, wherein the traditional course is incorporated with the use of online platforms and delivery services, still with the same end goal to provide marketing outlet to the MSMEs. 
 
The virtual launching which took place at DTI-ADN parking grounds was virtually graced by Regional Director Edwin O. Banquerigo who extended his congratulations to DTI Agusan del Norte for mounting the Christmas Bazaar.  
 
“This event is not just conceptualized in our head, this activity was done as a result when the mind and our hearts would work together. This Bazaar is all about helping people," Banquerigo said in his message of support. 
 
Assistant Regional Director Gay A. Tidalgo, alongside DTI Provincial Director Brenda B. Corvera, did the cutting of ribbon, which officially marked the grand opening of PISTA Christmas Bazaar. 
 
“I hope and pray that this event we are holding right now will generate more than enough sales for our MSMEs,” Tidalgo said. 
 
Corvera, in her welcome message, underscored that the said trade fair was designed to provide more marketing outlets to the local producers and help them generate sales while being mindful to meet quarantine protocols and to meet new normal requirements.  
 
She also encouraged the public to help these local producers, who in one way or another, showed resiliency, tenacity and strong entrepreneurial spirit during the worldwide health crisis.  
Eighty-one registered MSMEs across Butuan City and Agusan del Norte, with one hundred fourteen (114) combined number of products, participated in the said Trade Fair.

UN names PH health research council Director Jaime Montoya as one of 15 scientists to author 2023 Global SDG Report

UN Secretary-General António Guterres appointed Dr. Jaime C. Montoya, Executive Director of the Department of Science and Technology - Philippine Council for Health Research and Development (DOST-PCHRD)  as one of the 15 eminent scientists to draft the 2023 Global Sustainable Development Report (GSDR) in a UN official announcement yesterday in New York City.

Produced once every four years, the SDG report aims to employ the scientific perspective in guiding policymakers on the state of global sustainable development, and serve as a ‘strong evidence-based instrument’ in eradicating poverty. The said report will also feed the ‘high-level global review” of the 2030 Agenda at the United Nations in September 2030.

The designation of the independent group followed an extensive consultation process that involved nominations from UN member states which concluded in December 2019. The 15 scientists were selected by UN Sec-Gen Guterres to author the GSDR and conduct a follow-up and review of the 2030 Agenda for SDGs. 

 
“We are honored to be selected as part of the distinguished experts to author a very significant report on the global SDGs. Being a health research scientist in the Philippines, a developing country, enables us to contribute unique and substantial information that is relevant to sustainable development.  It is without a doubt that I assure our UN member states and our fellow Filipinos that our efforts will always be directed towards the benefit of all through science and technology,” said Dr. Montoya.

The “diverse group,” according to the UN, represents a wide range of disciplines and are composed of the following scientists: John Agard (Trinidad and Tobago), Kaltham Ali Al-Ghanim (Qatar), Sergey N. Bobylev (Russian Federation), Opha Pauline Dube, (Botswana), Ibrahima Hathie (Senegal), Norichika Kanie (Japan), Nyovani Janet Madise (Malawi), Shirin Malekpour (Australia), J. Jaime Miranda (Peru), Jaime C Montoya (Philippines), Jiahua Pan (China), Åsa Persson (Sweden), Ambuj D Sagar (India), Imme Scholz (Germany), Nancy Shackell (Canada).

Led by Dr. Agard and Dr. Scholz, the independent group will author the second report of its kind. The first GSDR has been released in September of 2019 entitled “The Future is Now: Science for Achieving Sustainable Development.”

As the country’s lead coordinator for health research and development initiatives, PCHRD supports Filipino researchers in health research innovation, policy recommendations, and technology commercialization, provides scholarships to Filipino students in the field of health and medicine, and establishes information and communication systems to disseminate health research information both for local and international stakeholders. PCHRD is also at the forefront of the country’s fight against the current COVID-19 pandemic.

Filipino Chinese Community helps Marikina typhoon victims

The Filipino Chinese Community Calamity Fund (FCCCF) on Nov. 18 Wednesday 10 am morning sent thousands of emergency food and other relief packs to typhoon victims of Marikina City in cooperation with Mayor Marcy Teodoro, Congressman Bayani F. Fernando and Congresswoman Stella Luz A. Quimbo in a ceremony held at Marikina Sports Center; also to Bicol region in Albay and Catanduanes provinces in cooperation with GMA Kapuso Foundation and Philippine Coast Guard; Cagayan and Isabela provinces in northern Luzon; and Bulacan in southern Luzon.  

During this Covid-19 pandemic lockdown, the 11 organizations of Filipino Chinese Community Calamity Fund (FCCCF) raised P300 million pesos to give free rice sacks, surgical and N95 face masks, PPE suits, surgical gloves, safety goggles, alcohol, thermal scanners, ventilators, Vitamin C, Hapee toothpastes, and other items to more than 600 barangays, 300 hospitals, provinces, cities and municipalities in Luzon, Visayas and Mindanao. Among the partners of FCCCF were GMA Kapuso Foundation and ABS CBN for distribution of food relief packs to urban poor families of Metro Manila in lockdown.

Filipino startup recognized in addressing SDG's using space tech

MANILA, Philippines -- A Filipino startup is recognized globally in developing a dengue hotspot prediction system using satellite and climate data in the 2020 Group on Earth Observations Sustainable Development Goals (GEO SDG) Awards for the Sectoral category, For-Profit. The GEO SDG Awards recognize the productivity, ingenuity, proficiency, novelty, and exemplary communications of results and experiences in the use of Earth observations to support sustainable development.

CirroLytix Research Services was formed to create social impact through big data. Through the application of machine learning, data engineering, remote sensing, and social listening, the Philippines-based data analytics firm hopes to help governments, researchers, non-government organizations (NGO), and social enterprises achieve positive change. The Advanced Early Dengue Prediction and Exploration Service (Project AEDES) is one of the CirroLytix’s flagship projects developed during the 2019 National Aeronautics and Space Administration's (NASA) International Space Apps Challenge. It combines digital, climate, and remote sensing to nowcast dengue trends and detect mosquito habitats to help pre-empt cases of dengue. Project AEDES process leverages normalized difference vegetation index (NDVI), Fraction of absorbed photosynthetically active radiation (FAPAR), and normalized difference water index (NDWI) readings from Landsat and Sentinel-2 to estimate still water areas on the ground, which is correlated with dengue case counts from national health centers.

The Pinoy-made dengue mapper tool won the annual international hackathon of NASA globally in the best use of data, the solution that best makes space data accessible, or leverages it to a unique application. Aside from winning last year, CirroLytix also developed an integrated public policy information portal measuring the impact of the coronavirus pandemic using Earth observation, in-country economic and human mobility data, and global infection case counts, thus winning again in the Space Apps COVID-19 Challenge for the same category in the best use of data. Named G.I.D.E.O.N. (Global Impact Detection from Emitted Light, Onset of COVID-19, and Nitrogen Dioxide), this dashboard for policy makers and economic planners shows the impact of COVID-19 on various countries and effects on the economy and environment.

With these achievements, Cirrolytix is recognized in their remarkable efforts to utilize Earth observation data to predict dengue fever cases in the Philippines in order to improve public health.

Filipino Chinese Community helps Bicol with GMA 7 & Coast Guards

The Filipino Chinese Community Calamity Fund (FCCCF) recently sent thousands of emergency food and other relief packs to typhoon victims of Bicol region, especially to Albay and Catanduanes provinces.
 
Officials of 11 major Filipino Chinese business, civic and other organizations behind FCCCF led by Federation of Filipino Chinese Chambers of Commerce & Industry, Inc. (FFCCCII) President Dr. Henry Lim Bon Liong, Federation of Filipino Chinese Associations of the Philippines President Yang Hua Hong, Overseas Chinese Alumni Association of the Philippines President Anson Tan and others turned over thousands of food relief bags for Catanduanes typhoon victims to partners GMA Kapuso Foundation led by EVP and Chief Operating Officer Rikki Escudero-Catibog and the Philippine Coast Guard led by Commodore Armand Balilo.
An earlier batch of food relief packs was dispatched to typhoon victims of Albay province in coordination with FFCCCII Board member for Bicol region Antonio S. Tan. The late philanthropist and FFCCCII Honorary President Dr. Robin C. Sy grew up in Oas, Albay.
 
During this Covid-19 pandemic lockdown, the 11 organizations of Filipino Chinese Community Calamity Fund (FCCCF) raised P300 million pesos to give free rice sacks, surgical and N95 face masks, PPE suits, surgical gloves, safety goggles, alcohol, thermal scanners, ventilators, Vitamin C, Hapee toothpastes, and other items to more than 600 barangays, 300 hospitals, provinces, cities and municipalities in Luzon, Visayas and Mindanao. Among the partners of FCCCF were GMA Kapuso Foundation and ABS CBN for distribution of food relief packs to urban poor families of Metro Manila in lockdown.
