Hybrid Electric Road Train Technology of the DOST Eyed to be Adopted by the Cagayan Economic Zone Authority (CEZA)

In the Cagayan Economic Zone Authority’s (CEZA) pursuit to become a self-sustaining industrial and commercial investment area, the support and use of local technologies are at the forefront. This may be exactly what the CEZA Secretary Jaime R. Escaño had in mind when he envisioned a more efficient means of transporting goods in and around CEZA. 

The HERT was originally developed as an alternative mass transport system in areas experiencing heavy traffic congestion. The Filipino-designed and developed HERT has locally available parts.  It is powered by a combination of diesel fuel and a battery generator, has rubber wheels, and runs on existing roads. It features a regenerative brake system and does not emit smoke, making it environmentally friendly. The HERT offers the best solution to the transportation requirements presently faced by CEZA.

Engr. Robert O. Dizon, Executive Director of the DOST-MIRDC met with Sec. Escaño and other officials of the CEZA on November 14-15, 2022, to look into possible areas of collaboration to address CEZA’s transportation requirements.  

The DOST-MIRDC team’s inspection and visits to various sites in Sta. Ana, Cagayan yielded fruitful results.  The local government of Sta. Ana and CEZA envisioned the Port of Irene and the Port of San Vicente as the prime ports of the country due to their strategic location on the Eastern side of the Philippines. CEZA is looking for ways to boost the current transport system in anticipation of the escalation of economic activities within the port area.

This collaboration may also possibly tap the involvement of the academe.  In another project, the DOST-MIRDC, in collaboration with DOST Regional Offices and state universities, has established Metals and Engineering Innovation Centers (MEICs) that are specially designed to cater to the peculiar metalworking needs of the regions.  MEICs are located inside the campus of a state university recommended by the DOST Regional Offices.  In the case of Region II, the site of the MEIC is inside the Cagayan State University campus.  MEICs can also contribute to the success of the HERT project with the CEZA as these facilities may be used in the development of the HERT. 

With major stakeholders on board, the benefits of using locally developed technologies such as the DOST’s HERT will not only bring out the innovativeness of our best engineers and technicians but will also prove that our Filipino experts and local capabilities are able to address pressing challenges that are specific to the needs of the community.

DOST introduces 2023 call to R&D programs and scholarship opportunities co-funded with international partners

FRIDAY, November 25, 2022 - The Department of Science and Technology (DOST) - International Cooperation launched through a webinar today the timeline of the call for proposals for the year 2023 - 2024 for research projects and scholarship opportunities co-funded by China, Taiwan, Japan, India and France.  The event entitled “R&D Initiatives and International Call for Opportunities Webinar,” is held virtually on the third day of the DOST National Science and Technology Week.

Led by DOST Undersecretary for R&D Leah J. Buendia, the webinar focused on the joint research initiatives of the DOST with its bilateral partners and scholarship opportunities.

“Through strategic collaborations, we were able to tread new heights of scientific breakthroughs and innovations,” says Undersecretary Buendia.  “We need to strengthen our international collaboration for science, technology, and innovation across fields and disciplines. The Philippines has a pool of talented and globally-competitive students, scientists, and technical experts that with ample support they can unravel their utmost potential.  To continue maximizing our opportunities, we must be efficient in navigating our bilateral and multilateral partnerships, to further develop a strong S&T Human Resource and R&D landscape in the country.” 

One of the funding opportunities is the DOST-Chinese Ministry of Science and Technology (MOST) Joint Research Program.  Identified priority areas are Health, Agriculture, and Renewable Energy.  To date, DOST has supported 8 projects since its inaugural offering in 2020.

Another funding program is the DOST-Japan Society for the Promotion of Science (JSPS) Joint Research Program.  This is a bilateral exchange program jointly conducted by Filipino and Japanese researchers in accordance with their mutual agreement on international scientific collaboration. It aims to 1) contribute to scientific advancement by conducting bilateral research (including seminars) in a specific research field and 2) provide opportunities for young researchers of Japan and the Philippines to meet, interact, and exchange ideas to build a robust S&T community in the region.  Since 2018, 6 projects have been completed and 4 ongoing. 

The Manila Economic Cultural Office (MECO) and Taiwan Economic Cultural Office (TECO) Joint Research Project is an avenue for collaboration between Filipino and Taiwanese scientist and researchers on Virology, Nutritional Genomics, Artificial Intelligence, Green Technology, Nanotechnology, Materials Informatics, and among others. A maximum funding allocation of Php 10 million is set for the whole duration of the project (2-3 years).  Since the Program began in 2011, the DOST and the Ministry of Science and Technology (MOST) of Taiwan have supported the implementation of 46 joint projects. 

One of the active programs of DOST with France is the French-Philippine Hubert Curien Partnership “Science for the People” (PHC-SFTP) Researchers’ Mobility Program.  The PHC-SFTP is a Hubert Curien French-Filipino Partnership which aims to support the scientific mobility of Filipino and French researchers, and facilitate the establishment of joint research projects between the two countries.  Three (3) projects are being currently implemented by both countries set to be completed in December of this year.

For foreign co-funded scholarships, DOST offers the University of Alberta in Canada and the DOST- Science Education Institute (SEI) agreed to implement a graduate scholarship program in priority S&T fields. This scholarship program aims to create a mechanism for master’s and doctoral students from the Philippines to study and conduct research at Alberta with support provided jointly by the DOST-SEI scholarships and UAlberta. SEI provides for the tuition fee, monthly living allowance, round-trip airfare, relocation allowance, and pre-travel expenses. On the other hand, the university grants the international student differential tuition fee. Ongoing foreign scholarships co-sponsored by DOST include the (i) MECO-TECO Sandwich Scholarship Program, (ii) DOST-Newton PhD Scholarships, (iii) PhilFrance-DOST Fellowship, as well as (iv) PhD Program in Molecular Biomedicine in Italy.

FLS-HGEM-Trained Farmer Levels up Halal Goat Production

In 2018, Mrs. Salome P. Amar of President Quirino, Sultan Kudarat enrolled in the Farmer Livestock School on Halal Goat Enterprise Management (FLS-HGEM), a six-month program for farmers developed by the Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development of the Department of Science and Technology (DOST-PCAARRD) and implemented by the Sultan Kudarat State University (SKSU).

Mrs. Amar was trained on the rudiments of halal goat raising for 32 weeks and was taught on the requirements in establishing a halal goat farm --- from farm location and biosecurity to designing a halal-acceptable pen, establishment of halal pastures, halal feeding, as well as adherence to acceptable breeding and health practices. She was also exposed to several halal-compliant allied enterprises from the core enterprise of goat production. Although she had goats in the past, she was never aware that there were practices that could turn goat production into haram or non-halal

When she enrolled in FLS-HGEM, she had seven goats. From free grazing, which means letting her stocks roam freely anywhere all day long, she shifted to strategic grazing, a technology she learned from the FLS-HGEM. In this system, she grazes her stocks only in summer or when the weather is favorable. She likewise designates areas on her farms as grazing paddocks and provides supplemental feed when the goats return from grazing and stall feeds them with cut forages during inclement weather. She has also established her own forage garden to ensure the halal integrity of the feeds she gives her goats.

Under the DOST- Niche Centers in the Regions for R&D (NICER) Program on halal goats, she was taught new designs for her halal goat house, and she began to separate the does that are about to kid and the newly kidded from the rest of the herd. She houses them in separate stalls to avoid trampling, which in previous years caused most of the deaths of the kids in her farm.

Eventually, diseases and deaths were curbed and breeding was improved. She witnessed an increase in her stocks, which over three years totaled more than 110 head, she said. During PCAARRD’s monitoring visit to the farm on September 14, 2022, she has 21 goats. Looking back since she started raising halal goats, she estimates having marketed more than 90head of goats that gave her a gross income of about P400,000. Her cash expenses were basically the amount used to renovate the goat house, as feeds consisting of just the forages were free from her farm. Labor cost, on the other hand, was a shared cost for all the business ventures inside the Amar farm.

Most of her buyers are still Christians, who prefer to eat halal goats, as they are known to be clean. Muslim customers, on the other hand, buy male goats to serve as qurban during Islamic festivities. These goats are sold for P4,000-5000 per head depending on the age and body condition. It is still not a practice to weigh each animal and prices are still based on an agreed estimated price.

The Amar Farm as training destination

At present, Mrs. Amar is an acknowledged supplier of authentic halal goats not only within President Quirino but in nearby municipalities as well. She now sits as a member of the Provincial Halal Council and her farm is now a farm tour destination for goat training.

This project that assisted Mrs. Amar in her venture towards halal goat production is part of the NICER-Halal Goat Science and Innovation Program, a program funded by the Department of Science and Technology under the Accelerated R&D Program for Capacity Building of Research and Development Institutions and Industrial Competitiveness: NICER Program. It is being monitored by the DOST-PCAARRD.

Israel Shares Innovative Solutions for PH Water Challenges

 

The Embassy of Israel in the Philippines through MASHAV – Israel’s Agency for International Development Cooperation and the United States Agency for International Aid (USAID) through the Safe Water held a Water Security Strategies seminar to share with the government and water concessionaires in the Philippines the expertise and experience of Israel on water resource management.

“Israel invested in technology to support the growing demand and urbanization in the country. The technologies were introduced together with good policies and regulations that made Israel the leading country in the world in managing the water sector. From desalination to reuse of sewage, minimum loss of water and more,” Israeli Ambassador Ilan Fluss shared. “Through this seminar, we hope that the Philippines’ key implementing agencies will gain insights from the Israeli experience and adapt them to local conditions,” he added. Like all countries in the region, Israel faced a variety of challenges in the water sector. The Middle East is a dry area and more than 50% of Israel is actually desert.

Director Susan Abano of National Water Resources Board (NWRB) shared the challenges of the Philippines as water availability continues to fall as demand expands. Engr. Rodel Rik Tumanda of Maynilad, Engr. Jon Michael Esteban of Manila Water, and MWSS Chief Regulator Patrick Ty presented their perspectives on managing water scarcity in the Philippines. These were analyzed by the Israeli water delegation and presented advanced solutions to better manage the water sector of the country.

The Israeli companies highlighted Israel’s innovation and technology to inspire and encourage the Philippine water sector, businesses, and LGUs to invest in technologies that will help manage water sustainably. Among the Israeli companies who presented their water technologies were ARAD Group, Atlantium, Okiana, and Watergen. This water delegation offers cutting-edge Israeli technologies in the areas of advanced metering infrastructure, water and wastewater management and treatment solutions, water control solutions, and turnkey projects.

Around 50 officials from the Philippine national government agencies, local government units, private sector, and academe attended the seminar on November 17. Notable government officials who participated were Usec. JV Llamas of DILG, Asec. Roderick Planta of NEDA, Atty. Patrick Ty of MWSS, and Mayor Glenn Flores of Alaminos, Laguna. Also in attendance was Mr. Rene Meily, President of PDRF.

Internet SaMurai cuts through Philippines and Guam

The Philippines’ national research and education network (NREN) received a big boost as Prof. Jun Murai of Keio University, fondly known as the Internet Samurai, chose the Philippines as one of the pilot countries to be connected to the Arterial Research and Educational Network in the Asia Pacific (ARENA-PAC). In a Memorandum of Understanding (MoU) Signing Event,  ARENA-PAC represented by Prof. Murai, and the Department of Science and Technology Institute (DOST) represented by Secretary Renato Solidum, Jr., inked a deal that would link the Philippine Research, Education and Government Information Network (PREGINET) to a global NREN hub located in Guam, in order to connect the country to the ARENA-PAC. Prof. Murai, considered the father of Japan’s internet, has been instrumental in building network testbeds all over the Asia Pacific region, in order to facilitate innovation and next-generation technologies on the global internet.

ARENA-PAC is a backbone network currently composed of several 100Gbps circuits linking Tokyo, the Philippines, Indonesia, and Singapore to a central hub in Guam. More countries are expected to join in the future. 

Prof. Jun Murai, Co-Director of ARENA-PAC, expressed his appreciation and respect for the 

ASTI's role in developing the Asia Pacific region's research and education internet and its impact on industrial and commercial internet development. In his speech, he said “This new process of ARENA-PAC, working with DOST-ASTI for high-speed additional internet 

connectivity, is a starting point of the next phase of contribution to the advanced science and technology development not limited to the Asia Pacific region but also the global research and education community. Using this opportunity, I look forward to working extensively with the 

Philippines' science and education community.”

DOST Secretary Solidum said that he looks forward to the connectivity and expressed appreciation for the partnership with AI3 and SOI Asia. In his message during the event, he said “These kinds of collaboration are important for the country, especially for research and development where it is important to work together with other countries in the Asia-Pacific region. This collaboration with our Japanese counterparts is especially significant because this is really a result of DOST-ASTI's long-standing partnership with them. Nurturing relationships with our collaborators are essential because any cooperation activities will be built on trust and a good working relationship.” 

ASTI Director Franz De Leon in his message, shared that ASTI’s partnership with AI3 and SOI 

Asia set in motion the conceptualization of PREGINET. According to him, “PREGINET has 

been catalyzing research and education activities over the country, serving as the precursor to the conglomerate of science infrastructures that ASTI maintains. Through these science infrastructures, several research activities have been carried out in the areas and applications of Disaster Risk Reduction Management, Bioinformatics, Health, Distance Learning. Members and partners of PREGINET can look forward to the benefits offered by the ARENA-PAC – being able to maximize research possibilities and forging fruitful collaborations within the network world"

The ARENA-PAC project is funded by the Asia Pacific Development Trust (APIDT). It is being operated by the WIDE Project of Japan with the support of the Asia Pacific Network 

Information Center (APNIC).

PDRF, partners, launch program to prepare airports for disasters

November 18, 2022, Clark, Pampanga—The Philippine Disaster Resilience Foundation (PDRF), United Nations Development Programme (UNDP), and the Deutsche Post DHL Group launched the Philippines’ first Get Airports Ready for Disaster (GARD) Workshop from November 9 to 11 at the new Clark International Airport in Clark (CRK), Pampanga.

 

The three-day workshop was organized to strengthen Filipino airports' capacities in dealing with disasters, with CRK as the pilot model.

 

“Efficient airport logistics is critical, particularly during times of disaster. Our GARD program helps prepare airports and provides the necessary follow-up actions to ensure continuity. We look forward to working with PDRF in developing the processes for a resilient airport in Clark,” said Carl Schelfhaut, Vice President, International Relations and Regulatory Affairs Asia Pacific of Deutsche Post International, and Head of the GoHelp Program for Asia Pacific.

More than 20 participants attended the workshop, focusing on airport assessment, creating action plans, and report writing. These skills will further develop airports as reliable and efficient delivery hubs for food, medical equipment, and even personnel before, during, and after the disasters.

In attendance during the event were notable representatives from different government and private sector partners. The Luzon International Premiere Airport Development Corporation (LIPAD) lent assistance and resources in the coordination of the three-day workshop as the owners of the GARD initiative.

 

“UNDP continues to support the government in ensuring that recovery work is the foundation for long-term resilience in the country. Our partnership with PDRF, LIPAD, and DHL is proof that the more we engage the private sector, the better the results we deliver to the underserved communities become,” said UNDP Philippines Deputy Resident Representative Edwine Carrie.

 

“Clark, being a disaster resilient location, is really ideal for this exercise. With the GARD workshop, we will be able to systematically assess our capabilities and readiness to address disasters and identify areas where there are opportunities to make improvements. We are grateful for our partners’ enthusiasm in joining us in this workshop as it is important for all stakeholders to come and work together. With CRK’s new terminal, we already have the facilities, but equally important is how to make these facilities relevant during difficult times,” LIPAD CEO Noel Manankil said during his remarks.

Conducted by GARD instructors - specially trained logistics and training experts from Deutsche Post DHL, the GARD participants learned how to optimize logistics processes and capacities for when international relief goods begin to pour into the airport.

Warehouse space management, for example, was one of the program's focus areas. Participants were instructed to assess storage options for relief goods and whether the necessary equipment such as forklifts, pallets, gloves, and boxes, was available for cargo handling. The trainees then evaluated the results and developed contingency plans accordingly during workshops.

The program also aimed to raise awareness towards the airport and delivery workforce on the volume of importance they hold through their work in the recovery of communities post-calamities and develop preparation processes and emergency plans when faced with a calamity.

 

“If there’s one thing we have learned, it is that all of us are connected. The multiple emergencies that we sometimes face compels us to work together. With your help, we can make this a more secure world,” shared PDRF President Butch Meily.

 

Established in 2009, GARD aims to echo the demand for airport preparedness and response capacity of transportation hubs in the event of disasters. The program, launched in 60 airports in 28 countries, includes training personnel in handling the influx of goods and people during calamities, assisting authorities of the area in relief operations, and assessing the current state of concerned airports.

DTI to Hold 4th Slingshot Conference Spotlighting Future Tech Giants

The Department of Trade and Industry (DTI) will once again hold the Slingshot Conference with the theme “Empowering Future Tech Giants” on November 17, 2022 as one of the major events during the Philippine Startup Week 2022 (PHSW22).

Concepcion Elated as ASEAN Leaders Prioritize MSMEs Digitalization

Entrepreneurship is a key driver of the ASEAN economy and their digitalization will be vital in achieving inclusive growth in the region. This appeared to be the view of the leaders of the ASEAN as it wrapped up two days of top-level meetings at the ASEAN 2022 Summit in Phnom Penh, Cambodia, according to Go Negosyo founder and ASEAN Business Advisory Council (BAC) Chair for the Philippines Joey Concepcion.

“I am elated that the leaders were unanimous in saying that MSMEs are the true engine of growth in ASEAN,” said Concepcion, as he reiterated that, in the region, MSMEs comprise 99 percent of all establishments, contribute 85 percent of jobs, and 45 percent of GDP. He also expressed optimism as the leaders recognized the role of governments in helping MSMEs.

“We’re all moving in the same direction,” said Concepcion, noting how the ASEAN leaders affirmed how digitalization among MSMEs can enhance competitiveness and productivityacross the region.

“To upgrade, upskill and  upsize our MSMEs, digital transformation is vital,” said Philippine President Ferdinand Marcos Jr. in his address at the ASEAN Business and Investment Summit (BIS). “This is in addition to our efforts to enable our systems to catch up with the rapid development of the digital economy,” the President said.

MSMEs are also most vulnerable to the uncertainties, said NeakOknha Kith Meng, Chair of the ASEAN BAC during his opening statement at the summit. He recommended to make economic integration a priority to achieve faster economic resilience at national and regional levels. “Otherwise, we are helpless amid all the uncertainty especially our workforce and our MSMEs,” he said.

Concepcion shared that digitalization and cooperation are central to the regional mentorship program called the ASEAN Mentorship for Entrepreneurs Network (AMEN) program.AMEN aims to share best practices and know-how among MSMEs in the ASEAN. It is the legacy project of the Philippines’s 2017 chairmanship of the ASEAN, which also coincided with the 50th anniversary of the union.

“With AMEN, MSMEs can learn from other small entrepreneurs and mentors across the region. Mentors can also exchange knowledge and learn from each other on a regional scope,” saidConcepcion, whose non-profit mentors thousands of MSMEs in the Philippines every year.

“Our goal is to scale up our MSMEs through access to what we call the three M’s of MSME development – that is,  mentorship, money and market – using both traditional and digital platforms,” he said.

Phase 1 of AMEN was piloted in Indonesia, Malaysia and the Philippines in 2019, with 127 entrepreneurs and 48 mentors participating. Phase 2 is now on its build up stage and is set to be implemented across the ASEAN. Both phases of the project were funded by the Japan-ASEAN Integration Fund.

“AMEN plans to train, in each ASEAN country, between 1,000 to 2,000 MSMEs each year. This we hope will one day grow to a network of thousands of confident entrepreneurs, able to grow and generate more jobs in the ASEAN, creating an inclusive economy and bringing prosperity for all,” said Concepcion.

DOST-PCAARRD marks its 50th year of developing innovations in the agriculture, aquatic, and natural resources sector

Today, November 10, 2022, marks the 50 years of the Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (PCAARRD), one of the sectoral councils of the Department of Science and Technology (DOST).

From its establishment in 1972, the then Philippine Council for Agricultural Research (PCAR) spearheaded a unified and focused direction for national research in the agriculture (crops and livestock), forestry, and fishery.

Pursuant to Executive Order No. 366 on June 22, 2011, the then Philippine Council for Agriculture and Resources Research and Development (PCARRD) and the Philippine Council for Aquatic and Marine Research and Development (PCAMRD) merged into the PCAARRD, which provides national research direction for the agriculture, aquatic, and natural resources (AANR) sector.

“The story of PCAARRD is a feat of victories and challenges that shaped the national AANR research system of the country,” said Dr. Reynaldo V. Ebora, DOST-PCAARRD Executive Director. “It is a story of translating vision into action; the vision of establishing a national planning and coordinating agency that consolidated the research sector into a first-rate national research enterprise.”

Among its achievements are the breakthrough research outputs from basic and advanced research in the following sectors: crops, livestock, inland aquatic, marine resources, forestry and environment sector, and Agri 4.0 technologies. Moreover, the Council fronted initiatives on the transfer and commercialization of these outputs as well as socio-economics and policy formulation.

During the celebration being held today at the headquarters of DOST-PCAARRD, the Council confers four significant awards: Ulat SIPAG for professional print and broadcast media partners, Dr. Elvira O. Tan for best published R&D papers in AANR, Best Research and Development Papers, and Ugnay for outstanding R&D Consortia or the PCAARRD in the Regions. 

Best R&D Papers are determined annually through the National Symposium on Agriculture, Aquatic and Natural Resources Research and Development (NSAARRD). While the Ugnay Award is conferred every two years and recognizes the efforts of the regional consortia as partners of the Council in meeting the regional R&D and technology needs

Aside from the major awards, 12 completers of the Graduate Research and Education Assistantship Program for Technology (GREAT) program are recognized. Co-implemented with DOST-Science Education Institute (DOST-SEI), GREAT is an innovative scholarship program, wherein qualified graduate students can be involved in the research of an  approved PCAARRD or DOST project. Under the program, project leaders serve as thesis advisers or guidance committee members of the qualified student. 

Pantas and Tanglaw Awards for outsanding researchers and administrators, respectively is relaunched, while a new award, SINAG or technology commercialization award, is launched.

Winners of the 1st Agri-Aqua Innovation Challenge are also being conferred today. The challenge is implemented by the Council in collaboration with the Asian Institute of Management (AIM), wherein select professional and student startup finalists are capacitated by top industry experts to increase the value of their technologies, services, and business models. 

Finally, DOST-PCAARRD launches the 50th Founding Anniversary Publications, which offer a glimpse of the people, initiatives, and improvements of the Council through the years.

Building and Improving lives

About two weeks ago, I celebrated with friends the 45th anniversary of Wilcon Depot. I congratulated its chairman emeritus and founder William Belo and his CEO-daughter Lorraine Belo-Cincochan, and of course our good friend, Wilcon’s COO Rose Bosch Ong, on this landmark event.

Wilcon has come a long way since it started in 1977 as a modest 60-square meter hardware store along Quezon Avenue, selling at the time only home finishing products. Reaching its 45-year milestone is a testament to the company’s success and commitment to help Filipino homeowners build, improve, and personalize their homes for a comfortable life.

Rose said 45 years in the retail industry has not been an easy feat and she can attest to that as she has journeyed with Wilcon for many years to its current place as an industry leader. For a company to be around after 45 years means they have survived the Asian financial crisis, the ups and downs of the currency market, various political and social unrest, countless typhoons and earthquakes, and even local conflicts near some areas where they’ve chosen to set up shop.

Particularly impressive is their aggressive expansion into the provinces. It seems that wherever Wilcon goes, development follows. Or it could be the other way around. Their entry into the small towns and cities means that they are confident that local economies there are primed for greater activity. Either way, it has worked out splendidly for Wilcon and the towns it serves.

Wilcon’s expansion into key fast-growing cities outside the NCR helps create jobs and stimulate infrastructure development and economic activity in those areas. It’s decisions to expand outside of the NCR greatly contributes to decentralizing growth and development and bringing it outside the traditional urban centers. How many MSMEs have benefited from their decision to put up a branch in, say, Butuan or Tarlac? Although the majority of MSMEs can be found in the NCR, collectively, four out of five are in the provinces.

Economic activity closely mimics the concentration of  MSMEs because they benefit from the presence of infrastructure, such as commercial centers, bridges, seaports and roads. A road that becomes well-lit in the evening means a carinderia can extend its operating hours. On a smaller scale, apartments and dormitories being constructed means there will be painters and plumbers who will find employment, and will mean the availability of accommodations for government employees, merchants, and students.

When Wilcon sources its merchandise from local suppliers, it redounds to so many benefits down the line. When they make small companies part of their value chain, they become the big brother to entrepreneurs and nudge them to professionalize their processes and increase their productivity. Wilcon’s own journey, which started 45 years ago as a small shop and now as a publicly traded company, can attest to the breadth of possibilities there are for growth among small and medium enterprises.

I am also told that Wilcon tries to be a good neighbor in the towns where they choose to locate. They try and tread lightly on energy and water resources for their massive, big-box stores. If you’ve ever been to a Wilcon store, you’ll know that they design their buildings to bring in as much natural light into the selling area. They also try and hire as many locals as they can to man their stores.

They are also there when it’s time to rebuild. During times of earthquakes and typhoons, you appreciate that there is a Wilcon branch where building supplies are most needed. During the height of the COVID pandemic, Wilcon remained a good partner of Go Negosyo. During our vaccination campaigns, their nationwide network helped to get vaccinations done in their branches in Luzon, Visayas and Mindanao. In fact, they are aware of how their expanded store network makes them a member of many local communities. They don’t just sell to these communities, they make sure they become part of them. Their full support of our efforts during the pandemic can attest to that.

They also continue to be a partner of Go Negosyo’s efforts to mentor MSMEs throughout the country. Even with the mobility restrictions and the economic uncertainty, they remain steadfast in believing that development will come, but only if we work together. Even after the pandemic brought mobility to a halt in 2020, Wilcon managed to open new branches through to 2021 and until the present.

And that is what is commendable about Wilcon. They don’t shy away from being pioneers anywhere they go. When they build it, development will come.

The Loop at Devon House HK

With the support from the Bank of America Charitable Foundation, ULI Hong Kong has completed the installation of its first local biodiversity park at The Loop at Devon House in Quarry Bay. Special thanks to Swire Properties for this collaborative effort to activate an underutilised urban open space for sustainability and community amenity.

 

This project tells a story about the importance of biodiversity and urban greening in particular. A wide variety of native plant species were installed at the site, housed in over 20 custom-built upcycled timber planters that also provide seating and were built from local felled trees. Local workers and residents who visit the site can learn about the project and the planted species from signage and the project website. This is ULI Asia Pacific’s first initiative in leveraging interactive space to increase environmental awareness and how a wider community can incorporate sustainable practices into their business operations.

 

ULI Asia Pacific is very pleased to receive this grant from Bank of America in 2021 and 2022. The ULI and volunteer team have applied research, case studies, workshops and now this pilot project to focus on the importance of urban greening to improve environmental and social sustainability in a high-density city like Hong Kong. We are looking forward to continuing to work with our partners to improve our urban environments and make real impacts on our cities.

In November 2021, the "Net Zero Carbon Events" pledge was presented at the COP26 UN Climate Change Conference - "A united pledge and roadmap for a net zero carbon future for events. Industry leaders from venues, organisers, suppliers, and associations, were live on stage at the UN Climate Change Conference, COP26, in Glasgow, to represent and demonstrate the commitment of the events industry community to fight climate change." The final draft of the roadmap is scheduled to be presented at the COP27 in Egypt this coming November. To date, more than 400 entities from around the world are supporting this initiative, and Fairs and More Inc., subsidiary of the European Chamber of Commerce of the Philippines (ECCP), is proud to be the first signatory and supporter of The Net Zero Carbon Events (NZCE) Pledge in the Philippines. With this milestone, we are inspired to launch the initiative in the Philippines to convene the local events industry and stakeholders.  

Kai Hattendorf, Managing Director of UFI – The Global Association of the Exhibition Industry, will be one of the main speakers to discuss The Net Zero Events Initiative, and the Priority Action Areas of the Roadmap to Net Zero by 2050. He will be joined by industry leaders, local government representatives and environmental advocates with the aim to bring together a wide range of industry stakeholders to:

Jointly communicate the industry's commitment to tackling climate change and driving towards net zero by 2050

Develop and present the common methodologies for measuring the industry's direct, indirect and supply chain greenhouse gas emissions

Construct an industry-wide Roadmap towards net zero by 2050, and emissions reductions by 2030 in line with the Paris Agreement and climate science, with support and guidance on key issues

Foster collaboration with suppliers and customers to ensure alignment and common approaches

Israel Exchanges Smart and Sustainable Agriculture Techniques with PH

The Embassy of Israel in the Philippines, through MASHAV – Israel Agency for International Development Cooperation, in partnership with the Bureau of Plant Industry (BPI) and the United Nations Development Programme in the Philippines through Accelerator Lab, held a learning exchange seminar to tackle smart and sustainable agriculture of Israel and how to connect it to the current context and opportunities present in the agricultural sector of the Philippines.

“As the Ambassador of Israel to the Philippines, I look forward to materializing the visions for the agriculture sector of the Philippines to address the request of President Marcos,” Ambassador Ilan Fluss said. The Israeli Ambassador elaborated that Israel is ready to assist the Philippines to move from traditional subsistence farming to modern smart agriculture, which is based in agronomy, Science, technology, economics, and sustainability.

Three Israeli experts on agriculture shared their experiences and insights with the key agricultural stakeholders of the Philippines on the following topics: Global challenges, sharing Israel's agricultural experience by Nina Lehmann; Crop management - strategies in dealing with the new pest and unexpected challenges based on the case study of the mango pest called cecid fly (locally known as kurikong) by Eli Simenski; and Improving irrigation efficiency and resource management as a leading measure in dealing with climate change and market demands by Moshe Broner.

The seminar focused on the challenges in the Philippines and how Israel’s approach can be adapted in the Philippine context. Also discussed were the strategies on how to deal with the effects of climate change, new ways of working in the sector while collaborating with the private sector, commercial farming, Science-based approach to agriculture and water management, among others.

In attendance during the discussions were UNDP RR Selva Ramachandran, Assistant Secretary Agnes Catherine Miranda of the Department of Agriculture, and Mayor Floribar Bautista of Malay, Aklan. Also featured was Jackie Go, a Filipino entrepreneur who shared her experience and the promising results after using the Israeli approach in her cacao farm here in the Philippines. The seminar was held on 10 November 2022 in Quezon City.

Understanding the Trust and Safety Sector

Digital innovations continue to change the way we live and work. To harness the full potential of the digital revolution, it’s important for companies to build up their digital security and resilience to ensure that threats and dangers are well managed.

This is where the Trust and Safety sector enters the picture. While Trust and Safety teams and programs have been in place for more than two decades, the sector has experienced explosive growth in recent years with the proliferation of new digital platforms. In Singapore, for example, the sector has been expanding rapidly since the late 2010s, with several large tech companies building up their Trust and Safety units to serve the Asia Pacific region.

But what is Trust and Safety and what does it do? At its foundation, the Trust and Safety sector is about building safe digital environments on multi-sided digital platforms. Trust and Safety is central to the operations of such platforms, as it allows users – even those who have never met one another – to interact in a way that is safe and fair

Today, Trust and Safety teams are found across a wide range of industries. In online marketplaces, for example, they provide peace of mind to all users by ensuring that shoppers receive authentic goods on time while also making sure sellers get paid for their goods. Meanwhile, on social media platforms, robust Trust and Safety programs are essential in building safe environments that are free of harmful content, misinformation and disinformation.

The role of Trust and Safety in online marketplaces

Whatever the industry or use case, effective Trust and Safety programs boost confidence among users and encourage them to return to safe and trustworthy platforms. As such, this sector has become key to companies’ sustained growth in the digital ecosystem

With companies placing increased importance on ensuring the security of their digital businesses, we can expect the Trust and Safety sector to continue to grow, driven by a three key factors: regulations, localization and professionalization.

First, as discussions on online safety continue to develop, we can expect new regulations to emerge to mitigate the risks and harms on online platforms. This may place additional obligations for companies to act quickly or face tough penalties. For example, the upcoming Online Safety Bill in Singapore will require companies to implement measures to tackle “harmful” and “egregious” content, and be subject to annual reporting to regulators. Such regulations follow in the wake of similar regulations in Germany, Australia, and the UK, and it will be heedless to assume that regulators are not studying other categories of digital risks too.

The second factor is the greater localization of Trust and Safety functions, especially in Asia Pacific. This region is far from homogenous, and users come from different cultural, social, political and economic backgrounds – all of which affect the way they behave online. As such, companies need to be mindful of local nuances, and this is where Trust and Safety professionals can bring their localised expertise to the table to help adapt policies and products to the local context.

Finally, we can expect the Trust and Safety sector to further professionalize. The sector is still relatively young, and there remains a market gap for standards, best practices and even a common industry lexicon. We have already seen budding efforts to professionalize the sector, such as the launch of the Trust and Safety Professional Association in the US. However, there is much more that can be done to build up this sector, especially in Asia Pacific.

These driving forces will shape the Trust and Safety sector, and we can certainly expect it to be a bright spot going forward.
