3 Pinoy Space Engineers Make History with Maya-2 Cubesat Launch

The date 21 February 2021 (1:36 AM Philippine Standard Time) is now forever etched in the history of space science in the Philippines with the launch of the country’s second cube satellite, called Maya-2 CubeSat, that was developed by three Filipino student engineers. 
The Maya-2 CubeSat was launched through the International Space Station (ISS) along with Paraguay’s GuaraniSat-1 CubeSat and Japan’s Tsuru CubeSat for the BIRDS 4 Satellite Project - KyuTech aboard the Northrop Grumman CRS-15 mission.
The Maya-2 CubeSat team is composed of BIRDS-4 Project Manager Izrael Zenar C. Bautista who obtained his degree in MS Energy Engineering from the University of the Philippines Diliman; BIRDS-4 Project member Mark Angelo C. Purio, on the other hand, obtained his degree in MS Electronics Engineering from the De La Salle University and his MA in Education from Adamson University; and BIRDS-4 Project member Marloun Sejera who earned his degree in MS in Electronics and Communications Engineering from the Mapúa Institute of Technology. 
Incidentally, the three Filipino space engineers are now pursing doctoral degrees in Space Systems Engineering and Space Engineering at the Kyushu Institute of Technology (Kyutech).
According to Secretary Fortunato T. de la Peña of the Department of Science and Technology (DOST), Maya-2 is the country’s fourth satellite that was launched through the International Space Station (ISS). Diwata 1 and 2, both microsatellites, were launched in 23 March 2016 and 29 October 2018, respectively, while Maya-1 was launched in 29 June 2018.

“Since DOST started the Philippine Space Technology Development Program in 2014, we have already sent orbiting into space two micro satellites, Diwata-1 and Diwata-2, and two nanosatellites Maya-1 and Maya-2,” de la Peña said. 
The science chief also said that the DOST’s Advanced Science and Technology Institute (ASTI) and the University of the Philippines Diliman’s Institute of Electrical & Electronics Engineering (UP IEEE) are the implementors of the satellite development projects in cooperation with two Japanese universities, Hokkaido University and Tohoku University. This initiative is also part of the Stamina4Space Program of the DOST funded by the Philippine Council for Industry, Energy, and Emerging Technology Research and Development (PCIEERD) and implemented by the Advanced Science and Technology Institute (ASTI).
The Space Technology and Applications Mastery, Innovation and Advancement (STAMINA4Space) Program is a space research & development program that aims to further develop deep expertise that enable and sustain the growth of a local scientific-industrial base in space technology and applications in the Philippines.
The development of Maya-2 CubeSat is part of the 4th Joint Global Multi-Nation Birds Satellite project called “BIRDS-4 Satellite Project” that is a cross-border interdisciplinary CubeSat project hosted by the Kyushu Institute of Technology in Japan, in collaboration with the three countries. 
The Maya-2 CubeSat weighs 1.3kg equipped with a camera for image and video capture, attitude determination and control units for active attitude stabilization and control demonstrations, Perovskite solar cells and Latchup-detection chip, and an Automatic Packet Reporting System Message Digipeater (APRS-DP).

According to Professor Paul Jayson Co, project leader of the STAMINA4Space Space Science and Technology Proliferation through University Partnerships (STeP-UP), the satellites use commercial off-the-shelf (COTS) components to verify proper function in space and the information gathered from BIRDS-4 will form the basis for usage of these COTS components for future space missions. 
Co was also quoted, saying that the satellites also carry a store-and-forward payload that can be used to gather data from ground sensors for more practical applications like for weather and infectious disease analysis.
Furthermore, Co disclosed that aside from the Maya-2 CubeSat, there will be two more, Maya-3 and Maya-4, that will be launched within the year.
Moving forward, these projects are seen to further intensify the efforts of the country to harness the power of satellite technology for other purposes like those for agriculture, forest cover and natural resources inventory, weather forecasting, and disaster damage assessment and monitoring, among others.
De la Peña also revealed that the Philippines is aggressively pursuing its space development program because of its many benefits to the Filipinos. In a press statement, the science chief said, “The succeeding micro satellites Diwata-3 and Diwata-4 and succeeding nanosatellites are now in various stages of development, now done completely in the Philippines.”

HIGHLIGHTS OF ACCOMPLISHMENTS

The DOST interventions to address the COVID-19 pandemic, help rebuild the economy, and respond to pressing concerns through science, technology and innovations have been highlighted by a number of accomplishments, such as the following: 

KALUSUGAN:
DOST Regional Offices prepare for deployment of RxBox units for telemetry monitoring
With a total of 368 devices delivered to regions NCR, VII, IV-A, III, XI, VIII, and UP-PGH, the DOST Regional Offices are now preparing for pre-deployment activities such as coordinating agreements with beneficiaries and logistical preparations in preparation to the deployment and training. In addition, out of the 244 units newly inspected, 120 units have passed based on the results of the inspection findings submitted to DOST-CALABARZON, UP, and Ionics. 

DOST-CALABARZON presented the accomplishments and status of the RxBox during the 109th PCHRD Governing Council meeting on projects in relation to the COVID-19 response held last January 7, 2021. A Zoom meeting with UP, DOST Regional Offices, and Ionics was conducted last January 11 to discuss clarifications on the endorsed Clinical Acceptance Test (CAT) procedures. 

Updates on WHO Solidarity Trials on Vaccines
The Philippine team is currently recruiting the additional manpower needed, preparing the sites, and coordinating with relevant government agencies and LGUs, pending release of final detailed SOPs and protocol from WHO.  The DOST has also submitted a request to the DBM and Sec. Carlito Galvez Jr. for additional funding in response to the request of WHO for the Philippines to expand the trial in the essence of the study objectives to conduct a rapid, community-based enrollment in hotspot areas. This would cover the additional personnel and operational expenses for the project. 

KABUHAYAN
DOST-CAR provides assistance to four MSMEs thru SETUP
The DOST-CAR thru its PSTC-Benguet signed a Memorandum of Agreement with three manufacturing firms from the City of Baguio, namely MAKK Builders, GQB Apparels, and Chokkos Bakeshop for the implementation of the approved Small Enterprise Technology Upgrading Program (SETUP) interventions. The MOA signing was conducted on January 8, 2021 at the PSTC-Benguet, Gov. Pack Road, Baguio City. 

The three (3) projects will be funded under the CY 2021 SETUP Fund with a total funding requirement of PhP 3,197,446.25. Likewise, the projects aim to enhance the production efficiency of the MSMEs through the provision of equipment and other applicable technical assistance such as trainings, packaging and labeling and laboratory analyses. 

Meanwhile, the delivery of One-unit Double Head Seamless machine to Kimro’s Iron Works, a SETUP beneficiary in CY 2020 was finally completed on January 8, 2020 after the delays caused by the COVID-19 pandemic. The firm is involved in the production and installation of uPVC windows, doors and other building components made of uPVC.

DOST-X provides S&T livelihood, health and nutrition assistance to Indigenous Peoples (IP) Community in Cauyunan, Opol, Misamis Oriental
The lives of the IPs in the depressed barangay of Cauyunan, Opol, Misamis Oriental are expected to be transformed through the S&T interventions provided by the DOST-X through its Community Empowerment thru Science and Technology (CEST) program. On 7 January 2021, the said IP community, through its local government unit, received S&T assistance amounting to Php550,000.00 as support for the development of a sericulture farm and the establishment of a banana food processing facility in the area. The banana processing facility and the sericulture project are aimed at eradicating hunger and poverty in the community. The banana processing facility is a support to the existing 100 hectares of banana plantation managed by the Cauyunan Farmers Association (CFA). These livelihood projects are a collaborative effort of the LGU Opol, the CFA, and the DOST-PTRI.

In addition, a financial assistance amounting to Php595,006.00 for health and nutrition interventions was also provided to the IPs in Cauyunan. Said amount will be used in procuring enhanced nutribuns, iron-fortified rice, and iodized salt for the residents. 

How Compliance Testing Put Lechon on the Table for Members of a Homegrown Micro Enterprise
In late September of 2020, an enterprise in traditional weaving and bamboo craft from Cavite, Likhang Maragondon (LM), decided to participate in the supply needs for PPEs, in particular, for community face masks using handwoven fabrics. To ensure that their masks will adhere to the guidelines for cloth face masks for community use as recommended by the WHO, and the DOH-PHST, DOST-PTRI, LM submitted its products to the test with DOST– PTRI for water-repellency, water absorbency, fiber composition, and air permeability. The fabric type, mask shape, and the number of layers were similarly evaluated, and in consultation with the PTRI’s Technical Services Division, their locally-made handwoven masks were found to successfully conform to the requirements. 

The face mask, branded as Habing Maragondon, consists of multi-layers of fabrics with the outermost layer making use of the cloth handloom-woven by the weavers of Maragondon.

KAAYUSAN
DOST-CALABARZON developed Contactless Attendance System (CAS) 
The inhouse-manufactured device is intended to automate the sampling of personnel temperature and allow the answering of the health screening questionnaire without touching any computer peripheral or input devices. It is meant to integrate with the existing Human Resource Management System (DOST-CALABARZON HRMIS) and Health Screening Information Systems (HSIS). CAS was developed using an Arduino microcontroller to interface with sensors and serve as user input or interface and a computer to serve as the host that interacts with the information systems.

Twelve new communities join “Gulayan sa Pamayanan contra COVID-19” project bringing the total to 19 project sites as of end of December 2020
Twelve (12) communities joined  the Gulayan sa Pamayanan project bringing the total number to 19 communities with 350 families  benefiting from the project as of end of December 2020. It has also engaged 132 community garden workers/volunteers.  Implemented by DOST-NCR since June 2020, the DOST-PCAARRD project aims to provide S&T-based livelihood and increase vegetable availability in Metropolitan areas to alleviate community situation during COVID-19 pandemic. 

BanaTech mobile app determines harvest date of Lakatan and Saba bananas, gives timely advice on cultural management practices

Crop yield forecasting is of considerable significance to global food supply. To improve national food security, policymakers rely on specific forecasts to take timely import and export decisions.  Another important feature of knowing the crop yield is the timely information for optimal management practices. In response to this, a new mobile app has been developed by the UPLB SARAi team to help banana farmers plan their harvest.  Aside from calculating the harvest date, the new app also features advices for timely cultural management practices.
     
The primary objective of the application is to determine the total number of days to harvest from a selected bunch development phase. In this app, stages of bunch development are presented through pictures of selected and monitored sample plants during SARAI phenological studies on Lakatan and Cardaba/Saba.  The SARAi team is currently developing an added feature which is the harvestable bunch yield of Lakatan. This will be released through the Google Playstore for field testing to banana growers to enhance its reliability.

Three licensing agreements signed under PCAARRD-Supported Agri-based TBIs, 2021 plans bared
In 2020, PCAARRD and its partner-agencies have strengthened its efforts in technology commercialization, food security, and agricultural livelihood in the midst of the pandemic. Under the DOST-PCAARRD Agri-Aqua Technology Business Incubation (ATBI) Program, three (3) licensing agreements were signed and issued with Fairness Opinion Report in 2020 for the transfer and commercialization of different PCAARRD-funded technologies. The Isabela State University (ISU) signed two licensing agreements with DV Boer Farm to commercialize Chevon Valley and SemEx. Chevon Valley is a line of native dishes applied with the university’s goat processing, product storage and stability, and canning technologies. SemEx is an artificial insemination technology used to prolong the life span of buck’s sperm cells for animal breeding. 

Furthermore, the Capiz State University (CapSU) signed a licensing agreement with BDOZ Veterinary Products Trading to commercialize Ethnobotanical Dewormer, a formulation of ipil-ipil and betel nuts to treat internal parasitism in native chicken and other poultry species. The Chevon Valley, SemEx, and Botanical Dewormer are products of PCAARRD-funded R&D projects. Likewise, PCAARRD, through its ATBIs in ISU and CapSU, supports the start-up-incubatee DV Boer Farm and spinoff-incubatee BDOZ Veterinary Products Trading.

PCAARRD will continue its contribution to the innovation ecosystem and the agriculture, aquatic, and natural resources sector. From hosting 91 incubatees in 2019 to 154 incubatees in 2020, PCAARRD is expected to support more agri-based startups/spinoffs and level up its ATBI operations for the recovery of the country from the COVID-19 pandemic. 

KINABUKASAN
Updates on Advanced Satellite for the Philippines (ASP) project
As part of DOST’s priority agenda under the emerging technologies sector of providing space technology applications to public services, the Philippine Space Agency (PhilSA) announces the start of building next-generation satellite under the Advanced Satellite for the Philippines (ASP) project of the STAMINA4Space Program. The ASP project funded by DOST and  implemented by the University of the Philippines and the DOST-Advanced Science and Technology Institute in coordination with PhilSA is partnering with Surrey Space Technology Ltd (SSTL) for the design and manufacture of a multispectral satellite capable of imaging an approximate area of 100,000 km2 of the country daily. SSTL is a leader in developing commercial-grade earth observation satellites as well as delivering a Know-How Transfer and Training (KHTT) program that can aid in our capacity building efforts. 

On December 14, 2020, the Phase 1 of the activity commenced with the remote delivery of the Satellite System Design course by the University of Surrey attended by a pool of 30 Filipino Engineers. Another set of courses and lectures on systems engineering will be delivered by the SSTL this January to further equip engineers with theoretical knowledge needed to build our next satellite. Thirteen out of the 30 engineers will then be deployed to SSTL in the UK for full immersion on the design and manufacture of our next satellite. 

DOST supports scholars on Space Technology 
Since September 2020, eight (8) DOST-SEI scholars have started their program at the National Graduate School of Engineering (NGSE) of UP Diliman and has started reviews of the BIRDS-4 CubeSat that will be used as the reference for the next generation of Maya satellites, Maya-5 and Maya-6.

The scholars Gio Asher Tagabi, Joseph Jonathan Co, Ronald Collamar, Chandler Timm Doloriel, Genesis Remocaldo, Anna Ruth Alvarez, Angela Clarisse Chua, and Khazmir Camille Valerie Macaraeg were introduced to the public in an online event on November 6, 2020.

For the second batch, 11 applicants out of the 50 applications received made it to the shortlist and were recommended to pursue their applications to the NGSE.

The scholarship program is under the Space Technology and Applications Proliferation through University Partnerships (STeP-UP) Project which aims to develop a pool of space technology researchers and scientists. 

PhilSA has new Deputy Director General
The Philippine Space Agency (PhiLSA) welcomes the appointment of Dr. Gay Jane Perez as Deputy Director General.
 
Dr. Perez brings a wealth of expertise and experience to the PhilSA through her work in building and leading various national space science & technology and applications programs and international scientific collaboration activities. She is the Program Leader of the DOST-funded STAMINA4Space Program.
 
Dr Perez is an Associate Professor of Environmental Science and Meteorology and Scientist II, University of the Philippines Diliman and an awardee of The Outstanding Women in the Nation's Service (TOWNS) and the ASEAN-US Prize for Women. She was a  Postdoctoral Fellow of the NASA Goddard Space Flight Center.

DOST ITDI Pursues Backend Innovation, Inaugurates MMIC

The Industrial Technology Development Institute (DOST-ITDI) will be inaugurating the country’s first innovation hub on February 18, 2021.

Science and Technology Secretary Fortunato T. Dela Peña, together with Undersecretary for R&D Dr. Rowena Cristina L. Guevara, and ITDI Director Dr. Annabelle V. Briones, will be opening to the public the Modular Multi-Industry Innovation Center (MMIC) or “InnoHub sa Pinas” located at the CED and MMIC Building at the Department of Science and Technology Complex in Taguig City.

The MMIC is one of several projects supported by the Science Department, through the Philippine Council for Industry, Energy and Emerging Technology Research and Development (DOST-PCIEERD).

With MMIC, the Philippines is joining the ranks of Canada, Malaysia, and Mexico in setting up an Innovation Hub for advanced scale up of researches on food and nutraceutical products.

The aim is to give back to Filipinos the experience and way of work and life that is made more functional, efficient, and cost-effective because of science.

MMIC or “InnoHub sa Pinas” is the Department’s platform to innovate and meet growing industry demands. It is ITDI’s core R&D facility, which uses manufacturing by-products as raw materials, otherwise known as “backend innovation.” It is equipped with modular equipment that are multi-functional. ITDI can retrofit these machines for use by different manufacturing lines, using both manual and automated processing.

These facilities, complete with handling support equipment, can be used by the local industry sectors as a venue for developing new products, product equivalents, product variances, and product reintroductions, as well as, pilot capacity production.’

And so while the country is slightly hampered by the COVID-19 pandemic, ITDI continues to pursue ways to boost industry competitiveness even at the backend.

Farewell to a model leader and a recognized public manager DOST Usec. Brenda Manzano

A transformational leader, Usec. Brenda believed that in this fast-changing world, growth and change are inevitable… that if we want to catch up with the rest of the world, we have to improve our ways, no matter how drastic the changes may be. It was her transformational leadership that led to the attainment by DOST IX – the organization she handled for more than two (2) decades – of having the distinction as the first DOST Regional Office to have been conferred the Philippine Quality Award (PQA) Level 1: Recognition for Commitment to Quality Management (in 2012) and PQA Level 2 – Recognition for Proficiency in Quality Management (in 2017). She also inspired four (4) other DOST Regional Offices to embark on the quality excellence journey. With her guidance and leadership, there are now five (5) DOST Regional Offices that have been conferred with PQA – three (3) Regional Offices with PQA level 2 (DOST II, DOST IX, and DOST XI) and two (2) Regional Offices with PQA level 1 (DOST CALABARZON and DOST VIII).

As a scholar of the former National Science and Development Board (NSDB), she graduated with a degree of Bachelor of Science in Chemistry from the Western Mindanao State University, magna cum laude. She earned her academic units in Master of Science in Management Engineering from Adamson University and academic units in Master of Science in Chemistry from the University of Sto. Tomas. She obtained the degree of Master of Science in Environmental Engineering from the Asian Institute of Technology in Bangkok, Thailand.

DOST has been a home to Usec. Brenda. After graduating from college in 1983, she started working for the National Science and Technology Authority (now DOST) then as a Science Research Specialist 1. She rose from the ranks to become the Officer-in-Charge, Office of the Regional Director of DOST-IX in March 1991, when she was just around 29 years old. She then took her oath as the full-fledged DOST-IX Regional Director in January 1992. Twenty-five (25) years after, she became the DOST’s Undersecretary for Regional Operations in January 2017.

A model leader and a recognized public manager that she was, Usec. Brenda received several awards such as the 2012 GAWAD CES Presidential Award, the 2005 Distinguished Alumni Award conferred by the AIT Alumni Association’s Mother and Philippine Chapters, the Regional Outstanding Lady Executive, and the Golden Heart Medallion Award for Excellence in Science Promotion, Research and Development, and Technology Transfer, among many others. She is also a Career Executive Service Officer I.

‘HAPPY PEOPLE’ RELOCATED TO YULO ESTATES

SMILES and feeling of satisfaction and contentment were etched on the faces of former informal settlers (IS), who were brought to the new relocation site in Yulo estates in Canlubang, Calamba, Laguna.
They used to occupy Sitios Banias and Matang-Tubig, also in Calamba, owned by the San Cristobal Realty and Development Corp. (SCRDC) of the Yulo family. Some 50 households were already relocated to Sitio Tibagan, where they happily related the “positive change” in their life, following their transfer to the area, which according to them “is more developed and urbanized.” The place though, is still in the process of development.
Fifty more IS are expected to be brought to Sitio Tibagan from the former disputed land, which some of them refused to leave, claiming that portions of the more than 700 hectare landholding belonged to their forefathers, which they later allegedly inherited.
Such claim however, “was baseless,” according to SCRDC spokesperson, Bam Masongsong. He has all the papers to show, indicating the Yulos’ ownership of the landholdings.
“Masayang-masaya na po kami dito. Amin na itong bahay at lupa. Wala ng gagalaw sa amin,” the teary-eyed stroke victim, 59-year-old Edgardo De Leon,  said. He and his wife, along with their two children were brought to the place in December.
De Leon could hardly move and dependent on their daughter, who works in a factory, for their daily sustenance. He used to work with Asia Brewery. They live in a roomless 50-square meter house and use solar panels as power source. 
The local government units (LGUs) provided them with water. At this time, water is provided for free, according to project manager. Eventually, it would be metered, he added.
He also explained that the Yulos, known to be benevolent and philanthropists provided their former “loyal and dedicated workers” with pieces of land categorized into three- Class A, B and C. Their names should be found in the company’s master list.
Class A were those who worked for Yulo family for decades and were provided with 150- square meter real property; Class B – 75 square meters and Class C with 50 square meters. Mr. Roy said that most of those workers were already deceased “but the Yulos still considered their descendants from children to grandchildren” to be beneficiaries.
This week, one last “hardliner” Francisca Mangubat and her family finally left Sitio Banias, making the area now clear of IS and supposed landgrabbers. 
The real estate originally belonged to American investors who went to the Philippines in 1912. It was formerly known as the Calamba Sugar Estate. During the Japanese occupation of the Philippines, it was sold to Vicente Madrigal. Unable to run the estate successfully, he sold it to Jose Yulo in 1948. 
Yulo was a bright lawyer and legal counsel of the estate since 1927. He had also served as Speaker of the House of Representatives before World War II and Chief Justice of the Supreme Court during the Japanese Occupation.
The estate was renamed Canlubang Sugar Estate and Yulo improved its financial and social status within two years through progressive reforms.
