DTI pushes for a sustainable future for Philippine exports at the National Exporters’ Week 2024

Manila City, Philippines—From December 2 to 6, the Department of Trade and Industry (DTI) will host the National Exporters' Week (NEW) at the Conrad Hotel, Manila to advance the Philippine export industry through sustainable innovation.

Anchored on the theme "Sustainability: Shaping the Future of Philippine Exports," NEW 2024 supports the nation’s vision of positioning itself as Southeast Asia’s premier sustainable manufacturing and services hub.

Organized by the DTI-Export Marketing Bureau (EMB), the Export Development Council (EDC) and the Philippine Exporters Confederation, Inc. (PHILEXPORT), this event will promote responsible supply chains, ethical sourcing, and innovative production methods.

As part of this joint initiative, there will be a series of information sessions under “Usapang Exports” to equip exporters on sustainability and market trends. Key sessions include discussions on maximizing the benefits of free trade agreements (FTAs) with Japan and the launch of the Philippine FTA Information Portal.

Additionally, there will be sessions for women-led or owned businesses under the SheTrades Philippines Hub. DTI trade attachés will also lead a deep dive into digitalization and sustainable practices in international markets.
Aside from the “Usapang Exports,” the NEW 2024 will feature “ARISE Plus Philippines” sessions to empower MSMEs to access the European Union (EU) market.

The “ARISE Plus Philippines” sessions will include the EU-PH Partnership Conference on December 04, which will delve into the market opportunities and challenges, with a particular focus on the implications of the EU Green Deal. Following the conference, in-depth masterclasses on December 6 will provide practical guidance on ensuring food product compliance with EU regulations and navigating the upcoming EU Deforestation Regulation.

To further celebrate the NEW 2024, Exporter’s Exhibit will showcase select Philippine exporters from December 2 to 05. This exhibit will culminate in a dedicated day of services on December 5, where key government agencies and private sector partners will provide direct assistance to Philippine exporters.

Capping off the week's activities will be the National Export Congress.  This will gather key stakeholders to examine the impact of sustainability regulations in global markets. Moreover, the Congress will explore how sustainable practices can shape businesses and help them meet evolving consumer demands.

The NEW 2024 is set to empower the Philippine export community with a focus on connection, learning, and growth. Interested parties are urged to secure their participation early due to limited slots. National Summit Tackles Role of AI Technology, Big Data in 2025 Elections

Key officials from the Commission on Election (Comelec), National Citizen’s Movement for Free Elections (Namfrel) along with digital experts and campaign stakeholders will discuss ways to protect Filipino voters, political candidates against the use of AI, deep fakes and other forms of misinformation in the 2025 elections at the three-day National Election Game Changer Summit to be held from 25 to 27 November 2024 at the Marquis Events Hall in BGC Taguig City.

Research firm-Capstone Intel Corporation is hosting the event that provides a platform for discussion on how public and election stakeholders can increase knowledge and awareness on digital innovations, focused on the threats and challenges of cybersecurity.

Comelec commissioner Nelson Celis will speak on the new Comelec rules on Regulating the Use of AI in 2025 polls campaign, while Mr. Angel S. Averia, Jr., National Chairperson of NAMFREL will serve as one of panel of reactors.

At the same time, Comelec commissioner Atty. Rey Bulay will speak on the New Election Landscape in 2025, while cybersecurity experts from US, Singapore and the Philippines, as well as veteran election campaign strategists will deliver insights on innovative digital and face to face campaign strategies in winning elections.

The event also highlights the launching of the fifth edition of the book: “Winning Strategies for an A.I.-Interconnected Electorate: Campaign Management for Politics and Social Change,” a step-by-step strategy for political and social change, blending traditional campaigning methods with AI technologies. The book is authored by Capstone Intel Corp. founding CEO Mr. Eero Rosini Brillantes who succumbed to a lingering illness in April 1, 2024, and his wife Geraldine Torres-Brillantes, who is the Chief Operating Officer of the company.

Atty. Nicasio Conti, CEO of Capstone Intel Corp. said the three-day event aims to increase knowledge and awareness on the intersectional benefits of digital innovations and time-tested face traditional campaign strategies for the election campaign stakeholders particularly candidates and campaign managers.

It also provides a platform for discussion on how to operationalize core elements of campaign, including ways to ensure digital and physical safety of political candidates and campaign stakeholders, said Cont
Dr. Guido David, Chief Data Scientist of Capstone-Intel Corp. said the rapid advancement of AI technology will play an important role in data-driven election campaign strategies.

“While AI can be used to amplify candidates’ advocacy messages to improve people’s lives, the AI technology can also be used to spread false content or deep fakes to depict candidates doing and saying things to mislead the public,” said David.

PH to Host International Nuclear Supply Chain Forum from 13 to 15 November 2024

The Philippines is pleased to announce its hosting of the inaugural Philippine International Nuclear Supply Chain Forum (PINSCF) 2024, a landmark event that will bring together a diverse group of stakeholders to discuss the latest innovations and best practices in the nuclear energy industry. The Forum, scheduled for 13 to 15 November 2024, aims to guide the Philippines in its transition towards clean and sustainable energy systems.

The event will take place at Solaire Resort North in Quezon City, with participants from the international nuclear supply chain, power generation companies, government agencies, embassies, academia, media, and other key sectors expected to attend the three-day forum.

Countries with extensive experience in nuclear energy, such as the United States, Canada, France, Japan, and South Korea, will share their technologies, expertise, and best practices in the field. Their participation will provide valuable insights as the Philippines explores nuclear energy for a balanced, resilient, and low-carbon energy system, driving both economic growth and environmental sustainability.

"We are bringing together companies from countries with proven track records in building and maintaining the critical infrastructure needed by the energy sector. This forum will showcase their innovations and best practices, offering the Philippines the opportunity to learn and benefit from their experiences," said the Department of Energy (DOE).

"As the world transitions away from fossil fuels, each nation are weighing options for achieving energy independence and security. This forum allows us to engage with the global community while ensuring that our own stakeholders are part of the discussions," the DOE added.

PINSCF 2024 will serve as a platform for international and local participants to collaborate, exchange knowledge, and explore potential partnerships. HEALTHY MSMES MEANA HEALTHY ECONOMY

Go Negosyo founder Joey Concepcion and Department of Health (DOH) Secretary Ted Herbosa discussed recently several possible initiatives that could bring together entrepreneurship training and health services to benefit more Filipinos across the country.
Last week, I had the opportunity to catch up with Dr. Ted Herbosa. Dr. Ted was one of our Go Negosyo advisers during the pandemic. He, together with the country’s best doctors, scientists, academics and public health experts, provided the guidance that enabled the Philippines to navigate its way out of the pandemic successfully. The excellent people in our group of experts provided the private sector insights on matters like vaccines, boosters, strategic lockdowns, alert level systems, the safe reopening of the economy and the Philippines’ exit from the pandemic.

He was one of the first to freely offer his expertise to the private sector when we needed most the help of people of his caliber. Today, Dr. Ted is the Secretary of the Department of Health (DOH).

So it was like meeting a fellow veteran of a distant war when Sec. Ted and I sat down for a cup of coffee last week. He told me about his priority programs now at the DOH, and I shared how we’re scaling up our entrepreneurship advocacy. I suppose you could say we still work together as part of the team that supports the First Lady’s LAB for All social and medical services caravan.

It was in this vein that Sec. Ted and I got to the main agenda of our meetup: to see how we can bring together entrepreneurship training and health services in a way that aligns with the President’s initiative of bringing services closer to the people. The President and the First Lady have already started the ball rolling and it is now our task to see to it that our activities go in the same direction.

DTI, Thames collaborate to position PH cities within UNESCO Creative Cities Network

Makati City, Philippines—Held from November 4 to 5 in Somerset Central Salcedo Makati Hotel, the Department of Trade and Industry (DTI) launched the Innovation and Creative Entrepreneurship (ICE) Program to push Philippine cities towards UNESCO Creative Cities Network (UCCN) designation.

The ICE Program seeks to advance local industries of key cities. This includes Bacolod City for Film; Iligan City for Crafts and Folk Art; Koronadal City for Crafts and Folk Art; San Fernando City, La Union for Design; and Tagbilaran City for Crafts and Folk Art.

In partnership with Thames International School, the ICE empowered 33 representatives to craft strategic roadmaps that will enhance their creative capacity and elevate their respective creative industries.

“By nurturing innovation, we not only enhance our cultural heritage but also drive sustainable economic growth. Creative cities are key to uplifting local communities and placing the Philippines on the global stage,” DTI Competitiveness and Innovation Group Assistant Secretary Leonila Baluyut said as she emphasized the transformative power of creativity.

The two-day workshop featured pre-work preparations, hands-on activities, and collaborative planning sessions. Participants developed comprehensive action plans through guided exercises in vision mapping, goal-setting, and stakeholder engagement.

On November 28, the cities participating in the ICE Program will present their strategic roadmaps to a panel of experts for review and feedback. These plans aim to strengthen each city’s opportunity to secure two available endorsement slots in the next UCCN cycle in 2027.

Funded by the 2023 Innovation Grant from the National Economic and Development Authority (NEDA), the ICE Program supports cities in maximizing their creative resources. This aligns with Republic Act No. 11904, or the Philippine Creative Industries Development Act.

This program also bolsters the Malikhaing Pinoy Program, the DTI’s flagship initiative that drives the nation’s creative sectors and ultimately, propels the Philippines’ vision to become a premier creative hub in Asia by 2030.

Recently, the DTI announced the endorsement of Quezon City for Film and Dumaguete City for Literature to the UCCN in June 2025. These cities aspire to join the country’s three existing members in this prestigious network: Iloilo City for Gastronomy, Cebu City for Design, and Baguio City for Crafts and Folk Art.

To help cities achieve UNESCO accreditation as part of the UCCN, the Philippine Creative Cities Network provides a platform for cities to explore their creative resources and expand opportunities within the creative field. This network also serves as a hub for mutual support, idea exchange, and collaboration.

Angeles City school receives global award for championing children’s road safety

Angeles City, Pampanga – Tacondo Elementary School in Angeles City receives an award from the City Government of Angeles and its global road safety partners, led by UNICEF Philippines, for championing children’s safety along school zones.

The school achieved a five-star rating, or a perfect score, on the Star Rating for Schools (SR4S) program for implementing road safety measures such as pedestrian lanes, road markings, signage, traffic signals, and physical barriers to protect schoolchildren from road crashes. SR4S is a program used worldwide to measure and address risks that children are exposed to on their journey to and from school.

“We commend Tacondo Elementary School for receiving this recognition. As a way to thank our partners for their continued support to Angeles City, from the enactment of our Road Safety Ordinance in 2023 to the implementation of road safety improvements this year, we fully commit to continue ensuring that Angeles roads are safe for all, especially children,” Vice Mayor Vicky Vega Cabigting promised.

The Angeles City Traffic Development Office and select learners led a tour of the school to show everyone the new road safety signs, markings, and engineering interventions installed.

“We are very grateful to our school, our community, and all the champions who helped establish these road safety features. This National Children’s Month, our hope is for the government to continue making roads safer because no child deserves to lose their life due to road crashes,” said Megan Tagalicud, a Grade 6 pupil from Tacondo Elementary School.

In his message, Dr. Angelito Umali of UNICEF Philippines shared that road traffic injuries remain the leading cause of death for children 5 to 18 years old. “In 2017, the Philippine Statistics Authority recorded that at least 1,600 Filipino children are killed by road crashes every year. We at UNICEF believe that it is every child’s right to survive and thrive in a healthy and safe environment, and today we witnessed here at Tacondo Elementary School that creating such is possible,” said Dr. Umali.

Civil society organizations, like law group ImagineLaw, were also present and congratulated the local partners in Angeles for successfully completing the SR4S program. “We hope that the milestone achieved today inspires our local government leaders to continuously take action, because going to school or playing outside should not be a death sentence for children,” said Atty. Reina Fabregas, ImagineLaw’s road safety project manager.

World leaders urged to stop oil and gas to protect biodiversity at COP16

Cali, Colombia—Halt new oil and gas activities and manage the decline of existing operations, particularly in areas of high biodiversity importance.

This is the urgent call of over 140 indigenous peoples, civil society organizations, and social movements to the Ministers of Environment and National Focal Points of the United Nations Convention on Biological Diversity (CBD COP16). In a statement, released during the COP16, the groups raised alarm over the risks of oil and gas activities to marine life and coastal communities.

“Oil and gas activity threatens biodiversity at every stage—from exploration and production to transportation and end-use. The industry’s operations and the use of its products disrupt fragile ecosystems, destroy habitats, and pollute air, water, and soil, pushing countless species to human-induced extinction. The risk oil and gas activity poses to biodiversity grows as these operations expand into vulnerable ecosystems,” the statement read.

The groups, led by the Center for International Environmental Law (CIEL), Fossil Fuel Non-Proliferation Treaty (FFNPT), Interamerican Association for Environmental Defense (AIDA), Center for Energy, Ecology, and Development (CEED), Oceana UK, EarthJustice, Natural Justice and WWF International, emphasized the importance of protecting environmental and human rights defenders, who are often targeted for their work in opposing harmful oil and gas projects. They call for strengthened international cooperation, including the pursuit of a Fossil Fuel Non-Proliferation Treaty, to ensure a just and equitable transition to renewable energy sources.

“Halting oil and gas activity, particularly in areas of high biodiversity importance, is a necessary, minimum step towards upholding existing legal obligations under the Convention on Biological Diversity (CBD) and other international laws,” the statement added.

In Southeast Asia, civil society and grassroots organizations have been airing concerns that oil and gas expansion and related activities greatly affected the Coral Triangle, a region famous for its high marine biodiversity concentrations.

“The relentless expansion of the LNG industry, especially in the critical Coral Triangle region, is an assault on our oceans. The Verde Island Passage, a global biodiversity hotspot, is now under siege. The risks posed by offshore oil and gas activities, from catastrophic spills to habitat destruction, are simply unacceptable,” said Gerry Arances, Executive Director of the Center of Energy, Ecology, and Development (CEED).

In Indonesia, especially on the remote island of Natuna, several oil leaks and mineral mining activities are ongoing, which could affect the island’s marine biodiversity and the livelihood of coastal communities.

“With the extractive projects of oil and gas or mineral mining, this island will disappear or be destroyed, and all of the fishing areas will also be destroyed,” said Dwi Sawung, Campaign Manager of Infrastructure and Spatial Planning of Friends of the Earth Indonesia, during a webinar hosted by CEED.

As COP16 draws to a close, this urgent call to halt new oil and gas activities underscores the critical role of biodiversity protection in achieving the 1.5°C climate goal. Meanwhile, the role of international financiers in this destruction is often underestimated. For instance, Japan Bank for International Cooperation (JBIC), a Japanese public financier, supports an LNG terminal in the "Amazon of the Ocean" in the Philippines, enabling these harmful fossil fuel projects, according to  Hiroki Osada, Development Finance and Environment Campaigner of Friends of the Earth Japan.

“If fossil fuels continue to thrive, life on our planet cannot. Fossil fuel projects—such as LNG terminals along the coast and extraction fields in the open ocean—are destroying biodiversity with their toxic emissions and construction that strips away natural landscapes. Yet the role of international financiers in this biodiversity destruction is criminally underestimated…Saying YES to biodiversity means saying NO to fossil fuel finance,” said Osada. ###

Sen. Hontiveros Video Statement for Healthy Food Marketing Environment

Manila, Philippines - Senator Risa Hontiveros calls the public to support Senate Bill No. 2700, the "Healthy Food Marketing Environment Act," mandating food warning labels and marketing restrictions in a bid to protect children’s health.

“Ngayong ipinagdiriwang natin ang National Children’s Month, sana po ay maging katuwang kayo sa ating kampanya na ipasa ang Healthy [Food] Marketing Environment Act,” Hontiveros urged the public.

The bill aims to protect children from obesity and related diseases—such as heart disease, diabetes, kidney disease, and certain cancers—by informing consumers if a food product may be harmful to their health. It also promotes responsible marketing to children by limiting advertisements of food and beverages that may be harmful to children’s health.

“Iminumungkahi ng panukalang ito na lagyan ng front-of-pack warning label ang mga produkto para agad na nakikita kung ang isang produkto ay lagpas sa itinakdang threshold ng energy, fat, salt, o sugar,” Hontiveros said in a statement.

If enacted, children and consumers will be able to see which products exceed recommended thresholds for fat, sugar, and salt as the law requires food manufacturers to add clear nutritional warning labels on the front of a product's packaging.

Additionally, children will see less marketing of potentially harmful products as the policy regulates the marketing of products with a warning label in public and online spaces, child-centered settings such as schools, and on TV and radio.

"Isininusulong din nito na i-regulate ang marketing sa iba’t ibang media channels at sa mga lugar na madalas pinupuntahan ng mga bata, para mabawasan ang exposure ng ating mga anak sa mga pagkain at inuming hindi nakakabuti sa kanilang kalusugan."

According to the United Nations Children’s Fund (UNICEF), 99% of social media posts advertising food in the Philippines promote ‘unhealthy’ food. Studies have shown that high exposure to the marketing of unhealthy food increases children’s brand preferences, which drives their purchases and consumption of unhealthy foods. This contributes to poor dietary habits and increases the risk of  developing health problems later on in life.

Global success cited

“Nagawa na po ang batas na ito sa ibang mga bansa at talagang nagkaroon umano ng positibong resulta,” Hontiveros added.

Evidence from Chile shows that the law on food labeling and advertising decreased household consumption of beverages that have “high-in” warning labels by up to 23.7%. Additionally, similar regulations addressing unhealthy food marketing on television have significantly decreased children’s exposure to such advertising.

Meanwhile, in Uruguay, the implementation of food warning labeling policy increased citizens’ ability to understand nutritional information.

Building on the success of similar policies, the United States Food and Drug Administration (US FDA) is working toward adopting food warning labeling regulations. Meanwhile, the United Kingdom, having already enacted comprehensive food marketing restrictions, is now aiming to implement stricter provisions.

In the House of Representatives, a counterpart bill, House Bill No. 9819, along with similar measures HB No. 10886, HB No. 10198, HB No. 10674, and HB No. 10361, were filed by Representatives Reynolds Michael Tan, Maria Rachel Arenas, Samantha Santos, Alfred Delos Santos, and Patrick Michael Vargas, respectively. Representatives Steve Solon and Salvador Pleyto also co-authored the proposed law.

"Bilang nanay, isang batas ito na malapit sa puso ko lalo pa at may anak akong immunocompromised…I am sure na kapag ang diet ng ating mga anak ay mas malusog at balanse, mas malakas nilang mahaharap ang anumang hamon ng buhay,” Hontiveros said.

Law group ImagineLaw welcomed the health policy measure. “If we want Filipino children to choose healthy, we have to build an environment that makes choosing healthy easy,” said Atty. Sophia San Luis, executive director of ImagineLaw.

PDRF, private sector send aid to families affected by Typhoon Kristine

November 14, 2024, BICOL—In response to the devastating impact brought on by Tropical Cyclone Kristine (international name: Trami) last October, the Philippine Disaster Resilience Foundation (PDRF) and its private sector network recently sent aid to the affected communities in Bicol.

Following the activation of its Emergency Operations Center in response to extensive flooding across Luzon and Visayas caused by the typhoon, PDRF convened its member companies and partners for a virtual briefing to update them on the impact, help offered by its member companies, and areas that need additional resources.

Food, Relief Packs, and Hygiene Kits

Through the active coordination of PDRF with the private sector and local government units, essential relief items were deployed to the identified hardest-hit areas in the Bicol Region, CALABARZON, and Northern Luzon.

PDRF deployed a team to facilitate the repacking and distribution of hygiene kits and food packs in Bicol. Ayala Foundation supported these efforts by assisting with the procurement of relief supplies and providing a staging area for repacking relief items.

Shell Pilipinas Corporation donated 1,454 hygiene kits to the affected families in Bicol.

The Peace and Equity Foundation donated 125 hygiene kits and 266 family food packs in Bicol through the Albay Public Safety and Emergency Management Office.

In support of the Bicol response, food company networks of PDRF provided meals to the volunteers and rescue personnel in Bicol and Cebu.

McDonald’s provided 1,155 ready-to-eat (RTE) meals to the rescue personnel, volunteers, and affected families in Camarines Sur, Albay, and Naga City.

Jollibee Group Foundation provided 530 hot meals to the rescue personnel and volunteers in Bicol and Cebu.

The PhilSeven Foundation provided 100 RTE meals to the Department of Social Welfare and Development (DSWD) personnel in Mandaue City, Cebu.

PDRF also partnered with the YWCA Founders’ Federation of the Philippines to facilitate the repacking and distribution of food packs donated by J.P. Morgan for Naga City.

Water

Clean drinking water scarcity has become a critical issue in CALABARZON due to widespread flooding. PDRF, in coordination with its Water Cluster, provided immediate assistance to address these needs.

Manila Water Foundation donated 2,000 units of 5-gallon water in the affected areas in the Bicol Region, and CALABARZON.

Maynilad donated 1,000 units of 6-liter water in Batangas.

Coca-Cola Beverages Philippines, Inc. donated 650 units of 7-liter water to Naga City and CALABARZON.

Logistics and Transportation

Several member and partner companies of the PDRF provided logistics services to support the response efforts of the private sector and the government.

Metro Pacific Tollways South and San Miguel Corporation Logistics each deployed a 10-wheeler wing van to transport water donations from Manila Water Foundation to Agoncillo, Batangas.

The UPS Foundation provided three (3) 10-wheeler wing vans to assist the Office of Civil Defense in transporting hygiene kits, tarpaulins, and generator sets from the Office of Civil Defense (OCD) in Camp Aguinaldo to OCD Region IV-A to augment the ongoing responses of the region.

Southeast Asian Banks Lead Renewable Energy Charge Despite Global North’s Fossil Fuel Investments – New report

Baku, Azerbaijan—As the world gathers at the Conference of Parties to the United Nations Framework Convention on Climate Change (COP29), a new report highlights a growing paradox in Southeast Asia – while domestic banks are taking the lead in financing a surge in renewable energy, international financial institutions from developed countries continue to fuel the region’s expansion of fossil fuel power.

The report, titled “Southeast Asia at a Crossroads: Deterring SEA’s Fossil Future with Renewables,” by the Center for Energy, Ecology, and Development (CEED), reveals that renewable energy capacity in the pipeline has jumped a substantial growth of 70 gigawatts (GW) in just one year or from 2023 to 2024, with domestic banks at the forefront of renewable energy financing.

This surge in renewables is a welcome development for a region facing the brunt of climate change impacts. The threat of massive fossil fuel expansion, however, persists.

“Southeast Asia suffered severely from what is set to be the warmest year on record, and from devastating calamities even in the weeks leading up to COP29. Unfortunately, despite the region’s vulnerability to climate change and its rich renewable energy potential, massive coal and gas expansion continues in Southeast Asia,” said Gerry Arances, Executive Director of CEED.

Since the Paris Agreement, the region has commissioned 54.5 GW of coal-fired power plants and 33.2 GW of gas-fired power plants, totaling 87.7 GW. This is more than double the installed renewable energy capacity of 33.8 GW.

The report highlights the significant financial commitment to fossil fuels, with approximately USD 142.1 billion invested since the Paris Agreement. In contrast, renewable energy projects and related operations have received around USD 52.8 billion in financing – over half of which are attributed to domestic financial institutions in the region.

“On the one hand, Southeast Asia is demonstrating remarkable leadership in renewable energy. On the other hand, continued fossil fuel expansion threatens to undermine these efforts and lock the region into a fossil fuel future,” said Arances. “Much responsibility for this unsustainable trend lies largely with Global North international financial institutions who continue to finance these polluting projects.”

Global Northern financial institutions are significant enablers of Southeast Asian developers and banks heavily involved in fossil fuel expansion - with trends showing that they are the top shareholders and bondholders of many of the region’s biggest fossil fuel companies.

Developed nations are also driving debt financing for fossil fuels – Japan's financial institutions, for example, represented 23% of the region's total financing, primarily through the Japan Bank for International Cooperation (JBIC).

As COP29 facilitates critical conversations on ambitions for climate finance globally, CEED called for a stop to finance flows to fossil fuels which exacerbate Southeast Asia’s climate vulnerability. Global Northern financial institutions and governments must instead drive the region’s alignment with the 1.5°C target outlined in the Paris Agreement, the report noted.

“As the climate talks unfold, the Philippines is being battered by a series of devastating storms. An urgent transition away from fossil fuels is necessary to strengthen our region’s climate resilience, avert even more catastrophic climate change, and ensure the climate survival of our people. The fact that fossil fuels continued to receive nearly three times as much financing than renewables in Southeast Asia since Paris means that money to fuel an urgent energy transition and ambitious climate action is available - it’s simply not going to the right places,” said Arances.

Think-tank: Typhoon-related coal barge disasters expose incompatibility of fossil fuels to PH

The Center for Energy, Ecology, and Development (CEED) on Monday called on the Philippine government to hasten the country’s transition away from fossil fuels and to strengthen measures to protect marine and coastal environments from pollution.

The call was made after the onslaught of Severe Tropical Storm (STS) Kristine triggered two coal spills in Sorsogon and Zambales.

“After hundreds of thousands of liters of oil spilled in the Verde Island Passage last year and in Manila Bay earlier this year, we’re now seeing these disastrous coal barge accidents. All of them came about from severe weather events. They are a terrible yet stark reminder that fossil fuel projects are dirty, deadly, and costly in more ways than one - triggering worse climate disasters and directly polluting the environments and communities that host them,” said Gerry Arances, Executive Director of CEED.

The coal barge that overturned in Sorsogon during the onslaught of STS Kristine has reportedly resulted in significant environmental damage, including fish kills and the destruction of marine ecosystems and livelihoods. A coastal community in Brgy. Bucalbucalan in Sorsogon City raised alarm over the darkening of the coast due to the alleged soaking of the barge’s coal.

Meanwhile, local fisherfolks of Zambales feared that marine life and their livelihoods were endangered because of the grounded barge case also by STS Kristine. Carrying 11,000 metric tons of coal, the barge poses serious threats to the Masinloc-Oyon Bay Protected Seascape and Landscape, Central Luzon’s first marine protected area and regarded as one of the country’s most important locations for marine biodiversity.

“Coal and other fossil fuels are not only a major contributor to climate change, they also pose significant threats to our communities and environment. As the climate crisis worsens, a repeat of these tragic incidents will always be possible for the climate-vulnerable Philippines. It’s high time for the government to rethink its expansion plans for coal and all other fossil fuels and prioritize a swift and just transition to renewable energy instead,” said Arances.

“At the same time, the government must prioritize the implementation of more stringent protection for the ecosystems that sustain many Filipinos, yet continue to be threatened by fossil fuels and other risks. Increasing restrictions against toxic pollution and ensuring that fisherfolk and coastal communities are empowered to be at the forefront of managing and protecting their marine and coastal environments should be the way forward,” he added.

104 Youths with Disabilities from 16 Countries to Compete in IT Skills in the Philippines

The 13th Global IT Challenge for Youth with Disabilities (hereinafter referred to as the "Global IT Challenge"), hosted by the Ministry of Health and Welfare (Minister Kyuhong Cho), LG Corporation (CEO Kwang-mo Koo), and the Philippine government, and organized by the Global IT Challenge Organizing Committee (Chairman In-kyu Kim), LG Electronics (CEO Joo-wan Cho), and NCDA (Secretary General Glenda Relova), will be held from Sunday, November 3rd to Saturday, November 8th, at "The Manila Hotel" in Manila, Philippines.

The Global IT Challenge was launched in 2011 with the aim of improving the information utilization skills of youth with disabilities worldwide and providing a foundation for their social advancement, including higher education and employment.

104 youths with disabilities from 16 countries will participate in the final round after having competed in the online preliminary rounds held in July

This year marks the 13th Global IT Challenge, which is being held in the Philippines, the fourth ASEAN member country to host the event, following Vietnam, Thailand, and Indonesia. The Global IT Challenge has primarily been held in countries in Northeast Asia, Southeast Asia, and South Asia, in alignment with the implementation of the Asian and Pacific Decade of Persons with Disabilities initiative.

Kenya and Egypt, which participated for the first time last year from the African region, are continuing their participation this year, further solidifying the Global IT Challenge as an international competition.

In the final round of this year's competition, held from November 3 to 8, a total of 104 youths with various disabilities, including visual, hearing, physical, and developmental disabilities, will participate.
The participating countries by region are as follows: 2 countries from Northeast Asia (Korea, Mongolia), 7 countries from Southeast Asia(Laos, Malaysia, Vietnam, Indonesia, Cambodia, Thailand, Philippines), 4 countries from South Asia (Nepal, Bangladesh, India, Pakistan), 3 countries from Africa (Ethiopia, Kenya, Egypt). In total, 16 countries are participating in the competition.

To ensure the credibility of the competition, all participants will be required to attend the event in person
To ensure a fair environment where participants can demonstrate their true abilities, the competition will be held on-site.

In the endemic era, this on-site competition will provide an opportunity for all participating youth with disabilities to meet and interact in person. They will also have the chance to showcase their true skills under real-time supervision and evaluation during the competition.

Challenging Six Competitions, Providing Opportunities for Academic Application and Career Choices

 Basic Competitions (3 Categories)
Participating youth with disabilities will compete in three main competitions ’eTool_Presentation’ which evaluates their ability to create slides using PowerPoint. ’eTool_Spreadsheet’ which assesses their ability to utilize Excel functions and extract data that meets specific conditions within a spreadsheet. ’eLifeMap’ which measures their ability to use various information-gathering skills through internet searches. Each competition will be allocated 50 minutes.
For visually impaired participants using screen readers, an additional 20 minutes will be provided.

Applied Competitions (3 Cateogories)
Additionally, participants will take part in ‘eContent’, and ‘eCreative_SmartCar’, which evaluates coding skills for autonomous vehicle races, and ‘eCreative_IoT’, which assesses appropriate technology ideas and IT skills aimed at improving the lives of people with disabilities.

‘eContent’ is a category that evaluates creativity and the ability to utilize various video production programs and technologies, with this year’s competition theme being ‘Dream as an IT leader’. In the ‘eCreative_IoT’ category, which involves developing products using appropriate technology, youth with disabilities will prepare development reports and demonstration videos as prior-tasks, to be submitted between September 16 and October 23. They will also present their ideas on stage at the Final Round.

The world's only IT festival that transcends disability, religion, culture, and borders
The Global IT Challenge has provided participating youth with a platform to communicate with the world and engage in society through IT, overcoming the barriers of disability, religion, culture, and nationality.

In addition to friendly competition, the competition allows youth from different backgrounds to share their cultures and build friendships through IT. This includes November 6th gala dinner where participants will wear traditional costumes from their respective countries. On Novemeber 7th, after the competition, participants will visit and tour the National Museum of Natural History and Manila Ocean Park.

The competition organizing committee prepares youth for the future by holding year-round e-learning sessions, preliminary rounds, and introducing new regulations, making it more than just a one-time event.

IT leaders who passed preliminary rounds and completed pre-competition IT education

Youth participating in the Global IT Challenge for Youth with Disabilities have strengthened their foundational skills by utilizing eLearning, available year-round on the ePlatform (https://www.globalitchallenge.com), and by participating in the National Team Selection (April to June) and the Global IT Challenge International Online Preliminary Round (July 16-17).

The competition organizing committee has improved the system to help youth with disabilities prepare for the competition, taking into account the different IT education environments in each country. They provide an ePlatform and eLearning materials that anyone can access anytime, anywhere.

Providing new opportunities to strengthen the capabilities of becoming producers rather than just consumers, with competition modifications and mentoring aligned with current trends

The competition organizing committee has included generative AI-related challenges in the ‘eLifeMap’ category, which assesses information retrieval skills, reflecting the expansion of media markets due to the popularization of the internet and digital devices.
Additionally, through the ‘eContent’ category, the committee encourages youth with disabilities to acquire video shooting and editing skills. Special efforts have been made to develop media production guidelines, in collaboration with experts, to ensure that visually impaired youth can also smoothly participate as media producers.
Due to the difficulty of the ‘eCreative_IoT’ category, which challenges participants to develop appropriate technology ideas, this year, for the first time, the committee provided remote mentoring in collaboration with LG Electronics employees, the competition's sponsors, to assist struggling participants.
Through these initiatives, the plan is to emphasize the importance of creative IT skills and interest in AI, a symbol of the Fourth Industrial Revolution, to youth with disabilities from various countries. Furthermore, it aims to instill a sense of pride in them as IT producers rather than just consumers.

The IT challenge for youth with disabilities that started in Korea... Gaining the attention of the international community

The Global IT Challenge, which began in Korea in 1992, has seen growing national interest and participation.
The Korea Society for Rehabilitation of Persons with Disabilities has been hosting domestic IT competitions since 1992 to bridge the digital divide for Korean youth with disabilities.

Since 2011, in collaboration with the Ministry of Health and Welfare and LG, the organization has been holding international competitions, traveling across countries to help bridge the digital divide for youth with disabilities in developing countries in the Asia-Pacific region. The goal is to support their employment, higher education, and social integration. Starting with the 2018 competition, countries from Europe (the UK) and the Middle East (the UAE) began participating, and since 2023, additional African countries such as Kenya and Egypt have joined, alongside Ethiopia.
Over the past 12 years, 5,000 youth with disabilities and government officials have participated in the Global IT Challenge, and currently, 16 countries are fiercely competing to participate in and host the competition.
