Are microplastics in Bangus dangerous?

Out of the 383 extracted particles from 30 Bangus individual from sampling sites in a selected site in Mindanao, 235 were confirmed to have microplastics. This is the result of the study funded by the Department of Science and Technology-National Research Council of the Philippines (DOST-NRCP), led by Dr. Rey Y. Capangpangan, an NRCP lead researcher, which found concentrations of microplastics in the fish, indicating the pervasiveness of plastic pollution in the aquatic environment.

“While microplastics themselves may not be inherently toxic, their chemical nature allows them to attract and accumulate other toxic substances on their surfaces. When microplastics with attached toxic substances are ingested, they pose a potential threat to human health”, Marybeth Hope Banda, member of the research team, said.

Microplastics have been shown to induce a sense of fullness in fish, potentially reducing their appetite and hindering their ability to consume sufficient nutrients for normal growth.

Dietary exposure to microplastics cannot be estimated. Because particle toxicity data of microplastics are not yet available, an estimation of the potential risks of microplastic particles in food is not yet possible.

The impact of ingesting microplastics for humans has yet to be determined. Its toxicity depends on how much is consumed, though some particles are small enough to penetrate human tissue.

“The Filipino people, living in an archipelagic country and relying on its fresh and marine water bodies, are at risk of ingesting microplastic-contaminated aquatic organisms. With this data, we can start to see the extent of microplastic pollution and start its mitigation”, Capangpangan said.

Capangpangan added that it is not enough to count microplastics. There’s a need to have a harmonized protocol about its toxicity threshold level to identify its effect on humans. This is why Capangpangan reaches out to other researchers in the same field to collaborate and craft a standardized protocol regarding microplastics’ effect when ingested by humans.

In the data of the Buruea of Fisheries and Aquatic Resources in 2020, milkfish production contributed 17.9% to total fisheries production and Php 43.5 billion to the Gross Domestic Product (GDP). The same report says that of an average Filipino household’s annual fish consumption, about 10% of the 36.8 kg is milkfish.

According to past studies, microplastics in fish may cause structural damage to the intestine, liver, gills, and brain, while affecting metabolic balance, behavior, and fertility. The degree of these harmful effects depends on the particle sizes and doses, as well as the exposure parameters.

Dr. Capangpangan’s research is one of the ongoing projects of NRCP under Saganang Pagkain para sa Lahat (SAPAT) program of the National Basic Research Agenda (NIBRA).

NRCP invites researchers, scientists, and innovators to join the Council for the 2024 Annual Scientific Conference and 91st General Membership Assembly on 12 March 2024 at the Philippine International Convention Center (PICC). (Venus Abigail D. Gutierrez, S&T media service)

Ulama-Bishop Dialogue Meetng and Joint Statement to Address Mindanao State University-Marawi Bombing Incident

COTABATO CITY – In Commemoration of the 10th Anniversary of the January 24 Peace Day, 11 Muslim and 7 Christian religious leaders in Mindanao, together with Presidential Peace Adviser Sec. Carlito G. Galvez, Jr., convened in Cotabato City on January 16-17 for a significant dialogue meeting and joint statement on the bombing incident during the Catholic Mass at the Mindanao State University – Marawi on December 3,
The released joint statement marks the initial collaborative communication among the religious leaders following the ‘barbaric’ incident. The statement aimed to address the concerns about security which raised questions about the sustainability of the peace process between Christian and Muslim communities in Mindanao.

“We are comforted and inspired by the mutual assistance of Muslims and Christians given to the victims in the aftermath of the bombing, a sign of continuing fraternity amidst violence. We pray that such assistance, given especially by the national and local governments, would significantly contribute to the complete healing of the trauma suffered by the victims and their families,” the statement said.

As the leaders come together, their dialogue played a pivotal role in shaping the narrative of interfaith relations and reinforcing the importance of harmony among diverse religious communities. The meeting is not only an opportunity for healing but also a crucial step towards building a resilient and peaceful society in the aftermath of such tragic incidents.

Presidential Peace Adviser Sec. Carlito G. Galvez, Jr. from the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) said, “On behalf of OPAPRU we will always be supporting the interfaith dialogue… to revive our interfaith dialogue with our brothers and sisters. Rest assured that the Marcos administration and with the Special Assistant to the President, we will make way to revive all the things that we have started. And I would like to thank all the religious [leaders] for really guiding us on the way towards peace. We will always be with you in really promoting peace and development in Bangsamoro and also for our Filipino brothers to have lasting peace in our country.”

The lead convenor, Heavenly Culture, World Peace, Restoration of Light (HWPL), is an international peace organization that has been conducting interfaith dialogues around the world since 2014, as one of its core initiatives. HWPL facilitated the meeting in commemoration of the 10th Anniversary of the January 24 Peace Day, which was declared by Chief Minister Ahod Ebrahim to acknowledge the civilian-led peace agreement signed between Muslim and Catholic leaders in 2014. The agreement was mediated and proposed by Korean war veteran and HWPL Chairman Lee Man-hee.

In the statement, the religious leaders also expressed, “Our heart-felt thanks especially to the Heavenly Culture, World Peace, Restoration of Light (HWPL), for generously supporting and facilitating our dialogue. Our assembly is a concrete expression of the objectives of HWPL through its Religious Peace Academy (RPA) to promote inter-religious dialogue towards harmony and peace by means of quality scripture education, rooted in the teachings of the Glorious Qur’an and the Holy Bible.”

The RPA is an interfaith academic platform launched by HWPL where lectures of religious leaders on fundamental topics can be accessed by the general public for free. It aims to foster a culture of peace, harmony, and unity among all religions through scriptural studies.

“I think this [Religious Peace Academy] is very important because it is like a merchandise. There are people looking for this, they enter and enroll, and it is free. It is very important so that both can better understand peace,” said Dr. Muhammad Nadzir S. Ebil, Bangsamoro Darul-Ifta’ in a press conference.

Most Rev. Antonio Ledesma, Archbishop-emeritus of the Archdiocese of Cagayan de Oro seconded, “RPA provides perspective from both religious traditions for mutual understanding and mutual respect. And I think it is also innovative in the sense that it is online, it is available anytime to anyone who’s interested. If we really study both religious traditions, there are many commonalities and similarities and the basic core values for peace and fraternity are in both religious traditions.”

The joint statement made by Muslim and Christian leaders underscores their commitment to fostering peace through ongoing dialogues and the enhancement of interfaith relations. They have mutually agreed to sustain their collaborative efforts henceforth.

Advisory on the rocket launch of Long March 7

Quezon City - The Philippine Space Agency (PhilSA) confirms the launch of the Long March 7 rocket of the People's Republic of China. Expected debris from the rocket launch was projected to have fallen within the identified drop zones approximately 43 NM (DZ 1), 40 NM (DZ 2), and 52 NM (DZ 3) away from Bajo de Masinloc, and 98 NM (DZ 3) from Cabra Island.

Long March 7 was launched from the Wenchang Spacecraft Launch Site in Wenchang, Hainan, China around 10:27 PM PhST on 17 January 2024.

Details of the rocket drop zone were disclosed through a Notice to Airmen (NOTAM) warning of an “aerospace flight activity.” PhilSA has disseminated a pre-launch report to relevant government agencies and authorities prior to the launch.

Estimated drop zone area for expected unburned debris from Long March 7

Unburned debris from rockets, such as the booster and faring, are designed to be discarded as the rocket enters outer space. While not projected to fall on land features or inhabited areas, falling debris poses danger and potential risk to ships, aircraft, fishing boats, and other vessels that will pass through the drop zone. There is also a possibility for the debris to float around the
2 / 2
area and wash toward nearby coasts. Additionally, the possibility of an uncontrolled re-entry to the atmosphere of the rocket’s upper stages returning from outer space cannot be ruled out at this time.

PhilSA reiterates its earlier advice for the public to inform local authorities if suspected debris is sighted. PhilSA also cautions against retrieving or coming in close contact with these materials that may contain remnants of toxic substances such as rocket fuel.

Taytay passes Landmark Ordinance to Protect Children's Health

The local government of Taytay, Rizal yesterday passed an ordinance that restricts child-targeted marketing of ultra-processed food and beverages within the municipality, in a bid to protect children from obesity and other diet-related health risks.

Ordinance No. 2307-036 or An Ordinance to Protect Children from the Harmful Impacts of Food and Beverage Marketing’, introduced by Councilor John Tobit Cruz, prohibits advertisements of food high in fat, salt, or sugar, in child-centered settings such as school zones, playgrounds, parks, and family mall areas.

"This is a win for children’s health,” said Tobit Cruz during the final reading of the ordinance. “We commit to creating an environment where our children can grow up healthy and easily pursue healthy eating habits, starting with this policy,” Cruz added.

Exposure of children to advertisements featuring ultra-processed food is linked to the increased consumption of such foods and associated risks of obesity, according to a study by the United Nations Children’s Fund (UNICEF).

“We laud Taytay for being the first municipality to advance this landmark health policy. This measure aligns with the broader national and global efforts to combat childhood obesity and promote healthier lifestyles among children,” said Atty. Sophia San Luis, Executive Director of ImagineLaw, the local government’s partner in drafting the ordinance.

One in every seven Filipino school-aged children is obese or overweight, according to a 2021 study of the Department of Science and Technology Food and Nutrition Research Institute (DOST-FNRI).

“We hope that this policy serves as a model for other municipalities and cities seeking to protect the health of their children,” she added.

Local task force to end harmful food and beverage marketing to children

To enforce the ordinance, a local task force of Taytay government officials will be formed to focus on monitoring food and beverage advertisements within the municipality, and assisting establishments to comply with the new regulations.

Violators of the ordinance will face a fine of PhP 2,500.00 and will be required to take down advertisements that violate the regulations.

The task force will also lead efforts to assist the community to promote healthier food choices among children and families.

“Taytayeños can anticipate more proactive and sustainable programs that prioritize children’s health through this policy win,” Coun. Cruz added.

Israel Unveils the Jerusalem Learning Resource Center in Taguig

The Embassy of Israel in the Philippines unveiled the Jerusalem Learning Resource Center at Bagong Tanyag Elementary School (BTES) – Annex A. This project is part of the Embassy’s support in the recent Brigada Eskwela 2023 of the Department of Education (DepEd).
Ambassador of Israel to the Philippines Ilan Fluss personally visited the school for the official turnover of the Jerusalem Learning Resource Center. “Named after the heart of Israel which is Jerusalem, our capital, this library is a humble donation and an unwavering commitment we share towards nurturing the minds of the future generation,” Ambassador Fluss said. “This center is our contribution to Brigada Eskwela 2023 and we look forward to participating and contributing to future initiatives and opportunities in the education center,” Ambassador Fluss explained.

A vacant space in BTES-A was transformed into a library that signifies the strong bond of friendship between Israel and the Philippines. The library is filled with educational materials, a TV set, water dispenser, fans, bean bags and tables, and other amenities to make learning comfortable and exciting for the pupils of BTES. Around 2000 students are currently enrolled in BTES and they will have free access to the Jerusalem Learning Resource Center.

In a message delivered by Taguig City Mayor Lani Cayetano through her representative Councilor Jomil Bryan Serna, the mayor said, “This remarkable initiative, made possible through the sponsorship of the Embassy of Israel in the Philippines, is truly a blessing for our community and sets a positive tone for the year ahead. It will serve as a hub for knowledge, lifelong learning, and community engagement. This also reflects Israel's belief in the transformative power of education, a sentiment that resonates with the values of our city. We express our heartfelt gratitude to the Embassy of Israel for their kind deeds and dedication in providing our students with this invaluable learning resource.”

Ambassador Fluss and Councilor Serna also entertained the kids by reading the story of David and Goliath inside the library.

Despite the ongoing challenges faced by Israel against Hamas, Israel is committed to strengthening its relations with the Philippines. Ambassador Fluss thanked the Philippines for standing in solidarity with Israel since the horrific events on October 7th. He also called on Filipinos to support the call to bring back home the 132 hostages still kept in Gaza by Hamas.

The unveiling ceremony of the Jerusalem Learning Resource Center held on January 9 was attended by the city government representatives, LGU officials, and BTES faculty members, parents, and pupils.

BOI gives green lane endorsement to Metro Pacific’s vegetable, dairy farm projects

The One-Stop Action Center for Strategic Investments (OSACSI) of the Philippine Board of Investments (BOI) has granted Green Lane Certificates of Endorsement to two of Metro Pacific's projects. These include a vegetable farm project located in Bulacan and a dairy farm project situated in Laguna. The total cost of the projects amounts to Php3.4 billion.

Trade Undersecretary and BOI Managing Head Ceferino Rodolfo awarded the Certificate of Endorsement, under Executive Order (EO) No. 18: Constituting Green Lanes for Strategic Investments, to the officials of Metro Pacific Fresh Farms, Inc. (MPFF) and the Metro Pacific Dairy Farms, Inc. (MPDF) in a brief awarding ceremony at the BOI’s Main Office in Makati City on Nov. 30, 2023.

The MPFF's Metro Manila Greenhouse Vegetable Production Project will be a state-of-the-art complex of modern greenhouses. The project aims to promote sustainable farming practices and modern farming technology. It is the largest vegetable greenhouse facility in the Philippines, located in San Rafael, Bulacan. The farm is expected to start commercial operation in the 4th quarter of 2024, producing high-quality vegetables.

Agriculture is the largest user of freshwater, accounting for 70% of global usage. By implementing modern farming practices such as Nutrient Film Technique hydroponics and Drip Irrigation systems, MPFF hopes to reduce the agriculture sector's consumption of natural resources.

MPFF's sustainable farming project redefines agriculture by discarding conventional farming methods. The initiative aims to make fresh locally sourced organic produce available to Filipinos.

MPDF's Integrated Dairy Farm Project will manufacture dairy products at a capacity of 30,000 liters per day. The project expands local milk production capacity by 20%, which currently stands at 26.3 million liters.

The project is set to begin its commercial operations in the first quarter of 2025 in Bay, Laguna. Its main objective is to replace imported milk with locally produced high-quality dairy products, which will help boost the country's self-sufficiency. This initiative will address food security and value chain gaps by offering premium locally-produced products, demonstrating a shift towards efficient local substitutes.

On February 24, the Office of the President approved EO 18, which aims to hasten, simplify, and automate the permit and license application processes for strategic investments. Operating as the sole entry point for these investments, OSACSI will expedite the endorsement of the project's permit and license procedures, ensuring the swift realization of strategic investments in the country.

DTI chief Pascual champions PH-Japan mutual economic ties at the Economic Co-creation

TOKYO, JAPAN–On 16 December 2023, Department of Trade and Industry (DTI) Secretary Fred Pascual advanced mutually beneficial economic collaborations between the Philippines and Japan at the ASEAN-Japan Economic Co-Creation held at the Roppongi Academy Hills. He presented the Philippines as a robust economic partner, citing its young workforce equipped with skills for the Industry 4.0 economy.

Secretary Pascual underscored the forum’s alignment with the ASEAN-Japan Economic Co-Creation Vision and the Future Design and Action Plan for Innovative and Sustainable ASEAN-Japan Economic Co-Creation 2023-2033. “I am pleased that today’s Forum meets my earlier call as it builds on the Co-Creation Vision by identifying several paths to ensure that the ASEAN Member States and Japan benefit from deeper economic relations involving the youth and boosting private-public partnership,” Secretary Pascual said.

The DTI chief emphasized the prime opportunity for Japan to tap into ASEAN's creative and knowledge economy through strategic partnerships. He particularly leveraged the Philippine workforce, boasting a median age of 25 years old and proficiency in Industry 4.0-related skills.

Further, the trade and industry chief highlighted the Philippines' strengths in critical sectors like electronics and IT-BPM, identifying them as strategic areas for collaboration with Japan. He stressed the significance of these partnerships in fostering robust supply chains, enhancing resilience, and facilitating higher knowledge exchange between ASEAN and Japan.

Likewise, the DTI Secretary also called for increased public-private partnerships to promote open innovation beyond borders. He encouraged Japan to engage in co-creation initiatives with ASEAN, specifically in research, product development, and circular economy initiatives, envisioning mutually advantageous outcomes.

Highlighting the significance of inclusivity and strategic partnerships in chartering ASEAN-Japan economic co-creation, the DTI chief emphasized, “I look forward to more engagements where stakeholders, policymakers, business leaders, academia, and the youth can exchange views on the future of ASEAN-Japan economic cooperation. Such collaboration can ensure that the benefits from deeper engagement remain inclusive and accessible for all. Let us leverage this partnership for our mutual development and foster a relationship that ensures prosperity for all.”

The ASEAN-Japan Economic Co-Creation Forum is held alongside the 50th Year Commemorative Summit for ASEAN-Japan Friendship and Cooperation. Building upon the ASEAN-Japan Economic Co-Creation Vision initiated by ASEAN Economic Ministers last August 2023, the forum aimed to create a secure, prosperous, and equitable economy through mutually beneficial partnerships. This vision underscores the enduring relationship between ASEAN and Japan, outlining critical strategies for generating shared economic and social value.

This year also highlights the Philippines' role as the coordinator for ASEAN-Japan economic relations. In 2022, Japan stands as ASEAN's fourth-largest trading partner and second-largest foreign direct investment (FDI) source. Meanwhile, the Philippines recognized Japan as the second-largest trading partner and top FDI source in 2022.

DTI champions innovative trade remedy measures through TREFS

MAKATI CITY–Aligned with the national innovation agenda of President Ferdinand R. Marcos Jr., the Department of Trade and Industry, through the Bureau of Import Service (DTI-BIS), soft launched the Trade Remedy Electronic Filing System (TREFS), an electronic filing system that is set to ease and innovate the lodging and management of trade remedy petitions in the country. Apart from the soft launching of TREFS, the DTI-BIS also conducted an orientation seminar on Philippine free trade agreements (FTAs) that was held on 19 December 2023 in Makati City.

“The soft launching of TREFS is a prime example of the DTI’s innovative approach to easing our ways of doing business in the trade industry,” said Secretary Pascual.

“This is our way forward, led by the DTI-BIS, as we address the challenges faced by our domestic producers in navigating the complexities of filing trade remedy petitions,” he added.

TREFS enables 24/7 access, ensuring the convenience of the stakeholders and clients to submit essential documents at their own pace. By utilizing the system, domestic producers will experience a streamlined submission process, providing step-by-step guidance on the filing of trade remedy petitions and extensions. Additionally, timely notifications (instant alerts from the system) will ensure prompt feedback for clients and stakeholders.

Also, the system's robust architecture is designed to uphold validation protocols enforced by the Import Remedy Measures Division of the DTI-BIS. This means that submissions are meticulously examined, assuring compliance with the requirements outlined in the trade remedy laws.

According to the DTI-BIS, TREFS is equipped with security and data protection measures, assuring stakeholders that their sensitive information is safeguarded with the utmost confidentiality. It serves as an alternative and faster way to apply and submit petitions for trade remedy measures, resulting in consistency of handling information through a centralized filing system. This will also enable the investigating team to collaborate on a better phase with easily accessible and organized shared files online.

“TREFS was envisioned to introduce alternative procedure for filing petitions, responses, and other submissions related to trade remedy measures, by providing a more efficient and accessible avenue for these measures,” said Director Maria Guiza Lim of the DTI-BIS.

Per DTI Undersecretary Allan B. Gepty,“TREFS is not just a system; it is a manifestation of our commitment to efficiency and unwavering dedication to empowering our domestic producers and improving the delivery of service to our stakeholders”.

This groundbreaking web-based application offers a centralized hub for all trade remedy petition submissions. Its intuitive interface and user-friendly design are designed to cater to the diverse needs of our Philippine industrial producers, stakeholders and clients.

As part of the DTI’s goal to ensure the safety and convenience of doing business in the Philippines, Secretary Pascual asserted, “TREFS is a testament to our goal of leading a science, technology, and innovation (STI)-driven programs and services. Through a whole-of-government approach, the DTI remains committed to our goal of ensuring the country’s accessible and conducive business environment for all.”
