Unveiling Newly-Redecorated QC Chinatown in Banawe on Chinese New Year Celebration


To welcome the Chinese New Year, the Quezon City government will host a grand celebration in Banawe - the city’s vibrant Chinatown. 

The event highlights the city's commitment to promoting local tourism, offering visitors a unique blend of history, culture, and modern attractions. 

An exciting and colorful array of activities will take place on Wednesday, January 29. The festivities will kick off in the morning with a Dance Fit session, followed by a Ribbon Cutting to be led by Mayor Joy Belmonte, marking the official launch of the redesigned  City Chinatown—enhancing the area’s visibility as a key cultural, tourism, and commercial hub.

About fifty food and non-food businesses featuring QC’s artisanal delights as well as a gallery showcasing a wishing tree, a 360 Photobooth, and predictions to expect this Year of the Wood-Snake will be featured along Banawe, from Del Monte Avenue to Scout Alcaraz Street.

This grand opening will be followed by a traditional Dragon and Lion Dance and a Streetdance Competition, showcasing the creativity and talent of Quezon City's youth. 

In the afternoon, performances from the Chinese Face Changing artist, Ice Seguerra, Kyle Echarri, and Jed Madela will surely delight the young and old alike.

A spectacular Fireworks Display will light up the night sky, capping off what promises to be an unforgettable celebration of culture, community, and the spirit of the Chinese New Year.

Furthermore, a special episode of Usapang QC will feature Feng Shui Master Hanz and QC Tourism Department Acting Tourism Operations Officer Giana Barata for a backgrounder of Banawe Chinatown. 

Mayor Joy Belmonte will also share her wishes for Quezon City during the show, which will be aired on the official QC Government

This recognition places Dr. Rogelio among the country’s esteemed scientists, affirming his role as a contributor to national development through science and technology.

PARAร‘AQUE CITY – The National Authority for Child Care (NACC), the country’s central authority on administrative adoption and alternative child care renewed its commitment to its mission and advocacy during its third anniversary celebration at Paraรฑaque City, Monday, January 20. 

In 2022, the 18th Congress enacted R.A. 11642 or the Domestic Administrative Adoption and Alternative Child Care Act creating the NACC as a one-stop quasi-judicial agency under the Department of Social Welfare and Development (DSWD) to formulate policies and implement programs and services on administrative adoption and alternative child care. 

R.A. 11642 further streamlined all government programs and services on the declaration of a Child Legally Available for Adoption, Domestic Adoption, Inter-Country Adoption, and other forms of alternative child care such as foster care, kinship care, and residential care. 

“As we celebrate the NACC’s third year anniversary, it is my hope and prayer that we renew our commitment to our shared mission of placing every child and individuals in need of adoption and alternative care with suitable, secure, nurturing and their forever families,” said NACC Undersecretary Janella Ejercito Estrada in a statement. 

“True to our mantra that every child matters, let this be our reminder to reach every child and every family, wherever they are, as hard as it can be, or as impossible it may seem. No child should be left behind,” emphasized Usec. Estrada. 

“Since the NACC’s establishment of NACC in 2022, we continue to build our institutional capacity – evident in the 16 Regional Alternative Child Care Offices (RACCOs) now accessible to all of our kababayans responding to their concerns,” said Usec. Estrada. 
Since 2022, the NACC reported that it was able to place a total of 968 children for domestic administrative adoption and inter-country adoption – with issued Decrees of Adoption of 629 and 154, respectively. From 2023 to 2024, 1,069 children were declared legally available for adoption. 

Through the Foster Care Program, 1,108 children are provided care by 927 licensed foster care parents. A subsidy is provided to 871 foster care children from Php8,000 to Php10,0000 monthly – depending on their medical condition. Forty-three children are survivors of Online Sexual Abuse/ Exploitation of Children (OSAEC) while 154 are children with special needs, and 75 are foundlings. 

“We take pride in the linkages and partnerships we were able to forge across the country with 503 LGUs and 130 local chief executives and almost 1,000 child welfare professionals through our “LeaGUe of Heroes Campaign” launched during the First National Congress on Administrative Adoption and Alternative Child Care. We shall continue to do so, with the dedication and hard work of our 636 child welfare and public administration experts at the NACC – all committed to the fulfillment of our mandate, explained Estrada. 

The LeaGUe of Heroes” further paved the way for 89 LGUs entering into partnership with the NACC in the implementation of administrative adoption and foster care. 

During the anniversary celebration, the NACC also honored 60 NACC employees holding both plantilla and non-plantilla positions for their exemplary service, suggestions, inventions, accomplishments, behavior and loyalty that contribute to efficiency, economy and improvement in government operations.

PCW Chairperson Pays Tribute to All Who Pennedthe Commission’s 50-year Herstory

One story. One nation. One people.
Established on January 7 in 1975  during  the International Women’s Year as the first national women’s machinery in Asia, the Philippine Commission on Women (PCW), formerly National Commission on the Role of Filipino Women (NCRFW), kick-started its semi-centennial anniversary celebration with the theme, “50 Years of Empowerment: PCW Leading Progress, Championing Women, and Weaving a Brighter Future for Bagong Pilipinas.”

Prefaced by the Philippine women’s movements, the story of the PCW is co-written by five groups of authors who have shaped the Commission’s herstory over  the past five decades. This narrative continues to unfold in a breathtaking motion, bound together by an unwavering commitment to achieving gender equality, and is categorized  under “To be continued” as the PCW embarks on  a new chapter in the Bagong Pilipinas.

“There is no better day to breathe the language of gratitude to the people, organizations, and institutions who built a supportive environment that enabled our aspirations to take wings,” PCW Chairperson Ermelita V. Valdeavilla said in her welcome remarks on the Commission’s golden anniversary celebration held on January 7, 2025 at the SMX Convention Center in Pasay City.

Ms. Valdeavilla, the first full-time Chairperson of the PCW, assumed her  role in June 2024 after 22 years of working with UN Women, the United Nations entity for gender equality and the empowerment of women, preceded by 20 years of holding various positions, including as Executive Director of then NCRFW.

First Co-Authors: Filipino Women as Leaders of Progress
“The conception, birth, and infancy of the Philippine Commission on Women have been cradled by the Philippine women’s movement. Our Commission is a progeny of the many struggles and sacrifices of women leaders who walked the rugged paths, blistered their feet, and cracked their brains so that the PCW of today could continue the struggle on higher grounds. Fifty years beyond its creation, the heart of the PCW remains umbilically intertwined with the aspirations of the Filipino women,” Chairperson Valdeavilla remarked.

Historically, two waves of feminism in the country have significantly contributed to  the creation of the Commission: (1) liberal feminism that emerged in the early 1900s and eventually gave birth to the Civic Assembly of Women of the Philippines (CAWP), now called the National Council of Women of the Philippines (NCWP);  and (2) left-of-center feminism that began in the late 1960s, heavily influenced by the international women’s movement.

Meanwhile, five Filipino women leaders laid the foundation of the Commission, achieving  historic firsts and pioneering achievements:

Helena Zoila Tirona Benitez – a four-term President of CAWP, the first Filipino woman to head the UN Commission on the Status of Women (CSW) in 1966, and one of the first Commissioners of then NCRFW;
Leticia Ramos-Shahani – the second Filipino woman Chair of CSW, who urged fellow prominent Filipino women leaders in 1974 to discuss the decade-long-awaited creation of a national women’s machinery and later became NCRFW Chairperson in 1986;
Former First Lady Imelda Romualdez Marcos – the first Chairperson of the NCRFW who was instrumental for the issuance by President Ferdinand Marcos Sr. of Presidential Decree 633 creating the NCRFW;
Irene Rian Cortes – the first and only Vice Chairperson of the NCRFW; and
Dr. Leticia Perez de Guzman – the first Executive Director of the NCRFW.

“It is both exhilarating and humbling to stand side by side with the women leaders who nurtured the PCW into the respectable and competent organization that it is now. We are fortunate to have been fostered and trained by you, who are among the most brilliant and fearless champions we could ever learn from in our lifetime. Your truth makes oppression tremble, and every ground under your feet transforms into frontiers for women’s empowerment,” Chairperson Valdeavilla said.

Second Co-Authors: Laws that Promote Women’s Rights
Chairperson Valdeavilla also highlighted  the importance of laws in transforming  the lives  of Filipino women and charting a pathway toward their empowerment.

“Laws provide legitimacy, power, protection, authority and sustainability to our work. We, therefore, express our gratitude to  the Senate and Congress of the present and past 50 years, with special recognition to their respective Committees on Women, for crafting  a rich and strong body of legislation that upholds enduring respect, protection and fulfillment of women’s human rights,” she stated. 

To date, the country has passed 57 laws, including Republic Acts (RAs), Presidential Decrees and Proclamations, Memorandum Circulars, and Letters of Instructions, that paved the way for the strengthening of the Commission and addressed concerns of women in various dimensions of their lives. Among these landmark laws are the Magna Carta of Women (RA 9710), Anti-Violence Against Women and their Children Act of 2004 (RA 9262), Anti-Sexual Harassment Act of 1995 (RA 7877), Safe Spaces Act (RA 11313), An Act Providing for Stronger Protection Against Rape and Sexual Exploitation and Abuse, Increasing the Age for Determining the Commission of Statutory Rape, Amending for the Purpose Act No. 3815 as Amended, Otherwise Known as “The Revised Penal Code,” Republic Act No. 8353, Also Known as “The Anti-Rape Law of 1997,” and Republic Act No. 7610, as Amended, Otherwise Known as the “Special Protection of Children Against Abuse, Exploitation and Discrimination Act” (RA 11648), and Expanded Anti-Trafficking in Persons Act of 2022 (RA 11862).

“Thank you for these  laws, honorable senators and representatives. Long after you retire from public service, your contributions will continue to shield our women against abuse, exploitation, and disadvantage. We also honor you for recognizing and respecting the role of PCW in ensuring that no gender-discriminatory law will  ever be passed again in this country,” Chairperson Valdeavilla added.

She also expressed her gratitude to the legislative branch of the Philippine government for incorporating the PCW’s inputs to the legislative proposals sent to the Commission for review, sponsoring bills that support the Women’s Priority Legislative Agenda (a PCW initiative adopted during the 14th Congress), and recognizing the role of the Commission as a policy oversight and partner in gender-responsive law making, which happened after the passing of the Magna Carta of Women in 2009.

“We honor the international community, especially the United Nations agencies and Development Partners here and abroad, for being our reliable partners. You have been enabling the advancement of gender equality in this country, not only through us, but also in partnership with various government and non-government organizations,” Chairperson Valdeavilla declared. 

In its 50 years, the PCW has been a recipient of technical, funding, and advocacy support from UN agencies and development partners. Their assistance has  helped develop the skills of its personnel, raise its profile as a Commission, and provide tools, principles, knowledge, systems, and networks that sustain its existence to this day.

“Your support has gone  a long way in bringing us to where we are now, and for this, we will always be grateful. At the risk of committing a crime of omission, I sincerely thank International Development Law Organization (IDLO), Oxfam Pilipinas, and the Governments of Australia, Canada, Germany, Italy, Japan, and Spain, and the United Nations family, including International Labour Organization (ILO), United Nations Development Programme (UNDP), UN Economic and Social Commission for Asia and the Pacific (ESCAP), United Nations High Commissioner for Refugees (UNHCR), United Nations Population Fund (UNFPA), UN Women, United Nations Children’s Fund (UNICEF), UN Resident Coordinator’s Office (UNRC) and UN-Habitat, as well as the Commission on the Status of Women (CSW), Asia-Pacific Economic Cooperation (APEC), and Association of Southeast Asian Nations (ASEAN),” Chairperson Vadeavilla specified.

In response, the PCW received messages of support in person from Dr. Catherine McIntosh, (New Zealand Ambassador to the Philippines) and Mr. Gustavo Gonzรกlez (Resident Coordinator and Humanitarian Coordinator, UN Country Team) during its golden anniversary celebration. Meanwhile, Deputy Ambassador Dr. Moya Collett (Australian Embassy), Maria Ermina Valdeavilla-Gallardo (Head of the Philippines Office of the UNHCR), and Dr. Leila Joudane (Country Representative of UNFPA) sent their video greetings to the Commission.

It is worth noting that the PCW and the UN have a long shared history. Thirty years before the creation of the Commission, the UN came into existence with the Philippines as one of its original 51 charter members. Among the basic principles of the UN is the equal rights of women and men, which led to the call for member countries in 1975 to establish a government machinery addressing  women’s concerns.

Originally established as an advisory body to the President of the country, not to mention having an office situated across the Malacaรฑang Palace, the PCW has contributed to the achievements for women of each administration and has served as a reflection of the President’s priority programs.

“We thank the administration of seven past Presidents, along with each and every government agency, whose support boosted the enabling environment for the effective execution of our mandate,” Chairperson Valdeavilla continued.

“For the creation of the NCRFW, the forerunner of the PCW; the ratification of the Convention on the Elimination of all Forms of Discrimination against Women; and especially the review of existing laws and repeal of their discriminatory provisions. All of these continue to serve as solid foundations upon which PCW’s work is now anchored;

“For breaking perceptual barriers to women’s leadership as head of state; for the positioning of gender equality in the Philippine Constitution; for the pioneering of development planning for women, which was among the first in the world; and for the Women in Development and Nation Building Act, which opened doors for women in the military sector and allocated 5 to 30 percent of official development assistance (ODA) for gender initiatives;

“For the incorporation of a gender and development (GAD) budget policy in the annual General Appropriations Act; for the adoption of the 30-year perspective plan for gender responsive development; and for many laws and policies advancing the protection and fulfillment of women’s rights;

“For the appointment of the highest number of women in the Cabinet, reaching up to 21.7%; for adopting the Women in Economic Development and Gender Equality Plan; and for adopting the Domestic Workers Act and many other laws; and

“For the enactment of laws on safe spaces, mother-child nutrition, anti-mail order spouse, telecommuting, and prohibition of child marriage, among others.”

And now, under the administration of President Ferdinand Romualdez Marcos, Jr., positive changes on the lives of Filipino women have been achieved. The Philippines remains number one among Asian countries in closing the gender gap. It achieved gender parity in education, increased women’s life expectancy by four years, increased female labor force participation rate to 54.7%, exceeded by 8.3% the Sustainable Development Goal (SDG) target in the reduction of adolescent birthrate, and is close to meeting the SDG targets on reduction of maternal mortality and four targets on ending violence against women (VAW). He committed that his administration “shall continue to implement concrete and comprehensive measures to increase women’s representation in the security sector and government service towards creating a more inclusive, equitable, and sustainable society”. Midway to his administration, the first International Conference on Women, Peace and Security was held and a prevention-oriented National Action Plan on Ending Violence Against Women (NAP EVAW) was launched.

Fifth Co-Authors: Filipino Men as Partners for Equality
Finally, as a nation that was once a gender equal and VAW-free country before the arrival of colonizers, the PCW recognized the engagement and contribution of Filipino men in achieving gender equality. 

“We are now joined by men, who understand that this movement is not about defeating the opposite sex. It is about rejecting ideas, beliefs, and practices that sustain women’s subordination, oppression, and deprivation of their dignity and entitlements. It is about transforming societies and institutions into enablers of egalitarian relations, where benefits, voice, resources, and opportunities are equitably shared, so that everyone may reach their full potentials and contribute to a better life for all,” Chairperson Valdeavilla said.

She added that she is counting on Filipino men to spread a new  vision of masculinity where respect and kindness prevail and equality for all is a lived reality. She emphasized that “men of quality support gender equality” and reiterated that it was not they, but the colonizers, who instilled  the culture of gender inequality in the country.

In conclusion, Chairperson Valdeavilla declared that the PCW remains a force to be reckoned with, acknowledging  that while it is not afraid of failures, it firmly believes that success could be reversible. She further encouraged its current personnel to stay, affirming that “the best is yet to come.”

“Our Commission holds the distinction of being the first national women’s machinery to be created in Asia. Fifty years later, it continues to be recognized as a pioneer in gender mainstreaming. Leaders from other countries continue to come to the Philippines to learn from what we are doing. We have effective home-grown tools and strategies, our staff are brilliant and well-trained, and we have built our own support systems to deliver services to our expansive client system,” Chairperson Valdeavilla reported.  

She also highlighted that through the Commission’s 50 years of action, the Philippines currently (1) has 213 gender and development resource pools, 33 local government units serving as GAD local learning hubs, 9 GAD resource centers, and 247 gender focal point systems; (2) is the only country in Asia with two legislated GAD budgets: the 5% to 30% of the total ODA and at least 5% of the total annual national budget; and (3) has positioned gender equality and women empowerment in the national and sectoral plans.

Moving forward, the PCW Chairperson vows to continue building upon its past successes and confront the current challenges, including ending VAW through prevention and addressing underreporting, mitigating the impacts of climate-induced disasters on women, ending digital inequities and helping prevent the spread of digital dementia, optimizing digital technology to accelerate women’s empowerment, developing the Philippine’s care economy, implementing smart financing to support the work of women’s organizations in communities, and institutional right-sizing of the Commission.

DTI-CIAP, PCA push for green building practices at the 5th Philippine Construction Congress

Pasig City, Philippines—On November 28, the Department of Trade and Industry, through its attached agency Construction Industry Authority of the Philippines (CIAP), hosted the 5th Philippine Construction Congress to champion sustainability and innovation building practices.

 

In partnership with the Philippine Constructors Association, Inc., the event brought together industry leaders, policymakers, and experts to chart a new course for green building in the Philippines.

 

DTI Secretary Cristina A. Roque lauded the organizers of the event. "In gatherings such as this, we are able to convene under one roof all relevant stakeholders to talk about new and green technologies that will elevate not just the construction industry, but will ultimately contribute to the larger goals of sustainable economic development," the DTI chief expressed.

 

DTI Assistant Secretary and CIAP Board Alternate Chairperson Atty. Agaton Teodoro O. Uvero agreed with the Trade Chief, and added that: “By working together, we can unlock the true potential of the Philippine construction sector. We need a collaborative approach to drive the development of efficient and green construction practices.”

 

Themed, “Creating Synergies: A Commitment to Sustainability and Innovation in Construction," the congress featured panel discussions on sustainable construction, regulatory innovation processes, and green construction trends. It also tackled the role of professional associations and academia in advancing the construction industry.

 

To advocate for green and sustainable construction practices, the event presented speakers from national government and private associations. Joining them in promoting this cause were speakers from international organizations such as the United Nations, World Bank, and International Finance Corporation.

 

At the construction congress, CIAP-Philippine Contractors Accreditation Board (PCAB) Executive Director Atty. Herbert D.G. Matienzo showcased their digital transformation initiative designed to expand and enhance the PCAB online portal.

 

This effort aims to provide data-sharing services and enable more targeted and responsive capacity-building programs. Ultimately, PCAB seeks to foster a growth-oriented regulatory environment that supports the growth of the construction sector.

 

“With the expansion of the developmental role of the PCAB system, we are truly excited that our PCAB database is no longer just a tool for evaluating our contractors but also a service that we can offer and make available to our contractors,” he added.

 

First launched in 2016, the Philippine Construction Congress is a one-day convention aimed at exchanging insights and knowledge on construction emerging trends, opportunities, and challenges.

 

The CIAP is dedicated to accelerating the growth of the Philippine construction industry by adopting sustainable, innovative, and technology-driven approaches. The agency executes this mission through its implementing arms, the PCAB, the Philippine Domestic Construction Board, the Philippine Overseas Construction Board, the Construction Manpower Development Foundation, and the Construction Industry Arbitration Commission. 

DTI hails PH's rise to second-highest market rankingfor global RE investment


Makati City, Philippines—The Department of Trade and Industry (DTI) lauded the Philippines’ rise to second place in the global ranking of the most attractive emerging renewable energy (RE) investment markets, based on the 2024 Climatescope report released by BloombergNEF. This achievement marks a significant leap forward for the country, which ranked fourth in the previous year.
 
The Climatescope report highlighted the Philippines' strong economic stance, awarding it an overall score of 2.65 over 5 across three parameters: fundamentals, opportunities, and experience. This performance was largely attributed to the government’s implementing attractive investor incentives and easing foreign ownership restrictions in the sector.
 
"This recognition demonstrates the effectiveness of our efforts to establish a solid foundation for renewable energy development, which boosts our country’s growing reputation as a prime destination for renewable energy investments," said DTI Secretary Cristina A. Roque.
 
"Under President Marcos Jr.’s ‘Bagong Pilipinas’ agenda, we have been able to position the Philippines among the emerging markets through progressive policy reforms and strategic incentives. Indeed, these initiatives attract local and foreign investments and create a conducive environment for the growth and expansion of the renewable energy sector," the trade chief added.
 
Building on the CREATE law, President Ferdinand R. Marcos Jr. recently signed Republic Act No. 12066 or the Corporate Recovery and Tax Incentives for Enterprises to Maximize Opportunities for Reinvigorating the Economy (CREATE MORE) Act. This enhances the country's tax incentives to make it more globally competitive, investor-friendly, predictable, and accountable.
 
Aligned with the government's investment and sustainability priorities, the Board of Investments’ (BOI) One-Stop Action Center for Strategic Investments (OSAC-SI) has also been instrumental in fast-tracking investments in the RE sector.
 
As of November 2024, the BOI, an attached agency of the DTI, has approved a total of PHP 1.58 trillion in investment pledges, of which PHP 1.35 trillion are in the renewable energy sector.
 
Relevantly, the BOI also granted green-lane access to Buhawind Energy Philippines, a joint venture between PetroGreen Energy Corp. and Denmark’s Copenhagen Energy. This green-lane access applies to Buhawind’s three offshore wind power projects, which have an aggregate target installed capacity of 4,000 gigawatts.
 
Representing an investment amount of PHP 694 billion, these projects will soon be operational in Northern Luzon, Northern Mindoro and East Panay. Aside from boosting the country's renewable energy capacity, the projects are expected to generate over 50,000 jobs for Filipinos throughout their construction and operation phases.
 
"The Philippines is open for business and committed to supporting investors in the renewable energy sector. We are confident that the country will continue to attract significant investments and emerge as a leader in renewable energy in the region, Secretary Roque reaffirmed.

Pasay City, Philippines—The Department of Trade and Industry (DTI) successfully hosted the Tatak Pinoy (TP) Summit, advancing President Ferdinand R. Marcos Jr.’s vision for the Philippines' industrial transformation. The event also celebrated the milestones of Republic Act No. 11981, otherwise known as the “Tatak Pinoy (Proudly Filipino) Act.”
 
Under the theme "Tatak Pinoy Strategy: Catalyzing Industrial Transformation," the summit facilitated in-depth discussions on critical areas including industrial policy, innovative technologies, and integration into global value chains. It provided a platform for exploring the development of the multi-year Tatak Pinoy Strategy (TPS) and key initiatives designed to strengthen and expand the global presence of Philippine industries.
 
Organized by the DTI-Competitiveness and Innovation Group (CIG), the summit pushed for expanding the country’s industrial base through increased diversification, innovation, and products and services sophistication.

The DTI undersecretary presented the preliminary list of priority sectors, binding constraints, and policy recommendations identified through a series of regional consultations.
 
Moreover, DTI Undersecretary Aldaba outlined the subsequent measures to endorse the TPS draft, including finalizing the TPS draft, conducting further value chain analyses, and submitting the TPS to the Tatak Pinoy Council for approval and endorsement to the President.
 
The Tatak Pinoy Summit concluded with the collective resolve to make the Tatak Pinoy Strategy central to realizing the overarching vision in revolutionizing Philippine industries. It brought together over 200 key stakeholders from the government, industry, academe, and development organizations. 

Philippines secures USD 100M in revenue at Saudi Halal Expo, gains foothold in global Halal market

Saudi Arabia—The Philippines has achieved a milestone at the Saudi Halal Expo, generating over USD 100 million in revenue through its dynamic “Halal-Friendly Philippines” campaign. This achievement underscores the country’s growing international reputation as a trusted provider of Halal-certified products and services.

“This success reflects the Philippines’ strategic vision under Bagong Pilipinas to establish a strong and sustainable Halal ecosystem that meets global demand. It is also a testament to the collective efforts of our industries and the government to drive business growth, attract international investments, and create meaningful job opportunities for Filipinos and the global Halal community,” said Department of Trade and Industry (DTI) Secretary Cristina A. Roque.

Key sectors played a pivotal role in contributing to this significant revenue growth. The pre-cooked ready-to-eat food segment secured deals worth USD 15 million while the seafood and fish supply sector recorded USD 35 million in sales—reaching over 200 supermarkets and restaurants in Saudi Arabia.

Meanwhile, a dedicated Halal-compliant logistics service was arranged under a one-year estimated contract worth USD 5 million. The Halal-dedicated information technology solutions sector also finalized USD 38 million in deals to improve marketing, boost promotions, and streamline Halal certification processes.

Completing the Halal value chain, human resource services also contributed by securing contracts to generate at least 100 jobs annually. In addition, two agencies in the delegation achieved combined deals valued at USD 4.4 million, demonstrating the strong demand for skilled manpower to support the expansion of the Halal industry.

The DTI-Halal Development and Trade Office led the 64-member delegation from the Philippines comprised of 12 Filipino companies, showcasing a wide range of Halal-certified products in the expo. This delegation included representatives from the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), the Halal Export Board, and the Philippine Chamber of Commerce and Industry.
 
Moreover, under the leadership of Secretary Roque, the DTI ensured the mission's achievements by working closely with key partners such as the Philippine Embassy in Saudi Arabia, the Federation of Saudi Chambers, and the Philippine Consulate General in Jeddah.

The mission was further strengthened by the support of various government agencies, including the Department of Agriculture, BARMM, the Department of Budget and Management, the Bangko Sentral ng Pilipinas, and the Philippine Halal Export Board.

The Smarter and Integrated Local Health Information System’s (SMILHIS) eHATID LGU project received global recognition as a Bronze Medalist from the Korea Invention Promotion Association (KIPA) and Special Prize for Best International from the Malaysian Association of Research Scientists during the 2024 Seoul International Invention Fair (SIIF) on November 27-30, 2024. Known as one of the premier gatherings of inventors worldwide, the SIIF showcases science and technology (S&T) solutions addressing societal concerns through technology and innovation. With over 500 entries from 30 countries, the recognition of eHATID LGU highlights its potential to provide healthcare in underserved and isolated communities.

Developed to manage the concerns of healthcare workers especially in rural communities, the eHATID LGU functions as an offline-accessible electronic medical records platform. It enables local health units to store and update patients’ data efficiently, even in areas where internet access is unreliable. The project also facilitates reporting to national agencies like PhilHealth, helping to streamline administrative tasks while freeing up more time for patient care.

Mr. Jaztine Calderon, the developer of eHATID LGU, shared the inspiration behind the project, stating, “The goal has always been to address the practical difficulties encountered by healthcare workers in remote areas. Many rely on paper-based records that are prone to errors and delays. With eHATID LGU, data can be managed efficiently, even without an internet connection.”

The system operates on mobile devices such as smartphones and tablets, offering healthcare providers an accessible and intuitive tool. To complement its functionality, Calderon and his team also introduced the SMILHIS Local Health Information Exchange (LHIE). The additional platform securely integrates patient records across multiple health facilities, ensuring continuity of care when patients visit different clinics or hospitals. The eHATID LGU and LHIE can serve as innovative solutions for health data management in geographically isolated and underserved communities.

The Department of Science and Technology – Philippine Council for Health Research and Development (DOST-PCHRD) played an important part in the project’s success. Through funding and monitoring, the DOST-PCHRD has supported the advancement and wider adoption of eHATID LGU. Calderon expressed gratitude for the support, saying, “The involvement of government organizations like DOST-PCHRD provides Filipino innovators with the resources and opportunities needed to share their work on an international stage.” Through the Council’s guidance, the project has been aligned with national health priorities, ensuring its relevance and responsiveness to the needs of communities across the Country.

DOST-PCHRD Executive Director Dr. Jaime C. Montoya commended the project, saying, “The eHATID LGU exemplifies how research and development and technological prowess can improve access to quality healthcare for Filipinos. The project’s recognition on the international stage highlights the ingenuity and dedication of Filipino innovators in making healthcare accessible for all.”

Looking ahead, the eHATID LGU team aims to expand the system’s applications beyond healthcare further. Plans are underway to explore its use in public service sectors such as disaster risk reduction management and social welfare. Through integrating various functions, Calderon’s team seeks to establish a comprehensive platform that addresses a broader range of community needs.

Reflecting on the recognition at SIIF, Calderon remarked, “The real indicator of success lies in creating solutions that respond with the needs of communities. It is an honor to have eHATID LGU acknowledged globally, but the greatest achievement remains its impact on the lives of those it serves.”

Three other Filipino projects also won Bronze Medals at the SIIF: the iPOND device developed by Ms. Zalda R. Gayahan of DOST – Metals Industry Research and Development Center (MIRDC), the Bamboo Textile Fiber Technology spearheaded by Ms. Marie Antonette V. Berces of DOST – Philippine Textile Research Institute (PTRI), and the DeBCC Cream for basal cell carcinoma treatment invented by Ms. Lorena B. Dela Cruz-Chiu.

DTI reaffirms commitment to business development at SSF Summit

Tacloban City, Philippines—The Department of Trade and Industry (DTI) hosted a Shared Service Facility (SSF) Summit aimed at strengthening business enterprises through enhanced access to technology and resources last 12 December 2024. A flagship program of the DTI, the SSF program provides critical machinery, equipment, tools, skills, and knowledge to micro, small, and medium enterprises (MSMEs) through a shared system.
 
The DTI partners with “co-operators”—associations, cooperatives, universities and colleges, non-government organizations, and local government units—who house, maintain, and make the equipment accessible to enterprises.
 
Specifically, the summit provided an orientation on the updated implementation guidelines, led by the DTI Bureau of Small and Medium Enterprise Development Coordinator for Region 8 Ms. Numen Lansangan. She highlighted the requirement of a 10% increase in sales or beneficiaries for co-operators to transfer the equipment ownership before the expiration of the usufruct agreement within two years.
 
With 156 SSF Projects established across the region, the DTI emphasized its commitment to ensuring the operational efficiency of each project. The summit facilitated provincial reports, identifying common operational challenges and outlining steps and commitments to address them.
 
The DTI Provincial Offices will help SSF co-operators in maintaining complete and accurate documentation, submitting timely reports to monitor sales increase and beneficiaries assisted, regularly monitoring equipment functionality and identifying those needing repair or disposal, and scheduling capacity building interventions tailored to address the specific needs of the co-operators.   
 
Moreover, the summit addressed concerns regarding expired Usufruct Agreements of some SSF Co-operators. These expired agreements may require the transfer of  equipment to other capable and qualified co-operators, or the reapplication of the co-operators themselves.
 
The DTI Regional and Provincial Offices committed to conducting a comprehensive inventory of the Usufruct Agreements and facilitating the reapplication process for co-operators or the transfer of equipment to qualified entities by January 2025.   
 
Furthermore, the DTI will strengthen the services of the Shared Service Facilities by linking co-operator with market suppliers and buyers. This network will promote greater access to raw materials and semi-processed and final products, while also fostering connections with technology and technical experts and promoting sharing of good practices.
 
It was an opportune time during the event for SSF co-operators to gather and identify themselves under the coconut sector, other processed food sector, and other non-food sector to discuss these ways forward.
 
Inspiring success stories were shared by thriving co-operators, including Mr. Tito Cabintoy of the Brgy. Cabacungan multipurpose cooperative (MPC), Ms. Merlina Lumakin of the Sto. Niรฑo de Plaridel MPC, and Mr. Rammel Sacobos of the Baybay Dairy Cooperative. They emphasized of strong organizational structure, member commitment, meticulous record-keeping, regular equipment maintenance, and investment in facilities.
 
The summit underscored the crucial role of co-operators in effectively managing and maximizing the benefits of SSFs. It drew 182 participants, including cooperative and association members, DTI officials and project focal persons, and other representatives from the local government units and national government agencies. 

Biliran under price freeze following bridge incident


Biliran, Philippines—In response to a recent incident affecting the Biliran Bridge, the Department of Trade and Industry (DTI) Biliran Provincial Office has implemented a price freeze on basic necessities. This action follows the province’s declaration of a state of calamity last 27 December 2024, through a Sangguniang Panlalawigan Resolution.
 
Based on the technical assessment conducted, the bridge has sustained damage in certain areas due to corrosion, exposure to saltwater, and the constant daily movement of heavy loads. To address this, a barge is recommended to be utilized to handle the increased flow of cargo trucks transporting goods, perishable products, and fuel to the province, while major repairs to the bridge are undertaken.
 
The Provincial Disaster Risk Reduction and Management Council has recommended declaring a state of calamity to stabilize prices, ensure the continuous delivery of essential goods and services, and facilitate the mobilization of resources to mitigate the impact of the incident.
 
Section 6 of Republic Act 7581, also known as the Price Act, mandates that during a state of calamity or emergency, prices of basic necessitices within the affected area are automatically frozen at their prevailing levels. This automatic price control lasts for 60 days unless sooner lifted by the President of the Philippines.
 
The DTI continues to regularly monitor the prices and supplies of basic necessities and prime commodities under its jurisdiction. Reports show that prices are stable, although a few items were out of stock. To maintain the flow of essential goods, the provincial government prepares and monitors landing ramps for barge operations;.
 
The public is advised to stay calm as authorities are working diligently to ensure the continued supply of essential goods to the entire province. 

GETTING READY FOR GO NEGOSYO'S 20TH YEAR

 
2025 will be an exciting year. It is the year the non-profit I founded, Go Negosyo, turns 20 years old. How time flies, indeed. I can still remember when former president Gloria Macapagal-Arroyo asked me to be her adviser on entrepreneurship and started me off on this journey. I have met many remarkable people who shared my advocacy to uplift Filipinos through entrepreneurship. We believed then, as we do now, that empowering Filipinos with access to the necessary tools for successful entrepreneurship – money, markets and mentorship – will help millions escape poverty and live comfortable, prosperous lives.

2024 itself was a year that will be hard to top. Most companies did well last year. Our family companies, Concepcion Industrial Corp. and RFM, did extremely well, experiencing good cash flow and ending the year with no debt. I would like to think our companies are the bellwether for consumer confidence, since we deal with products in and adjunct to the consumer goods segment.

 It turns out we’re not just indulging in wishful thinking or confirmation bias: the rise in consumer confidence is reflected in numbers from the Bangko Sentral ng Pilipinas. Their fourth quarter surveys reflect an improvement in both consumer sentiment and business optimism, citing “higher and additional sources of income, more working family members and more available jobs and permanent employment” among consumers, and the “anticipation of an increase in demand for certain goods and services and the related seasonal uptick in business activities” on the business side.
So it is quite fortuitous that Go Negosyo will celebrate its landmark year in 2025, which I firmly believe will be a better year for the Philippine economy.

Matagumpay na isinagawa ang Ika-2 Pandaigdigang Kumperensiya sa Nanganganib na Wika na ginanap noong 9–11 Oktubre 2024 sa Pamantasang Normal ng Pilipinas, Maynila katuwang ang Pamantasang Normal ng Pilipinas-Sentro sa Pag-aaral ng Wika (PNU-LSC), Departamento ng Filipino ng Pamantasang De La Salle (DLSU-Filipino), at Departamento ng Linggwistiks ng Unibersidad ng Pilipinas (UP-Lingg).
Nilahukan ito ng 267 na kalahok mula sa iba’t ibang katutubong pamayanan, lider ng indigenous cultural communities (ICCs), Indigenous Peoples Mandatory Representatives (IPMR), ahensiya, institusyon, mag-aaral, at mga organisasyon.

Sa unang araw ay nagtanghal ng ritwal ang Bugkalot. Nagbigay ng mainit na bating pagtanggap si Denmark L. Yonson, PhD, Vice President for Student Success and Stakeholders Services ng Pamantasang Normal ng Pilipinas.Nagbahagi rin ng mensahe si Secretary-General Ivan Henares, PhD sa pamamagitan ni Gng. Kaye S. Nagpala ng Philippine National Commission for UNESCO. Nagtanghal naman ng katutubong sayaw ang PNU Kislap Sining Dance Troupe bilang pampasiglang bilang. Matapos nito ay nagbigay ng panayam ang Pamaksang Tagapanayam na si Victoria Tauli-Corpuz, Direktor ng Tebtebba kaugnay ng karapatan na dapat tinatamasa ng mga katutubo. Sinimulan naman ni Tagapangulong Arthur P. Casanova, PhD, ang panayam sa plenaryong sesyon na tumatalakay sa “Estado ng mga Nanganganib na Wika sa Pilipinas at Programa sa Pagpapasigla ng Wika ng Komisyon sa Wikang Filipino.” Sinundan ito ng paralel na sesyon tungkol sa dokumentasyon at mga pag-aaral sa wika mula sa iba’t ibang institusyon. Sa ikalawang plenaryong panayam naman ay tinalakay ni Anna Belew, PhD, Direktor ng Endangered Languages Project ang “Lumalaking Network ng Pagpapasiglang Pangwika sa Kabila ng mga Hanggahan.”

Sa ikalawang araw ay nagbigay ng mensahe si Deborrah S. Anastacio, PhD, Tagapangulo ng Departamento ng De La Salle. Ibinahagi din ni Marites T. Gonzalo, Direktor, IP Education Ministry ang “Pagtuturo ng mga Katutubong Kaalaman” at ginagawa ng kanilang organisasyon para sa kanilang komunidad na Tagakawlo. Sinundan ito ng pagbabahagi ni Frederick Barcelo, Bugkalot, sa “Pagsasalin ng Bibliya bรญlang Paraan ng Pangangalaga ng Wika” ng kanilang wika. Hinilawod Epic Chant Recording naman ang ibinahagi nina Felipe P. Jocano Jr., Unibersidad ng Pilipinas at Lord Jane Caballero-Dordas, PhD, Sugidanon. Nagkaroon din ng bahagian sa sesyong pararalel kaugnay ng mga papel-pananaliksik pangwika. Ibinahagi naman ni Siripen Ungsitipoonporn, PhD, Mahidol University ang pag-a-archive ng mga wika (Language Archiving) at nagawang website at mga materyal.

Sa ikatlong araw, nagbigay ng mensahe si Maria Kristina Gallego, PhD, Tagapangulo ng Departamento ng Linggwistiks. Nagbahagi naman ng mga papel sa plenaryong sesyon ang mga tagapanayam mula sa katuwang na institusyon. Sinimulan ni John Amtalao, PhD, Pamantasang De La Salle ang “Ang Sampung Libong Salita ng Tuwali-Ifugao sa Lente ni Padre Hubert Lambrecht: Repleksiyon sa Pagbubuo ng Identidad ng Aralรญng Kordilyera.” Sinundan ito ni Voltaire M. Villanueva, PhD Pamantasang Normal ng Pilipinas na “Pagtatampok sa mga Kalinangang Bayan sa Aralรญn at Pagsasanay tungo sa Preserbasyon ng Wika at Kultura (Bongabong).” Nagkaroon din ng pagbahagi sa mga papel-pananaliksik sa paralel na sesyon. Huling nagbigay-panayam si Jesus Federico C. Hernandez, Unibersidad ng Pilipinas sa “Quo Vadis: Muling Pagsipat sa Diskurso ng Panganganib at Pagpapasigla ng mga Wika sa Pilipinas.”

Pinangasiwaan naman ni Komisyoner Melchor E. Orpilla, PhD, Komisyoner ng Wikang Pangasinan, ang Resolusyon sa mga kalahok hinggil sa pagkakaisa ng mga ahensiya at institusyon sa pangangalaga ng mga nanganganib na wika sa bansa na nilagdaan ng mga kalahok. Sa huli, ay nagbigay ng pampinid na pananalita si Komisyoner Jose Kervin Cesar B. Calabias, PhD, Komisyoner ng mga Wika ng Kahilagaang Pamayanang Kultural kaugnay ng naganap na tatlong araw na kumperensiya.
