Ginanap ang Seremonya ng Pagtatapos ng unang batch ng programang Bahay-Wika sa wikang Inata para sa TaΓ³ng Panuruan 2024–2025 noong 22 Abril 2025 sa Sityo Manara, Barangay Celestino Villacin, Lungsod Cadiz, Negros Occidental. Labing-isang batang Ata ang nagtapos sa naturang programa. Ang programang Bahay-Wika sa wikang Inata ay naka-integrate sa Day Care ng Sityo Manara. Layunin ng programang ito na mabigyan ng exposure ang mga bata sa paggamit ng Inata sa loob ng Day Care upang matutuhan nila ang kanilang katutubong wikang hindi na nila natutuhan ang paggamit sa kanilang tahanan. Pagkatapos ng seremonya, nagsagawa ng Focus Group Discussion kasama ang mga magulang, guro, at elder para sa ebalwasyon ng programang Bahay-Wika.

Naitarget nila na sa loob ng tatlong taΓ³n, mula 2024–2027 lahat ng magulang na Ata ay marunong nang magsalita ng Inata, at sa loob ng 10–15 taΓ³n, 2024–2039 nagagamit na ang Inata bilang wikang panturo sa paaralan sa kanilang komunidad. Dinaluhan nina Indigeous Peoples Mandatory Representative (IPMR) Reneboy Francisco, Chieftain Garry Consing, mga elder, magulang, guro, at kabataang lider ang isinagawang workshop. Sa tulong ng KWF, nakabuo sila ng plano at kongkretong hakbang sa pagkamit ng kanilang mithiin.

NFA Appeals to LGUs to Expedite Rice Pullout


The National Food Authority (NFA) is urging local government units (LGUs) to speed up the pullout of rice stocks under the current food security emergency to free up valuable storage space.

The sale of NFA rice stocks, through the Department of Agriculture’s Food Terminals Inc. (FTI) at P33 to P35 per kilo, will enable the NFA to procure more palay from local farmers, helping protect them from price manipulators.

NFA Administrator Larry Lacson emphasized the importance of this process for both food security and fair pricing. "We appeal to LGUs to fast-track the pullout of rice reserves. This will open up space in our warehouses, allowing us to procure more palay and ensure that farmers aren’t at the mercy of traders pushing down prices," Lacson said.

By law, the NFA cannot intervene in the market to lower prices for financially-challenged consumers. However, on the recommendation of the National Price Coordinating Council, the Department of Agriculture (DA) ordered the release of NFA stocks to LGUs and other government agencies to address the sharp rise in rice prices and bring them back to levels seen around July 2023.

Rice prices began to climb in July 2023, driven by a rise in global prices following India's decision to ban the export of non-basmati rice in August of that year. This was further compounded by growing demand in anticipation of poor harvests due to the El NiΓ±o phenomenon in early 2024. Despite India's decision to lift the export ban in August and President Ferdinand Marcos Jr.'s reduction of tariffs from 35% to 15% in July, rice prices have remained high, prompting the declaration of a food security emergency.

San Juan City has already started pulling out NFA rice stocks, with Navotas, Cotabato, and Camarines Sur expected to follow suit. FTI reports that these three LGUs have pending orders for over 120,000 sacks of rice.

Agriculture Secretary Francisco P. Tiu Laurel Jr. has instructed the NFA and FTI to facilitate the quick release of rice stocks, including offering easier payment terms for LGUs. "This program will not only provide affordable, good-quality rice for consumers but will also help the NFA support local rice farmers," he said.

Lacson added that clearing out existing rice stocks is crucial to meeting the country’s new buffer stock levels, as mandated by the Rice Tariffication Law (RTL). Under the amended RTL, the NFA is required to maintain a buffer stock for 15 days. This year, the agency needs to procure 545,000 metric tons of palay to maintain a 9-day supply, with a total of 880,000 metric tons needed to meet the 15-day target.

With storage capacity nearly at its limit, Lacson stressed the urgency of action from LGUs to help the NFA meet the nation’s rice security needs while protecting both consumers and farmers. He also noted that the pullout of rice stocks would not only free up space but also support the NFA in stabilizing prices, preventing the exploitation of farmers by middlemen and traders.

Reports indicate that traders are purchasing palay as low as P15 per kilo, far below the NFA's purchasing price of P23 to P24 for clean and dry palay. Given the national average production of 4.1 tons per hectare, each peso movement in palay prices can significantly impact farmers—either adding or subtracting P4,100 per hectare.

Of particular concern is Mindoro, where NFA palay procurement has been hindered by fully stocked warehouses. The NFA plans to build a new warehouse in Mindoro to increase capacity, though it may not be ready until next year.

This appeal comes at a critical time, as the summer harvest approaches. The NFA is aiming to procure as much palay as possible while ensuring there is enough storage capacity for future needs.

DOST-PAGASA Retires Eight Tropical Cyclone Names Due to Severe Impact

The Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) has officially decommissioned eight tropical cyclone names from its 2024 list due to their significant destruction in the country.

Announced during the 57th ESCAP/WMO Typhoon Committee Session in Pasay City on February 17, 2024, PAGASA Administrator Dr. Nathaniel T. Servando confirmed the retirement of AGHON, ENTENG, JULIAN, KRISTINE, LEON, NIKA, OFEL, and PEPITO—the highest number of decommissioned names in a single year since 2001.

Under PAGASA’s guidelines, a cyclone name is retired if it results in at least 300 deaths or PHP 1 billion in damage. However, due to compounding impacts from successive typhoons in late 2024, all contributing cyclone names were also retired.

Starting January 1, 2028, the agency will replace these names with AMUYAO, EDRING, JOSEFA, KIDUL, LEKEP, NANOLAY, ONOS, and PUWOK from its reserved list.

DOJ slaps construction giant with P176-million tax evasion case; Arrest Warrants to follow

In its bid to curtail the rampant use of ghost receipts, Justice Secretary Jesus Crispin “Boying”” C. Remulla led the filing of eight (criminal Informations against Hilmarc’s Construction Corporation (Hilmarc’s), one of the country’s top government contractors, last February 26, 2025, before the Court of Tax Appeals (CTA).

The filing of said Informations stemmed from the complaint of the Bureau of Internal Revenue (BIR)  pursuant to its tireless and intensified commitment to eradicating fictitious and anomalous transactions using ghost/fake receipts.

The Department of Justice, after careful review of the pieces of evidence, found prima facie evidence with reasonable certainty of conviction to charge Hilmarc’s and its corporate officers Efren M. Canlas, Robert B. Henson, and Cristina Elisse F. Canlas for violation of Sections 254 (Attempt to Evade or Defeat Tax) and 255 (Failure to Supply Correct and Accurate Information) in relation to Sections 253(d) and 256 of the Tax Code.

Aside from criminal violations, Hilmarc’s also faces civil liabilities amounting to Php 176,363,284.77 basic tax liabilities. 

Hilmarc's made it appear that the fraudulent receipts/invoices issued by Ghost Companies (Unimaker Enterprises Inc. and Everpacific Incorporated) came from legitimate transactions. Consequently, the said fraudulent receipts/invoices were used to claim input tax in its VAT Returns and as an expense in its Income Tax Returns filed with the BIR. Such scheme ultimately had a negative impact on the tax collection of the BIR. Taken as a whole, this fraudulent act of using receipts from fake transactions resulted to billions of losses to the government.

"Ghost receipts should have no place in the commerce of man as it hinders our growth and prosperity as a nation, may this filing of cases be a warning to those who continue to defraud the State of its due. More importantly, this is also a perfect opportunity to emphasize that government contractors are not in any way exempt from faithfully complying with their tax obligations.  As a matter of fact, the State expects from them, more than anyone else, the highest quality of diligence in following tax laws," Secretary Remulla averred.

Meanwhile, warrants of arrest against the above-named corporation and its corporate officers are expected to be issued in the soonest possible time.

The 14th Bakery Fair 2025 Bigger and Sweeter!

QUEZON CITY -- The Filipino Chinese Bakery Association, Inc. (FCBAI) is set to conduct the "Bakery Fair 2025" on March 6-8 at the World Trade Center in Pasay City. 
It is considered as the Philippines' biggest bakery industry event this year. 
In a press conference at Oriental Palace Seafood Restaurant on Wednesday (Feb. 26), the FCBAI announced the return of the Philippines' most anticipated baking extravaganza, Bakery Fair 2025, taking place from March 6 to 8, 2025, at the World Trade Center Manila.
Top bakers and technology experts all over the world, from Asia, Europe, and North America will share their ultimate baking experiences. 
Christopher Ah, President of FCBAI, said that they will be unveiling the best event in the baking industry in the country. 
Ah added the Bakery Fair 2025 will take place from March 6 to 8.
"It is a beacon of hope and future for the country's baking industry. It is not only for professional bakers, but for everyone. It contributes to the country's economic recovery," Ah said. 
"Bakery Fair's unmatched reach-from bustling cities to remote provinces-makes it the ideal venue to nurture close-knit industry relationships," he added. 
"This event is more than just a showcase; it's a catalyst for unity and progress, bringing together pioneers and communities to create a sweeter, brighter future for all, " Ah said.

Ah stressed that the new technology is such that there's no more need for chemicals to preserve bakery products as well as for food safety. 
The TESDA and the Philippine Baking Society are helping in the making of the modules for the baking industry. 
For the challenges, Ah said that they are thankful to the government in helping them such that the country is importing 100% for the materials and ingredients for bakery products. 
The Bakery Fair in Davao City was a "blockbuster".
